The invention provides a position reporting method when a UE cell reselects, for the UE in an RRC idle state or an RRC non-activated state, after the UE reselects to another cell, if the UE does not perform network side notification area update or core network tracking area update, the UE sends a position reporting message to the reselected cell, so that the network side can know the position information of the UE; meanwhile, the UE is still in an RRC idle state or an RRC non-activated state without RRC state transition; when the network needs to send the paging message to the RRC idle state or the RRC inactive UE, the network only needs to send the paging message through the cell where the UE is located. The invention can ensure that the network can determine the position of the UE in the RRC idle state or the RRC non-activated state, so that the network can determine the cell of the UE without converting the UE into the RRC connected state only by sending the paging message to the UE by the cell of the UE, thereby reducing signaling overhead and network energy consumption.

In 5G NR, a tracking area concept of L TE is adopted, namely a network coverage area of the 5G NR is also divided into a plurality of tracking areas, when the UE is in an RRC connected state, the network can determine the specific position of the UE, namely the specific cell in which the UE is positioned, when the UE is in an RRC idle state, the network can only determine that the UE is positioned in a certain cell in the tracking area, so if the network needs to page the UE, all cells in all tracking areas in a TA list of the UE can send paging messages to the UE, and in addition, considering a beam (beam) concept introduced in 5G NR, namely that a plurality of beams can exist in each cell, all beams in all tracking areas in the TA list of the UE can send paging messages to the UE in order to send the paging messages to the RRC idle state.
In the 5G NR, a new RRC state, that is, an RRC inactive state function is introduced, and the network may configure a network side notification area for the RRC inactive UE, where the network side notification area includes one or more cells, and the network side notification area of the UE is generally smaller than a tracking area in a TA list of the UE. When the UE is in the RRC inactive state, the network can only determine that the UE is located in a certain cell in the network side tracking area, and if the network needs to send a paging message to the UE, the network side of the UE notifies all beams of all cells in the area to send the paging message to the UE.

And the UE sends a position reporting message to the reselected cell, wherein the position reporting message consists of a random access preamble sequence and a UE identifier.
And, the determining method of the random access leader sequence is that at least one random access leader sequence is reserved, and the UE uses the reserved random access leader sequence in the whole network.

Compared with the prior art, the invention has the advantages that: for the UE in the RRC idle state or the RRC inactive state, since the network does not determine the specific location of the UE, signaling overhead is large when sending the paging message, and network energy consumption is increased. According to the scheme, the network can determine the position of the UE in the RRC idle state or the RRC non-activated state, so that the cell where the UE is located is only required to send the paging message to the UE, and the signaling overhead and the network energy consumption are reduced. For the UE in an RRC idle state or an RRC non-activated state, after the UE performs cell reselection to another cell, if the UE does not perform network side notification area update or tracking area update, a message is sent to the reselected cell to indicate the UE to reselect the cell, so that the network side can acquire the position information of the UE. When the network needs to send a paging message to the RRC idle state or the RRC inactive UE, the network may send the paging message to the UE only through the cell where the UE is located.
An embodiment comprises the steps of:

the random access preamble sequence is determined as follows:
a) at least one random access preamble sequence is reserved, namely the UE uses the reserved random access preamble sequence in the whole network.
Specifically, if only one random access preamble sequence is reserved, the UE uses the same random access preamble sequence throughout the network. If a plurality of random access preamble sequences are reserved, the UE randomly selects one preamble sequence when each cell transmits the message.
If the number of the reserved random access leader sequences is more, the probability of random access sequence collision can be reduced, the success rate of the base station for receiving the UE position information is improved, but more random access leader sequences are needed. The method for reserving the random access leader sequence does not need network signaling to inform the UE which random access leader sequence is used, thereby reducing the network signaling overhead.
b) The broadcast message sent by the cell contains the random access leader sequence and indicates that the random access leader sequence is used for the UE to send the position reporting information, and the UE uses the random access leader sequence in the cell broadcast message when sending the position information. The broadcast message may preferably use minimum system information, and the UE in the RRC inactive state or the RRC idle state may also read the minimum system information.
The cell can configure the random access leader sequence which can be used by the UE for reporting the position information according to the use condition of the random leader sequence used by all the UE of the cell, thereby increasing the flexibility of using the random access leader sequence when the UE reports the position information.
The UE can use the reserved or random access preamble sequence indicated in the broadcast message only when transmitting the location reporting information.
The UE identifier is used for identifying the UE in the cell, and can be as follows:
a) IMSI (International Mobile Subscriber Identity)
b) S-TMSI (SAE temporal Mobile Station Identifier, SAE Temporary Mobile identity)
c) GUTI (Global Unique temporal Identifier)
d) IMEI (International Mobile Equipment Identity)
e) New UE identifier (New Standard possibly adopted by other industries)
The UE does not need to carry out state transition, namely the UE is still in an RRC idle state or an RRC non-activated state;
and 3, the base station to which the cell reselected by the UE belongs receives the message sent by the UE, and the base station can determine that the message is UE position reporting information through the random access leader sequence in the message, so that the base station can not respond to the message. And, the base station identifies the UE according to the UE identifier in the message, so that the base station can determine the cell where the UE is located after receiving the message sent by the UE, that is, the cell reselected in step 1;
4. if the base station to which the cell reselected by the UE belongs successfully receives the location reporting information sent by the UE, the network may send a paging message to the UE only through the cell in which the UE is located when the network needs to page the UE.
If the base station to which the cell reselected by the UE belongs does not receive or successfully detects the location reporting information sent by the UE, when the network needs to page the UE, the UE core network tracking area or the network side notifies all cells in the area that the paging message needs to be sent to the UE.
In specific implementation, the above method can be set to run automatically by those skilled in the art by using software technology.

when the network needs to send a paging message to the RRC idle state or the RRC non-activated UE, the network only needs to send the paging message to the UE through the cell where the UE is located;
and the UE sends a position reporting message to the reselected cell, wherein the position reporting message consists of a random access leader sequence and a UE identifier.
2. The method of claim 1, wherein the method comprises: the random access leader sequence is determined in a mode that at least one random access leader sequence is reserved, and the UE uses the reserved random access leader sequence in the whole network.
