The invention discloses a control system and a method for playing on an LED screen based on real-time camera shooting of a mobile phone, wherein the system comprises a mobile phone end and a control card end of the LED screen; the mobile phone end comprises an RTSP server, a control module and a first instruction transceiving module; the RTSP server is used for encoding and packaging video data shot by the mobile phone and sending the video data to the control card end; the control module is connected with the first instruction transceiving module; the control card end comprises an RTSP client and a second instruction transceiving module; the RTSP client is connected with the RTSP server. The method comprises the following steps: the mobile phone end is connected with the control card end through a network; processing real-time video data; the mobile phone end sends a playing instruction for playing a real-time video; the system establishes RTSP connection relation; real-time video stream data transmission; and the real-time video is played on the LED screen.
