One end of the gear table 6 connected with the elastic piece 7 is provided with a counter bore 63, and one end of the elastic piece 7 stretches into the counter bore 63. The elastic member 7 is a spring or a shrapnel.
The center of the adjusting wheel 5 is provided with a square hole 52, and the periphery of the adjusting wheel 5 is provided with a circle of gear teeth 54 at intervals, so that the adjusting wheel 5 can be manually rotated conveniently.

When the protrusion 61 on the gear table 6 is at the lowest point of the tooth groove of the ratchet 51, the gear table 6 is ejected under the action of the spring force, so that the locking of the adjusting wheel 5 is realized and the rotation is not reversed, and the rotation is anticlockwise in fig. 7.
When the adjusting wheel 5 is required to rotate reversely, the adjusting button 8 is pushed in the anticlockwise direction, the inclined teeth 84 on the push block 83 squeeze the protrusions 61 on the gear table 6, and as the tops of the protrusions 61 are circular arcs 62, the inclined teeth 84 can easily generate acting force towards the center of the middle-layer surrounding edge 3 on the gear table 6, the gear table 6 slides along the sliding groove 32 and compresses the spring and keeps away from the ratchet teeth 51, at the moment, the ratchet teeth 51 are not acted by the acting force of the gear table 6, and the adjusting wheel 5 can realize forward and reverse rotation.
