Disclosure of Invention
The technical problem to be solved in the embodiments of the present invention is to provide a method for establishing a voice bearer and an access network device. The problem of large voice call delay when the current resident cell of the terminal cannot establish voice bearing is solved.
In a first aspect, an embodiment of the present invention provides a method for establishing a voice bearer, where the method is used for establishing a voice bearer of a terminal, the terminal is camped in a cell provided by a first access network device, and the first access network device is not suitable for establishing the voice bearer, and the method includes:
the first access network equipment receives a bearer establishment request message sent by core network equipment, wherein the bearer establishment request message is used for requesting the first access network equipment to establish a voice bearer;
the first access network equipment sends a bearer establishment response message to the core network equipment, wherein the bearer establishment response message is used for notifying the core network equipment that the voice bearer is established successfully;
and the first access network equipment switches the terminal to a target cell and triggers the establishment of a voice bearer in the target cell in the switching process.
With reference to the first aspect, in a first possible implementation manner of the first aspect, before the handover of the terminal to the target cell by the first access network device, the method further includes:
the first access network equipment acquires state information of a cell adjacent to the cell where the terminal resides;
and selecting the target cell from the adjacent cells according to the acquired state information.
With reference to the first possible implementation manner of the first aspect, in a second possible implementation manner of the first aspect, the state information includes a voice service processing capability.
With reference to the second possible implementation manner of the first aspect, in a third possible implementation manner of the first aspect, the state information further includes one or both of a signal quality and a load.
With reference to the first aspect or any one of the first to third possible implementation manners of the first aspect, in a fourth possible implementation manner of the first aspect, the cell in which the terminal resides is a Time Division Duplex (TDD) cell, and the target cell is a Frequency Division Duplex (FDD) cell.
With reference to the first aspect or any one of the first to fourth possible implementation manners of the first aspect, in a fifth possible implementation manner of the first aspect, when the target cell belongs to a second access network device, the triggering, by the first access network device, establishment of a voice bearer in the target cell in a handover process includes:
and the first access network equipment sends voice bearer establishment indication information to the second access network equipment, wherein the voice bearer establishment indication information is used for indicating the second access network equipment to establish voice bearer.
With reference to the fifth possible implementation manner of the first aspect, in a sixth possible implementation manner of the first aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message.
With reference to the first aspect, or any one of the first to fourth possible implementation manners of the first aspect, in a seventh possible implementation manner of the first aspect, when the target cell belongs to the first access network device, the first access network device triggers, in a handover process, establishment of a voice bearer in the target cell, further includes:
establishing a voice bearer for the terminal in the target cell;
and sending a switching command message to the terminal, wherein the switching command message carries the voice bearer established for the terminal.
In a second aspect, an embodiment of the present invention provides a method for establishing a voice bearer, where the method is used for establishing a voice bearer of a terminal, the terminal is camped in a cell provided by a first access network device, and the first access network device is not suitable for establishing the voice bearer, and the method includes:
the second access network equipment receives voice bearer establishment indication information sent by the first access network equipment, and the voice bearer establishment indication information is sent to the second access network equipment after the first access network equipment receives a voice bearer establishment request sent by core network equipment;
the second access network equipment establishes voice bearing for the terminal according to the voice bearing establishment indication information;
and the second access network equipment sends a voice bearer establishment response to the first access network equipment so as to inform the first access network equipment of completion of voice bearer establishment.
With reference to the second aspect, in a first possible implementation manner of the second aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message; the voice bearer establishment response is a handover request acknowledgement message.
In a third aspect, an embodiment of the present invention provides an access network device, configured to establish a voice bearer for a terminal, where the terminal resides in a cell provided by the access network device, and the access network device is not suitable for establishing the voice bearer, and the access network device includes:
a receiving unit, configured to receive a bearer establishment request message sent by a core network device, where the bearer establishment request message is used to request the access network device to establish a voice bearer;
a sending unit, configured to send a bearer establishment response message to the core network device, where the bearer establishment response message is used to notify the core network device that the voice bearer is successfully established;
and the switching unit is used for switching the terminal to a target cell and triggering the establishment of the voice bearer in the target cell in the switching process.
With reference to the third aspect, in a first possible implementation manner of the third aspect, the access network device further includes:
an obtaining unit, configured to obtain state information of a cell adjacent to the cell where the terminal resides;
and the selecting unit is used for selecting the target cell from the adjacent cells according to the state information acquired by the acquiring unit.
With reference to the first possible implementation manner of the third aspect, in a second possible implementation manner of the third aspect, the state information includes a voice service processing capability.
With reference to the second possible implementation manner of the third aspect, in a third possible implementation manner of the third aspect, the state information further includes one or both of a signal quality and a load.
With reference to the third aspect, or any one of the first to third possible implementation manners of the third aspect, in a fourth possible implementation manner of the third aspect, the cell in which the terminal resides is a time division duplex, TDD, cell, and the target cell is a frequency division duplex, FDD, cell.
With reference to the third aspect, or any one of the first to fourth possible implementation manners of the third aspect, in a fifth possible implementation manner of the third aspect, when the target cell belongs to a second access network device, the switching unit is specifically configured to:
and sending voice bearer establishment indication information to the second access network equipment, wherein the voice bearer establishment indication information is used for indicating the second access network equipment to establish voice bearer.
With reference to the fifth possible implementation manner of the third aspect, in a sixth possible implementation manner of the third aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message.
With reference to the third aspect, or any one of the first to fourth possible implementation manners of the third aspect, in a seventh possible implementation manner of the third aspect, when the target cell belongs to the access network device, the switching unit is specifically configured to:
establishing a voice bearer for the terminal in the target cell; and sending a switching command message to the terminal, wherein the switching command message carries the voice bearer established for the terminal.
In a fourth aspect, an embodiment of the present invention provides an access network device, configured to establish a voice bearer for a terminal, where the terminal resides in a cell provided by the access network device, and the access network device is not suitable for establishing the voice bearer, and the access network device includes:
the system comprises a processor, a first interface circuit, a second interface circuit, a memory, a bus and a transceiver, wherein the processor, the first interface circuit, the second interface circuit, the transceiver and the memory are connected through the bus and complete mutual communication, a group of program codes are stored in the memory, and the processor is used for calling the program codes stored in the memory and executing the following operations:
receiving a bearer establishment request message sent by core network equipment through a first interface circuit, wherein the bearer establishment request message is used for requesting the access network equipment to establish a voice bearer;
sending a bearer establishment response message to the core network device through a first interface circuit, wherein the bearer establishment response message is used for notifying the core network device that the voice bearer is successfully established;
and switching the terminal to a target cell, and triggering the establishment of a voice bearer in the target cell in the switching process.
With reference to the fourth aspect, in a first possible implementation manner of the fourth aspect, the processor is further configured to:
acquiring state information of a neighboring cell of the cell in which the terminal resides through a transceiver or a second interface circuit;
and selecting the target cell from the adjacent cells according to the acquired state information.
With reference to the first possible implementation manner of the fourth aspect, in a second possible implementation manner of the fourth aspect, the state information includes a voice service processing capability.
With reference to the second possible implementation manner of the fourth aspect, in a third possible implementation manner of the fourth aspect, the state information further includes one or both of a signal quality and a load.
With reference to the fourth aspect or any one of the first to the third possible implementation manners of the fourth aspect, in a fourth possible implementation manner of the fourth aspect, the cell in which the terminal resides is a Time Division Duplex (TDD) cell, and the target cell is a Frequency Division Duplex (FDD) cell.
With reference to the fourth aspect or any one of the first to fourth possible implementation manners of the fourth aspect, in a fifth possible implementation manner of the fourth aspect, when the target cell belongs to a second access network device, the processor is specifically configured to:
and sending voice bearer establishment indication information to the second access network equipment through a second interface circuit, wherein the voice bearer establishment indication information is used for indicating the second access network equipment to establish voice bearer.
With reference to the fifth possible implementation manner of the fourth aspect, in a sixth possible implementation manner of the fourth aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message.
With reference to the fourth aspect or any one of the first to fourth possible implementation manners of the fourth aspect, in a seventh possible implementation manner of the fourth aspect, when the target cell belongs to the first access network device, the processor is specifically configured to:
establishing a voice bearer for the terminal in the target cell; and sending a switching command message to the terminal through a transceiver, wherein the switching command message carries a voice bearer established for the terminal.
In a fifth aspect, an embodiment of the present invention provides an access network device, configured to establish a voice bearer for a terminal, where the terminal resides in a cell provided by a first access network device, and the first access network device is not suitable for establishing the voice bearer, and the access network device includes:
a receiving unit, configured to receive voice bearer establishment indication information sent by the first access network device, where the voice bearer establishment indication information is sent to the access network device by the first access network device after receiving a voice bearer establishment request sent by a core network device;
the establishing unit is used for establishing voice bearing for the terminal according to the voice bearing establishing indication information;
a sending unit, configured to send a voice bearer establishment response to the first access network device to notify the first access network device that the voice bearer establishment is completed.
With reference to the implementation manner of the fifth aspect, in a first possible implementation manner of the fifth aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message; the voice bearer establishment response is a handover request acknowledgement message.
In a sixth aspect, an embodiment of the present invention provides an access network device, configured to establish a voice bearer for a terminal, where the terminal resides in a cell provided by a first access network device, and the first access network device is not suitable for establishing the voice bearer, and the access network device includes:
the system comprises a processor, an interface circuit, a memory and a bus, wherein the processor, the interface circuit and the memory are connected through the bus and complete mutual communication, a group of program codes are stored in the memory, and the processor is used for calling the program codes stored in the memory and executing the following operations:
receiving voice bearer establishment indication information sent by the first access network equipment through an interface circuit, wherein the voice bearer establishment indication information is sent to the access network equipment by the first access network equipment after receiving a voice bearer establishment request sent by core network equipment;
establishing a voice bearer for the terminal according to the voice bearer establishment indication information;
and sending a voice bearer establishment response to the first access network equipment through an interface circuit so as to inform the first access network equipment of completion of voice bearer establishment.
With reference to the implementation manner of the sixth aspect, in a first possible implementation manner of the sixth aspect, the voice bearer establishment indication information is carried in a handover request message, and the handover request message is an S1 handover request message or an X2 handover request message; the voice bearer establishment response is a handover request acknowledgement message.
Through the scheme, when receiving the bearer establishment request message sent by the core network equipment, the first access network equipment sends a bearer establishment response message to the core network equipment to inform the core network equipment of a voice bearer establishment layer, and then when the terminal is switched to a target cell, the establishment of the voice bearer in the target cell is triggered in the switching process, so that when the first access network equipment is not suitable for establishing the voice bearer, although the voice bearer is not established, the response message of successful bearer establishment is still sent to the core network equipment, the core network equipment does not consider that the bearer establishment fails, and after the switching is successful, the bearer establishment request message is sent to a cell newly switched in by the terminal, thereby guaranteeing the continuous communication after the voice resources are prepared in the target cell in the subsequent switching process, and directly using the resources prepared in advance to establish the voice bearer after the cell switching is carried out by the terminal, the processing of the voice call service is completed, the time delay of the voice call is reduced, and the waiting time of the user is reduced.
Detailed Description
The technical solutions in the embodiments of the present invention will be clearly and completely described below with reference to the drawings in the embodiments of the present invention, and it is obvious that the described embodiments are only a part of the embodiments of the present invention, and not all of the embodiments. All other embodiments, which can be derived by a person skilled in the art from the embodiments given herein without making any creative effort, shall fall within the protection scope of the present invention.
In the application, the problem of large access delay caused by the fact that a terminal resident cell cannot establish a voice bearer is considered, when the access network equipment cannot establish the voice bearer, although the voice bearer is not established, the core network equipment is informed that the establishment of the voice bearer is successful, and the voice bearer is established in the switching process; therefore, the target access network equipment can prepare the voice resource in advance, reduce the access delay and improve the user experience.
First, some terms in the present application are explained so as to be easily understood by those skilled in the art.
1) The access network is used for accessing the terminal to the wireless network, and the access network equipment includes but is not limited to: an evolved Node B (eNB), a Radio Network Controller (RNC), a Node B (NodeB, NB), a Base Station Controller (BSC), a Base Transceiver Station (BTS), a Home Base Station (e.g., Home evolved NodeB, or Home Node B, HNB), a BaseBand Unit (BBU), a Wifi Access Point (Access Point, AP), and the like.
2) And the core network is used for providing management and connection of an external network for the terminal. The core network devices include, but are not limited to, a Mobility Management Entity (MME), a General Packet Radio System (GPRS) service support node (SGSN), a Mobile Switching Center (MSC), and the like.
3) A terminal, also called User Equipment (UE), is a device providing voice and/or data connectivity to a User, for example, a handheld device with wireless connection function, other processing devices connected to a wireless modem, and so on.
The above bearer establishment procedure is illustrated below with reference to the drawings.
Please refer to fig. 2, which is a flowchart illustrating a method for establishing a voice bearer according to an embodiment of the present invention. The method is used for establishing the voice bearer of the terminal, and the terminal resides in a cell provided by a first access network device (hereinafter referred to as a resident cell), and the first access network device is not suitable for establishing the voice bearer. As shown in fig. 2, the method comprises the steps of:
s201: the method comprises the steps that first access network equipment receives a bearer establishment request message sent by core network equipment, wherein the bearer establishment request message is used for requesting the first access network equipment to establish a voice bearer;
s202: the first access network equipment sends a bearer establishment response message to the core network equipment, wherein the bearer establishment response message is used for informing the core network equipment that the voice bearer is established successfully;
s203: the first access network equipment switches the terminal to the target cell and triggers the establishment of the voice bearer in the target cell in the switching process.
Therefore, in the above method, although the first access network device is not suitable for establishing the voice bearer, it still returns a message that the establishment of the voice bearer is successful to the core network device, and triggers the establishment of the voice bearer in the adjacent cell in the subsequent handover process, so that voice resources are prepared in advance in the handover process, and the establishment of the voice bearer does not need to be performed after the handover is completed, thereby reducing the voice access delay and improving the user experience.
Note that, in the present application: the first access network device being unsuitable for establishing a voice bearer includes one or both of failing to establish a voice bearer and having a poor quality of voice service unsuitable for voice communications. The poor voice service quality can be judged by setting a voice service quality threshold, and the method and the device do not have any limitation.
In the above step S201, the Bearer setup request message may carry voice Bearer setup indication information, the voice Bearer setup indication information is used to indicate that a Bearer to be established is a voice Bearer, for example, the voice Bearer setup indication information may use a Quality of Service Class Identifier (QCI) for describing Data transmission between the terminal and a Policy and Charging enforcement function entity (PCEF), the voice Bearer setup indication information mainly includes 4 information, namely, a Resource Type (Resource Type), a Resource Priority (Priority), a Data Delay (Packet Delay bucket), a Data Packet loss Rate (Packet Error L os Rate), the QCI is a standard value, each Service requires a different Class of QCI to ensure Quality of transmission, among QCIs on Data Radio Bearer (drraber, drrab), the QCI 3884, the SIP 2, the voice Bearer setup indication information may be used to indicate that the establishment of a voice Bearer is required by the voice Bearer, and the voice Bearer setup of a voice Bearer is not required by the voice Bearer establishment request message, the voice Bearer setup indication information may be used as a voice Bearer, the voice Bearer setup indication information indicates that the voice Bearer is a voice Bearer, the voice Bearer setup of a voice Bearer, the voice Bearer required Bearer is a voice Bearer, the voice Bearer setup indication information may be completed by the voice Bearer, the voice Bearer establishment of the voice Bearer, the voice Bearer establishment request message may also includes a voice Bearer, the voice Bearer establishment request message of the voice Bearer, the voice Bearer establishment request message of the voice Bearer establishment of the voice Bearer, the voice Bearer of the voice Bearer, the voice Bearer of the voice Bearer establishment of the voice Bearer, the voice Bearer establishment request message, the voice Bearer of the voice Bearer, the voice.
In step S202 above, since the first access network device is not suitable for establishing the voice bearer, it does not establish the voice bearer, but still sends a response message that the bearer establishment is successful to the core network device. Thus, the core network device does not consider that the bearer establishment fails, and sends the bearer establishment request message to the cell newly switched in by the terminal after the handover is successful. And the continuous communication after the voice resources are prepared in the target cell in the subsequent switching process is guaranteed.
Before step S203 above, the first access network device may select a target cell for handover. Please refer to fig. 3, which is a flowchart illustrating another method for establishing a voice bearer according to an embodiment of the present invention. Wherein, steps S301 to S302 are the same as steps S201 to S202, and are not repeated here, and before step S305 which is the same as step S203, the method further includes:
s303: the method comprises the steps that first access network equipment obtains state information of a cell adjacent to a resident cell;
s304: and selecting a target cell from the adjacent cells according to the acquired state information.
The above status information may include a speech service processing capability, and the first access network device selects a cell with a speech service processing capability as a target cell from neighboring cells of the resident cell according to the status information. And when only one adjacent cell exists, if the state information of the adjacent cell shows that the adjacent cell is suitable for establishing the voice bearer, taking the adjacent cell as the target cell. When a plurality of adjacent cells exist, if only one adjacent cell is suitable for establishing the voice bearer, taking the adjacent cell suitable for establishing the voice bearer as a target cell; if more than one adjacent cell is suitable for establishing the voice bearer, one of the adjacent cells is selected as a target cell, or a best cell is selected as the target cell according to other state information.
For example, a Time Division Duplex (TDD) cell is not suitable for establishing a voice bearer, and a Frequency Division Duplex (FDD) cell is suitable for establishing a voice bearer, so that when a camped cell is a TDD cell, an FDD cell can be selected from adjacent cells as a target cell, a terminal is switched over, and establishment of a voice bearer in the target cell is triggered in a switching process.
The above basis for selecting the target cell from the neighboring cells suitable for establishing the voice bearer may include the signal quality of the neighboring cells and may also include the load of the neighboring cells. For example, the neighbor cell with the best signal quality is selected as the target cell, or the neighbor cell with the lowest load is selected as the target cell. This is by way of example only and is not intended to limit the present application.
The signal quality can be obtained by terminal measurement and reporting, and the load of the adjacent cells can be obtained by interaction between the base stations. Of course, if the neighboring cell and the camping cell belong to the same access network device, the access network device can be obtained without interaction between base stations.
In step S203, if the camped cell and the target cell belong to different access network devices, the above handover procedure refers to inter-station handover, including S1 handover and X2 handover, for example, in a long Term Evolution (L ong Term Evolution, L TE) system, if an X2 port is established between access network devices (enbs), X2 handover may be performed, if no X2 port exists, S1 handover is performed, for a network standard in which no direct connection exists between access network devices, handover is generally S1 handover.
Fig. 4 is a flowchart illustrating a voice bearer establishment method in an X2 handover process according to an embodiment of the present invention. In this embodiment, the first access network device is an eNB1, the second access network device is an eNB2, and the core network device is a mobility management entity MME. Wherein the neighbor cell chosen by the eNB1 is located at the eNB2 and the terminal is handed over from the eNB1 to the eNB2 through X2 handover.
The method comprises the following steps:
s401: and the terminal sends a service request to the MME and initiates a voice call.
S402: the MME sends a bearer setup request message to eNB1 requesting eNB1 to establish a voice bearer.
S403: the eNB1 returns a bearer establishment response message to notify the MME that the voice bearer establishment was successful.
S404: the eNB1 selects a neighboring cell of the currently camped cell, and initiates an X2 handover procedure, where the neighboring cell is located in the eNB 2.
S405: the eNB1 sends a handover request message to the eNB2, where the handover request message carries voice bearer establishment indication information, and the voice bearer establishment indication information is used to indicate the eNB2 to establish a voice bearer.
So that the eNB2 can prepare the resources of the voice bearer in advance according to the handover request message.
Here, the advance preparation refers to resource preparation for voice bearer before the terminal switches the cell.
The following continues to describe the handover procedure, but the following procedure is only an example of one existing handover procedure and is not intended to limit the present application.
S406: and the eNB2 performs resource admission and allocates air interface resources and voice bearing resources for the access of the terminal.
S407: after eNB2 successfully admits the resource, it sends a handover request acknowledge (handover request acknowledge) message to eNB1 to indicate that the handover preparation is completed.
S408: the eNB1 may instruct the terminal to perform handover, e.g., may send an RRC connection reconfiguration message to the terminal instructing the terminal to perform handover.
S409: after the terminal successfully accesses the target cell, the terminal informs the eNB2 that the handover procedure is completed, for example, the terminal sends an RRC connection reconfiguration complete message to the second base station and confirms that the handover procedure is completed to the second base station.
S410: eNB2 sends a request message to the MME requesting an update of the node address of the traffic data channel.
S411: after updating the data tunnel node address, the MME sends an acknowledgement message to eNB2 indicating that traffic communication may be performed on the new bearer.
S412: the terminal has accessed the target cell and can communicate traffic in the target cell, at which point eNB2 instructs eNB1 to release the resources and context of the terminal;
s413: eNB1 releases the context and resources of the terminal.
When the eNB2 prepares the resources of the voice bearer in advance for the X2 handover, it can perform cell handover according to the handover procedure defined by the TS36.300 protocol, quickly establish the voice bearer using the prepared resources and process the voice call service, thereby reducing the delay of the voice call.
Fig. 5 is a flowchart illustrating a voice bearer establishment method in the S1 handover process according to an embodiment of the present invention. In this embodiment, the first access network device is an eNB1, the second access network device is an eNB2, and the core network device is an MME. Wherein the neighbor cell selected by the eNB1 is located at the eNB2, and the terminal is handed over from the eNB1 to the eNB2 through S1 handover.
The method comprises the following steps:
steps S501 to S503 are the same as steps S401 to S403, and refer to steps S401 to S403, which are not described herein again.
S504: the eNB1 selects a neighboring cell of the currently camped cell, and initiates an S1 handover procedure.
S505: the eNB1 sends a handover request message to the MME, which carries a voice bearer establishment indication message, where the voice bearer establishment indication message is used to indicate the eNB2 to establish a voice bearer.
In this way, the mobility management entity may inform the eNB2 to prepare the resources for the voice bearer in advance.
S506: the MME sends a handover request message to eNB 2.
The following continues to describe the handover procedure, but the following procedure is only an example of one existing handover procedure and is not intended to limit the present application.
S507: and the eNB2 performs resource admission and allocates air interface resources and voice bearing resources for the access of the terminal.
S508: and after the resource admission of the eNB2 is successful, sending a switching request confirmation message to the MME to indicate that the switching preparation work is completed.
S509: the MME transmits a handover instruction to eNB1 to inform the eNB2 of information such as the address.
S510: the eNB1 may instruct the terminal to perform handover, e.g., may send an RRC connection reconfiguration message to the terminal instructing the terminal to perform handover.
S511: when the terminal successfully accesses the target cell, the terminal informs the eNB2 that the handover procedure is completed, for example, the terminal sends an RRC connection reconfiguration complete message to the eNB2 and confirms that the handover procedure is completed to the eNB 2.
S512: the terminal has accessed the target cell and can communicate traffic in the target cell, at which point eNB2 instructs eNB1 to release the resources and context of the terminal;
s513: eNB1 releases the context and resources of the terminal.
After the MME informs the eNB2 to prepare the resources of the voice bearer in advance for S1 handover, the prepared resources can be quickly used to establish the voice bearer and process the voice call service after cell handover, thereby reducing the delay of the voice call.
Fig. 6 is a flowchart illustrating a method for establishing a voice bearer in an intra-site handover process according to an embodiment of the present invention. In this embodiment, the first access network device is an eNB1, and the core network device is an MME. Where the neighboring cell selected by eNB1 is located within the station. Therefore, handover between base stations is not required.
The method comprises the following steps:
steps S601 to S603 are the same as steps S401 to S403, and reference may be made to steps S401 to S403, which are not described herein again.
S604: the eNB1 selects a neighboring cell of the currently camped cell, initiates an intra-site handover procedure, and prepares a voice-bearing resource for the terminal in advance.
The intra-site switching is mainly realized by RRC reconfiguration, namely, an RRC reconfiguration message is sent to the terminal, and the selected adjacent cell is configured for the terminal as a service cell of the terminal through the reconfiguration message. The RRC reconfiguration message may be referred to as a handover command message for intra-station handover. Namely, the method comprises the following steps:
s605: eNB1 sends a handover command message to the terminal carrying the voice bearer established for the terminal.

an obtaining unit 400, configured to obtain state information of a neighboring cell of the cell where the terminal resides;
a selecting unit 500, configured to select the target cell from neighboring cells according to the status information acquired by the acquiring unit 400.

the processor 1101, the first interface circuit 1102, the second interface circuit 1103, the memory 1104, the bus 1105 and the transceiver 1106 are connected through the bus 1105 to complete communication therebetween, wherein the memory 1104 stores a set of program codes, and the processor 1101 is configured to call the program codes stored in the memory 1104 to perform the following operations:
receiving a bearer establishment request message sent by a core network device through a first interface circuit 1102, where the bearer establishment request message is used to request the access network device to establish a voice bearer;

when receiving a bearer establishment request message sent by core network equipment, a first access network equipment sends a bearer establishment response message to the core network equipment to inform the core network equipment of a voice bearer establishment layer, and then when a terminal is switched to a target cell, the establishment of the voice bearer in the target cell is triggered in the switching process, so that when the first access network equipment is not suitable for establishing the voice bearer, although the voice bearer is not established, the first access network equipment still sends a response message of successful bearer establishment to the core network equipment, the core network equipment does not consider that the bearer establishment fails, and after the switching is successful, the first access network equipment sends a bearer establishment request message to a cell newly switched in by the terminal, thereby guaranteeing the continuous communication after the voice resources of the target cell are prepared in the subsequent switching process, and directly using the resources prepared in advance to establish the voice bearer after the cell switching is carried out, the processing of the voice call service is completed, the time delay of the voice call is reduced, and the waiting time of the user is reduced.
