The household paper storing and taking device as claimed in any one of claims 1 to 3, wherein a limiting sleeve (29) is fixed at a position of the inner cylinder (2) where the pre-tightening spring (8) is installed, the length of the limiting sleeve (29) is consistent with the length of the pre-tightening spring (8) when the pre-tightening spring (8) is compressed to the shortest length, and the pre-tightening spring (8) is located in the limiting sleeve (29).
