The rotary cover plate 102 is provided with an arc covering part 103, the arc of the arc covering part 103 covers the upper part of the rotary upper cover 201 by taking the support rotating shaft 207 as a circle center, and the arc covering part 103 and the rotary upper cover 201 are in clearance fit; when the rotating cover plate 102 and the rotating cover 201 are displaced relatively, the gap between the rotating cover plate 102 and the rotating cover plate 201 is uniform and small, so that the rotating cover plate 102 and the bracket fixing plate 208 can be wrapped by structural members all the time.
