Technical Field

Background
Currently, in the third Generation Partnership Project (3 GPP) technical standard, communication protocols are designed in layers, each protocol layer assumes a corresponding communication function, and the protocol layers are relatively independent in architecture. In other words, the upper and lower layer protocols only perform uplink and downlink transmission of traffic through the traffic interface, but are independent of each other.
Therefore, the communication states of the upper and lower protocol layers cannot be interacted, and further, when the state of a certain protocol layer deteriorates, the upper protocol layer cannot be notified, and finally, the communication service cannot be normally provided.
