Background
In the LTE system, the base station may trigger the terminal to report its own capability by sending a terminal capability query request. After receiving a terminal capability query request sent by a base station, a terminal usually packages and sends information of each function of the terminal to the base station, and the base station configures the terminal according to the terminal capability reported by the terminal. And the base station defaults that the terminal can support various reported functions at any time.
However, due to the limitation of radio frequency and baseband processing capabilities, a multimode or single-mode terminal supporting the LTE mode cannot simultaneously activate certain functions although the terminal can independently support the functions, and the activation or deactivation of other modes or system services may cause the terminal capabilities to change. Therefore, when the terminal is switched from a Radio Resource Control (RRC) idle state to an RRC connected state, a situation that a related service cannot be executed according to a current configuration due to a change in the capability of the terminal often occurs, which finally causes a link connection failure between the terminal and a base station, not only wastes network resources, but also affects the use of the terminal by a user.
Disclosure of Invention
The invention aims to solve the problems that when a terminal is converted from an RRC idle state to an RRC connected state, network resources are wasted due to the change of the terminal capability, and the use of the terminal by a user is influenced.
An embodiment of the present invention provides a radio resource control method, where the method may include:
receiving an RRC connection request sent by a terminal;
when the RRC connection request includes identification information that the terminal capability changes, the capability information of the terminal is obtained again, and whether the terminal capability changes is: whether the capability information of the current state of the terminal changes relative to the capability information reported to the base station last time;

Detailed Description
Currently, when a multimode or single-mode terminal supporting an LTE mode is converted from an RRC idle state to an RRC connected state, the capability of the terminal is usually changed due to the activation or deactivation of some services. For example, in a dual-card dual-active terminal supporting LTE and GSM modes, there may be situations where the terminal uses the same radio interface in LTE mode and in GSM mode. At the same time, the card A carries out voice service, and the card B is converted from the RRC idle state to the RRC connected state. Since the card a may occupy the radio frequency interface when performing a voice service, the capability of the terminal may be changed, and the service capability of the card B may be affected after the card B is converted from the RRC idle state to the RRC connected state.
However, the terminal needs to report its own capability information according to a terminal capability query request sent by the base station in the LTE mode, and when the terminal capability changes, the terminal cannot actively notify the base station. Therefore, after the terminal is changed from the RRC idle state to the RRC connected state, the base station still performs radio resource configuration on the terminal according to the terminal capability information last reported by the terminal, so that a situation that the terminal cannot execute a related service in an LTE mode may occur, which may eventually cause a link connection failure between the terminal and the base station, or even cannot enter or maintain the RRC connected state, which not only wastes network resources, but also affects the use of the terminal by a user.
In view of the above problems, an embodiment of the present invention provides a radio resource control method, where identification information indicating whether a capability of a terminal changes is set in an RRC connection request sent by the terminal to a base station, and when the base station receives the RRC connection request, the method determines whether the capability of the terminal changes by detecting whether the identification information indicating that the capability of the terminal changes exists in the RRC connection request, and may reacquire the capability information of the terminal when the capability of the terminal changes, and configure the terminal according to the acquired capability information. Therefore, the method in the embodiment of the invention can effectively avoid the waste of network resources caused by the change of the terminal capability when the terminal is converted from the RRC idle state to the RRC connected state and influence the use of the terminal by a user.

It should be understood that, in the embodiments of the present invention, the type of the terminal is not limited, and no matter how the specific type of the terminal is, the present invention is not limited, and the terminal is within the protection scope of the present invention.
It should be noted that, in the embodiment of the present invention, the capability of the terminal may include a capability of the terminal to support a basic service, a measurement capability, and other capabilities that may be possessed in an LTE mode, which is not limited herein. The change of the terminal capability includes capability increase and capability decrease.

In an embodiment of the present invention, the terminal may add, in the RRC connection request, an identifier field indicating whether the terminal capability changes, and set, when the terminal capability changes, an identifier indicating whether the terminal capability changes as TRUE, and otherwise, set as False. The setting mode has small change to the RRC connection request, and is easy to operate and realize.
For example, when it is detected that the identifier indicating whether the terminal capability is changed is TRUE for the RRC connection request, it is determined that the terminal capability is changed. And when the fact that whether the terminal capability is changed or not is detected to be False by the RRC connection request is detected, judging that the terminal capability is not changed.

The base station stores the capability information reported last time by the terminal. In specific implementation, the base station acquires the capability information of the terminal in various ways. For example, when the terminal performs only basic service, the base station may use information that the terminal maintains basic service capability and is stored in the base station as the capability information acquired again. The information of the basic service capability maintained by the terminal may be stored locally in the base station, or may be stored in a shared pool of a base station group in which the base station is located. At this time, when the base station performs radio resource configuration on the terminal by using the information that the terminal maintains the basic service capability, the base station does not need to interact with the terminal again, and network resources can be saved. When the terminal needs to execute a service other than the basic service, the base station may send the capability information query request to the terminal again, and the terminal reports the capability information of the terminal again according to the capability information query request.
When the base station acquires the capability information of the terminal by sending the capability information query request to the terminal again, the base station may send a terminal capability query request to the terminal before modifying air interface configuration or before releasing RRC connection, so as to acquire the capability information of the terminal in the current state. Sending the terminal capability query request before modifying the air interface configuration or releasing the RRC connection can avoid the influence on the service currently executed by the terminal under certain conditions, prevent the interruption of the service currently executed by the terminal due to reporting capability information and reduce the waste of network resources.
And step 15, performing wireless resource configuration on the terminal according to the acquired capability information.
In specific implementation, the terminal is configured differently according to different acquired capability information. For example, when the acquired capability information is the information that the terminal maintains the basic service capability, the terminal is configured with the radio resource according to the information that the basic service capability is maintained. And when the acquired capability information is the capability information of the terminal in the current state, performing wireless resource configuration on the terminal according to the capability information of the terminal in the current state.
As can be seen from the above, in the method provided in the embodiment of the present invention, the identifier information indicating whether the capability of the terminal changes is set in the RRC connection request sent by the terminal to the base station, and then the base station determines whether the capability of the terminal changes according to the identifier information indicating whether the capability of the terminal changes, and configures the terminal according to the determination result. Therefore, by the method provided in the embodiment of the present invention, when the terminal is switched from the RRC idle state to the RRC connected state, the terminal can notify the base station whether the capability of the terminal changes in time, so that waste of network resources and influence on the use of the terminal by the user can be avoided.

The detecting unit 22 is adapted to detect whether the RRC connection request includes identification information that the terminal capability changes. The configuration unit 24 is adapted to perform radio resource configuration on the terminal according to the retrieved capability information.
In a specific implementation, the acquiring unit 23 may include a first acquiring subunit (not shown) or a second acquiring subunit (not shown). The first acquiring subunit is adapted to send a capability information query request to the terminal, so as to trigger the terminal to report its own capability information as the re-acquired capability information. The second acquiring subunit is adapted to acquire, as the newly acquired capability information, the capability information of the terminal for maintaining the basic service, which is stored in the base station.
In a specific implementation, the first obtaining subunit is adapted to send a terminal capability query request to the terminal before modifying an air interface configuration or before releasing an RRC connection, so as to obtain capability information of the terminal in a current state, which may avoid, under some circumstances, that a service currently executed by the terminal is affected, prevent the service currently executed by the terminal from being interrupted due to reporting of the capability information, and reduce waste of network resources.
As can be seen from the above, the base station provided in the embodiment of the present invention may determine whether the capability of the terminal changes according to the identification information indicating whether the capability of the terminal changes, and configure the terminal according to the determination result, so that waste of network resources and influence on the use of the terminal by a user may be avoided.

1. A radio resource control method, comprising:
receiving an RRC connection request sent by a terminal, wherein the terminal adds an identification field whether the terminal capability changes or not in the RRC connection request, sets the identification as TRUE when the terminal capability changes, and sets the identification as False when the terminal capability does not change;
when the fact that whether the terminal capability changes in the RRC connection request is detected to be a TRUE (TRUE indicator), judging that the terminal capability changes, and reacquiring the capability information of the terminal, wherein whether the terminal capability changes is as follows: whether the capability information of the current state of the terminal changes relative to the capability information reported to the base station last time;
and performing wireless resource configuration on the terminal according to the acquired capability information.
2. The radio resource control method of claim 1, wherein the capability information of the terminal is reacquired by one of:
sending a capability information query request to the terminal to trigger the terminal to report the capability information of the terminal as the newly acquired capability information;
and acquiring the capability information of the terminal maintaining the basic service, which is stored by the base station, as the newly acquired capability information.
3. The method as claimed in claim 2, wherein the step of the base station sending a capability information query request to the terminal to trigger the terminal to report its own capability information as the re-acquired capability information comprises:
and sending a terminal capacity query request to the terminal before modifying the air interface configuration or releasing the RRC connection so as to acquire the capacity information of the terminal in the current state.
4. A base station, comprising:
a receiving unit, adapted to receive an RRC connection request sent by a terminal, where the terminal adds an identifier field indicating whether a terminal capability changes in the RRC connection request, sets the identifier to TRUE when the terminal capability changes, and sets the identifier to False when the terminal capability does not change;
a detecting unit, adapted to detect whether the RRC connection request includes identifier information indicating that the terminal capability has changed, and determine that the terminal capability has changed when the identifier indicating that whether the terminal capability has changed in the RRC connection request is TRUE;
the acquiring unit is suitable for acquiring the capability information of the terminal again when the identifier which detects whether the terminal capability changes in the RRC connection request is TRUE;
and the configuration unit is suitable for performing wireless resource configuration on the terminal according to the acquired capability information.
5. The base station of claim 4, wherein the acquisition unit comprises one of:
