3. The method of claim 2, wherein step D comprises the steps of:
the group master control SCC generates group call extension information according to second switching information, sends the group call extension information to the target SCC, and performs group call extension by the target SCC according to the group call extension information;
after the group calling expansion is completed, the target cluster enhanced mobility management entity sends a second switching preparation request to the target base station;
the target base station generates a switching request response according to the second preparation switching request and sends the switching request response to the target cluster enhanced mobility management entity;
the target cluster enhanced mobility management entity generates the conversion switching response according to the switching request response and sends the conversion switching response to the source cluster enhanced mobility management entity;
and the switching request response and the conversion switching response both carry the group calling resource information of the target base station.
4. The method according to claim 3, wherein in step E, the source cluster enhanced mobility management entity generates a handover command according to the translated handover response, and sends the handover command to the source base station;
and the switching command and the reconfiguration message both carry the group calling resource information of the target base station.
5. The method of claim 1, wherein the transmutation switch response is communicated to the source cluster core network through a transparent box.

the target cluster core network is used for sending switching information to the group master control cluster core network according to the conversion switching request, wherein the switching information is used for informing the group master control cluster core network that a terminal exists and needs to perform group calling switching;
the group master control cluster core network is used for controlling the target cluster core network to perform group calling expansion according to the switching information, and after the group calling expansion is completed, the target cluster core network sends a conversion switching response to the source cluster core network;
the source cluster core network is also used for generating a switching command by the conversion switching response and sending the switching command to the source base station; the source base station is also used for generating a reconfiguration message according to the generated switching command and sending the reconfiguration message to a terminal, and the terminal is also used for carrying out resource configuration according to the reconfiguration message and accessing the target base station;
the target cluster core network further comprises a target SCC, the group master cluster core network comprises a group master SCC, and the target cluster core network comprises a target cluster enhanced home subscriber server;
the target cluster enhanced mobility management entity is further configured to determine whether a group call exists currently, and when the group call does not exist, the target cluster enhanced mobility management entity sends th handover information to the target SCC;
the target SCC is used for sending an address request to the target cluster enhanced home subscriber server according to the group calling identifier; the target cluster enhanced home subscriber server is configured to send an address of a group master SCC of the group master cluster core network to the target SCC according to the address request;
the target SCC is further configured to send second handover information to the group master SCC according to the address of the group master SCC;
the handover information includes th handover information and second handover information, and the group call identifier is carried in the handover information, th prepared handover request and converted handover request.
7. The system of claim 6, wherein the source cluster core network comprises a source cluster enhanced mobility management entity and the target cluster core network comprises a target cluster enhanced mobility management entity;
the source cluster enhanced mobility management entity is used for receiving the th prepared handover request sent by the source base station, and the source cluster enhanced mobility management entity is also used for generating the conversion handover request according to the th prepared handover request and sending the conversion handover request to the target cluster enhanced mobility management entity.

the group master control SCC is also used for generating group call extension information according to second switching information, sending the group call extension information to the target SCC, and performing group call extension by the target SCC according to the group call extension information;

and the switching request response and the conversion switching response both carry the group calling resource information of the target base station.
