本发明属于疾病筛查领域，具体涉及一种新生儿疾病筛查和产前疾病筛查的管理模式及基于此管理模式的管理模块，包括样本采集端口、分析仪器接口模块、筛查项目数据分析与处理模块、筛查报告上报模块以及输出端口。本发明所提供的一种新生儿疾病筛查和产前疾病筛查的管理模式及基于此管理模式的管理模块，使得筛查工作顺利开展，新生儿疾病筛查和产前疾病筛查成本效益最大化。

技术领域
本发明属于疾病筛查领域，具体涉及一种新生儿疾病筛查和产前疾病筛查的管理模式。
背景技术
新生儿疾病筛查、产前筛查和产前诊断，使降低出生缺陷的重要措施。在我国，新生儿疾病筛查起步于1995年前后，三项筛查服务于小儿发育的不同时期进行，筛查的疾病后果严重，从筛查到诊断经历的环节多、部门多，需要各专业人员密切配合，因此，寻找一种好的新生儿疾病筛查、产前疾病和产前诊断管理模式，是非常急迫的。
现有新生儿疾病筛查及产前筛查模式发展不够充分，筛查各环节关联度不紧密，提供的筛查服务不到位，一定程度上限制了筛查的普及性。
此外，现有新生儿筛查及产前筛查的承载主体分散性，导致了筛查环节的分散性及零碎性，进而导致筛查环节整合力度加大，而现代社会发展的节奏加快，要求与其相适应的筛查模式的系统性与快捷性，尤其在疾病筛查领域体现更为迫切。
发明内容
为解决现有技术中存在的缺陷，本发明提供了一种新生儿疾病筛查和产前疾病筛查的管理模式，使得筛查工作顺利开展，新生儿疾病筛查和产前疾病筛查成本效益最大化。
为达到上述目的，本发明所采取的技术方案如下:
一种新生儿疾病筛查和产前疾病筛查的管理模式,具体步骤如下：
S1.建立筛查中心：在县、市、区妇幼保健院成立“疾病筛查中心”，具体负责全县、市、区新生儿疾病筛查、产前筛查和产前诊断工作，以及组织技术人员培训相关工作；
S2.建立筛查信息管理网络：从省级-市级-乡镇级妇幼保健院—接产医院建立起筛查与保健网络内网，便于辖区内产前筛查信息的调取，并统一各种表格及宣传材料，并且各单位由同一组人员负责三项筛查工作，明确职责；
S3.建立新生儿疾病筛查门诊，将新生儿疾病筛查集中化管理，所述门诊与接产医院相对接；
S4.监督与考评：将各项筛查工作列为各级接产医院妇幼保健工作的考评内容，加强制度和监督管理。
进一步地，步骤S3所述集中化管理即门诊化集中管理，具体步骤如下：所有新生儿均按预约时间到新生儿疾病筛查门诊完成新生儿遗传代谢病筛查和听力筛查，然后资料登记保存和信息统计上报统一由新生儿疾病筛查门诊固定人员负责。
更进一步地，所述预约时间为出生后4-8天。
基于新生儿疾病筛查和产前疾病筛查的管理模式所建立的管理模块，包括样本采集端口、分析仪器接口模块、筛查项目数据分析与处理模块、筛查报告上报模块以及输出端口。
进一步地，所述输出端口包括提供给上级卫生部门的上报模块，和供家属查询的查询模块。
将新生儿疾病筛查和产前疾病筛查同步管理，节省时间、人力、物力和财力，有利于质量管理，使筛查阳性者快速得到鉴别诊断，及时干预，提高生育质量。

下面结合附图和具体实施例来详细说明本发明的技术方案，在此本发明的示意性实施例以及说明用来解释本发明的技术方案，但并不作为对本发明的限定。
一种新生儿疾病筛查和产前疾病筛查的管理模式,具体步骤如下：
S1.建立筛查中心：在县、市、区妇幼保健院成立“疾病筛查中心”，具体负责全县、市、区新生儿疾病筛查、产前筛查和产前诊断工作，以及组织技术人员培训相关工作；
S2.建立筛查信息管理网络：从省级-市级-乡镇级妇幼保健院—接产医院建立起筛查与保健网络内网，便于辖区内产前筛查信息的调取，并统一各种表格及宣传材料，并且各单位由同一组人员负责三项筛查工作，明确职责；
S3.建立新生儿疾病筛查门诊，所有出生4-8天的新生儿到新生儿疾病筛查门诊完成新生儿遗传代谢病筛查和听力筛查，然后资料登记保存和信息统计上报统一由新生儿疾病筛查门诊固定人员负责，所述门诊与接产医院相对接；
S4.监督与考评：将各项筛查工作列为各级接产医院妇幼保健工作的考评内容，加强制度和监督管理。
如图1所示，基于新生儿疾病筛查和产前疾病筛查的管理模式所建立的管理模块，包括样本采集端口、分析仪器接口模块、筛查项目数据分析与处理模块、筛查报告上报模块以及输出端口，其中所述输出端口包括提供给上级卫生部门的上报模块，和供家属查询的查询模块。
如图2所示，对从产检及接生医院获取的血液及相关样本进行采集后，送至妇幼保健院疾病筛查中心进行筛查，经样本检测、结果分析、处理后，筛查中心将结果反馈至产检及接生医院，并及时将信息更新至输出端口，便于家属随时查询，同时，对检查呈阳性的患者进行提前干预或治疗，提高生育质量。
将新生儿疾病筛查和产前疾病筛查同步管理，节省时间、人力、物力和财力，有利于质量管理，使筛查阳性者快速得到鉴别诊断，及时干预。
以上所述是本发明的优选实施方式，应当指出，对于本技术领域的普通技术人员来说，在不脱离本发明原理的前提下，还可以做出若干改进和润饰，这些改进和润饰也视为本发明的保护范围。

1.一种新生儿疾病筛查和产前疾病筛查的管理模式,其特征在于，具体步骤如下：
S1.建立筛查中心：在县、市、区妇幼保健院成立“疾病筛查中心”，具体负责全县、市、区新生儿疾病筛查、产前筛查和产前诊断工作，以及组织技术人员培训相关工作；
S2.建立筛查信息管理网络：从省级-市级-乡镇级妇幼保健院—接产医院建立起筛查与保健网络内网，便于辖区内产前筛查信息的调取，并统一各种表格及宣传材料，并且各单位由同一组人员负责三项筛查工作，明确职责；
S3. 建立新生儿疾病筛查门诊，将新生儿疾病筛查集中化管理，所述门诊与接产医院相对接；
S4.监督与考评：将各项筛查工作列为各级接产医院妇幼保健工作的考评内容，加强制度和监督管理。
