9. The apparatus of claim 7, wherein the allowing unit is further configured to send a play instruction of the OLT device to the set-top box, wherein the play instruction is used for the set-top box to perform a play Uniform Resource Locator (URL) splicing to start video playing.
10. The apparatus of any one of claims 6 to 9, further comprising:
the judging module is used for judging whether the new access user is a VIP user;
and the sending module is used for sending a playing instruction to the set top box when the state of the OLT equipment mounted by the new access user is an alarm state or a non-alarm state under the condition that the new access user is a VIP user, wherein the playing instruction is used for the set top box to carry out playing Uniform Resource Locator (URL) splicing and start video playing.
11. A system for controlling IPTV video-on-demand is characterized in that the system comprises a set top box and a stream control server, wherein,
the set top box is used for sending a video-on-demand request instruction to the flow control server;
the flow control server is used for inquiring whether an optical line terminal OLT device mounted by a newly accessed user is in an alarm state or not according to the received video-on-demand request instruction; and controlling the new access user to carry out video on demand according to the state of the OLT equipment, wherein before receiving a video on demand request instruction sent by the new access user through a set top box, the method comprises the following steps: receiving an alarm request instruction sent by a comprehensive alarm system when the flow of OLT equipment is greater than or equal to an alarm threshold; or receiving an alarm cancellation request instruction sent by the comprehensive alarm system when the flow of the OLT equipment is smaller than an alarm threshold value; and setting the state of the OLT equipment according to the alarm request instruction or the alarm request canceling instruction, and updating the state into a cache database.
