Abstract

The method and the device disclosed by the invention, through two conditions of the received signal quality and the data transmission rate of the terminal, determines whether the terminal carries out the redirection instruction, so that the terminal is retained at a high-speed network to the greatest extent; not only are the resources of the high-speed network utilized fully, but also the load of a low-speed network is alleviated and the service quality of the terminal is improved.

Background
The continuous evolution of the mobile communication technology not only improves the communication capacity of the wireless system, but also brings beneficial effects to the use of the terminal. For example, the system threshold in the redirection parameter threshold is-116 dBm, the inter-system threshold in the redirection parameter threshold is-80 dBm, the preset first time threshold is 320ms, the data transmission rate threshold of the terminal is 1Mbps, the preset second time threshold is 320ms, at this time, the signal quality of the 4G network received by the terminal is-120 dBm, the measured signal quality of the 3G network is-75 dBm, the duration exceeds 320ms, the data transmission rate is 200Kbps, and the duration also exceeds 320ms, then the base station determines that the received signal quality of the terminal is actually lower than the system threshold in the redirection parameter threshold and actually higher than the inter-system threshold in the redirection parameter threshold, and meanwhile, the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold. For such a terminal, a redirection operation is required.

For example, if the data transmission rate threshold of the terminal is 1Mbps, the preset second time threshold is 320ms, and the data transmission rate of the terminal is 200Kbps and the duration exceeds 320ms, it is determined that the local data transmission rate is actually lower than the preset data transmission rate threshold.

Preferably, the terminal sends the redirection event report to the base station, and the sending unit 71 is specifically configured to:

Preferably, the terminal at least determines that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and actually higher than the inter-system threshold in the redirection parameter threshold, and sends a redirection event report to the base station, and when the redirection event report further records data transmission rate association information of the terminal, the redirection unit 72 is specifically configured to:
comparing the local received signal quality with a redirection parameter threshold, and recording the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold;
further comparing the local data transmission rate with a preset data transmission rate threshold, and recording the data transmission rate of the terminal or a comparison result in a redirection event report when the local data transmission rate is actually lower than the preset data transmission rate threshold;
and sending a redirection event report to the base station.
Preferably, the terminal at least determines that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and actually higher than the inter-system threshold in the redirection parameter threshold, and sends a redirection event report to the base station, and when the redirection event report further records data transmission rate association information of the terminal, the redirection unit 72 is specifically configured to:
comparing the local received signal quality with a preset redirection parameter threshold, recording the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold, and further recording the local data transmission rate in the redirection report;

Preferably, when the terminal determines that the local received signal quality is actually lower than the local system threshold in the redirection parameter thresholds and actually higher than the different system threshold in the redirection parameter thresholds, the redirection unit 72 is specifically configured to:
determining that the local received signal quality is lower than a local system threshold in a redirection parameter threshold and is greater than a different system threshold in the redirection parameter threshold, and when the maintenance time exceeds a preset first time threshold, determining that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold;
when determining that the local data transmission rate is actually lower than the preset data transmission rate threshold, the redirecting unit 72 is specifically configured to:
and when the local data transmission rate is determined to be lower than the preset data transmission rate threshold and the maintaining time exceeds the preset second time threshold, determining that the local data transmission rate is actually lower than the preset data transmission rate threshold.
In summary, in the embodiment of the present invention, the base station determines, according to the redirection event report, that the received signal quality of the terminal actually meets the redirection parameter threshold, and further determines, according to the redirection event report, that the data transmission rate of the terminal is actually lower than the data transmission rate threshold, and issues a redirection instruction to the terminal; the terminal sends a redirection event report to the base station, and the redirection event report further records the data transmission rate associated information of the terminal; and the terminal receives the redirection instruction issued by the base station and starts to execute the redirection flow. Therefore, whether the terminal executes the redirection instruction or not is determined according to two conditions of the received signal quality and the data transmission rate of the terminal, so that the terminal is resided in the high-speed network as much as possible, the resources of the high-speed network are fully utilized, the load of the low-speed network is reduced, and the service quality of the terminal is improved.

Claims (24)
1. A method of inter-system redirection, the method comprising:
the base station sends a preset redirection parameter threshold and a data transmission rate threshold to the terminal; wherein, the redirection parameter threshold comprises the threshold of the system and the threshold of the different system;
the base station receives a redirection event report reported by the terminal;
and the base station determines that the quality of the received signal of the terminal is actually lower than the local system threshold in the redirection parameter thresholds and actually higher than the different system threshold in the redirection parameter thresholds according to the redirection event report, and further determines that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the redirection event report, and sends a redirection instruction to the terminal.
2. The method of claim 1, wherein the base station sending the preset redirection parameter threshold and the data transmission rate threshold to the terminal comprises:
the base station sends a preset redirection parameter threshold to the terminal through an existing cell or a newly added cell or a reserved cell in the radio resource control RRC message;
the base station sends a preset data transmission rate threshold to the terminal through the existing cell or the newly added cell or the reserved cell in the RRC message, or through the existing cell or the newly added cell or the reserved cell in the broadcast message;
wherein, the RRC message is any one of a radio resource control connection establishment message, a radio resource control connection reconfiguration message and a radio resource control connection reestablishment message;
the broadcast message is any one of a master information block MIB and a system information block SIB.
3. The method of claim 1, wherein receiving, by a base station, a redirection event report reported by the terminal comprises:
and the base station receives a redirection event report reported by the terminal through an existing cell or a newly added cell or a reserved cell in the measurement message.
4. The method of claim 1, wherein the base station determining from the redirection event report that the received signal quality of the terminal is substantially below a local system threshold of the redirection parameter thresholds and substantially above a heterogeneous system threshold of the redirection parameter thresholds, and further determining from the redirection event report that the data transmission rate of the terminal is substantially below the preset data transmission rate threshold comprises:
when the base station determines that the received signal quality of the terminal is recorded in the redirection event report, determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold;
and when the base station determines that the data transmission rate of the terminal is recorded in the redirection event report or the comparison result of the data transmission rate of the terminal and the preset data transmission rate threshold is recorded, determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold.
5. The method of claim 1, wherein the base station determining from the redirection event report that the received signal quality of the terminal is substantially below a local system threshold of the redirection parameter thresholds and substantially above a heterogeneous system threshold of the redirection parameter thresholds, and further determining from the redirection event report that the data transmission rate of the terminal is substantially below the preset data transmission rate threshold comprises:
when the base station determines that the received signal quality of the terminal is recorded in the redirection event report, determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold;
and the base station compares the data transmission rate of the terminal with the preset data transmission rate threshold according to the data transmission rate of the terminal recorded in the redirection event report, and determines that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the comparison result.
6. The method of any of claims 1-5, wherein the base station determining from the redirection event report that the received signal quality of the terminal is substantially below a local one of the redirection parameter thresholds and substantially above a foreign one of the redirection parameter thresholds, comprises:
when the base station receives the received signal quality of the terminal recorded in the redirection event report, directly determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and actually higher than a different system threshold in the redirection parameter threshold, wherein the redirection event report is recorded when the terminal determines that the received signal quality is lower than the local system threshold in the redirection parameter threshold and is greater than the different system threshold in the redirection parameter threshold, and the maintaining time exceeds a preset first time threshold;
the base station further determines that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the redirection event report, and the determining includes:
the base station receives the data transmission rate of the terminal recorded in the redirection event report or the comparison result between the data transmission rate of the terminal and the preset data transmission rate threshold, and directly determines that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold, wherein the redirection event report is recorded when the terminal determines that the data transmission rate is lower than the preset data transmission rate threshold and the maintaining time exceeds a preset second time threshold; or,
and the base station further determines that the data transmission rate of the terminal is lower than the preset data transmission rate threshold according to the data transmission rate of the terminal recorded in the redirection event report, and determines that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold when the maintaining time exceeds a preset second time threshold.
7. An application method of intersystem redirection, the method comprising:
the terminal receives a preset redirection parameter threshold and a data transmission rate threshold which are issued by a base station;
the terminal at least determines that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and actually higher than the different system threshold in the redirection parameter threshold, and sends a redirection event report to the base station, wherein the redirection event report further records the data transmission rate associated information of the terminal;
and the terminal receives a redirection instruction issued by the base station and starts to execute a redirection process, wherein the redirection instruction is issued when the base station determines that the quality of a received signal of the terminal is actually lower than a local system threshold in a redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold according to the redirection report, and determines that the data transmission rate of the terminal is actually lower than a preset data transmission rate threshold according to the data transmission rate associated information.
8. The method of claim 7, wherein the step of receiving the preset redirection parameter threshold and the data transmission rate threshold transmitted by the base station by the terminal comprises:
the terminal acquires a preset redirection parameter threshold issued by the base station through an existing cell, a newly added cell or a reserved cell in the radio resource control RRC message;
the terminal acquires a preset data transmission rate threshold issued by the base station through an existing cell, a newly increased cell or a reserved cell in the RRC message, or through an existing cell, a newly increased cell or a reserved cell in the broadcast message;
wherein, the RRC message is any one of a radio resource control connection establishment message, a radio resource control connection reconfiguration message and a radio resource control connection reestablishment message;
the broadcast message is any one of a master information block MIB and system information blocks SIBs.
9. The method of claim 7, wherein the terminal sending a redirection event report to the base station comprises:
the terminal reports the redirection event report to the base station through the existing cell or the newly added cell or the reserved cell in the measurement message.
10. The method of claim 7, wherein the terminal sends a redirection event report to the base station at least after determining that the local received signal quality is actually lower than a local system threshold of the redirection parameter thresholds and actually higher than a heterogeneous system threshold of the redirection parameter thresholds, and the redirection event report further records data transmission rate related information of the terminal, and comprises:
the terminal compares the local received signal quality with the redirection parameter threshold, and records the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold;
the terminal further compares the local data transmission rate with a preset data transmission rate threshold, and records the data transmission rate of the terminal or a comparison result in a redirection event report when the local data transmission rate is actually lower than the preset data transmission rate threshold;
and sending the redirection event report to a base station.
11. The method of claim 7, wherein the terminal sends a redirection event report to the base station at least after determining that the local received signal quality is actually lower than a local system threshold of the redirection parameter thresholds and actually higher than a heterogeneous system threshold of the redirection parameter thresholds, and the redirection event report further records data transmission rate related information of the terminal, and comprises:
the terminal compares the local received signal quality with the preset redirection parameter threshold, records the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold, and further records the local data transmission rate in the redirection report;
and sending the redirection event report to a base station.
12. The method of any of claims 7-11, wherein the terminal determining that the local received signal quality is substantially below a local system threshold of the redirection parameter thresholds and substantially above a heterogeneous system threshold of the redirection parameter thresholds, comprises:
the terminal determines that the local received signal quality is lower than the local system threshold in the redirection parameter threshold and is greater than the different system threshold in the redirection parameter threshold, and when the maintaining time exceeds a preset first time threshold, the terminal determines that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold;
the method for determining that the local data transmission rate is actually lower than the preset data transmission rate threshold by the terminal comprises the following steps:
and the terminal determines that the local data transmission rate is lower than the preset data transmission rate threshold, and determines that the local data transmission rate is actually lower than the preset data transmission rate threshold when the maintaining time exceeds a preset second time threshold.
13. An apparatus for inter-system redirection, the apparatus comprising:
a sending unit, configured to send a preset redirection parameter threshold and a data transmission rate threshold to a terminal; wherein, the redirection parameter threshold comprises the threshold of the system and the threshold of the different system;
a receiving unit, configured to receive a redirection event report reported by the terminal;
and the redirection unit is used for determining that the quality of the received signal of the terminal is actually lower than the local system threshold in the redirection parameter threshold and actually higher than the different system threshold in the redirection parameter threshold according to the redirection event report, and further determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the redirection event report, and sending a redirection instruction to the terminal.
14. The apparatus of claim 13, wherein when the base station sends a preset redirection parameter threshold and a data transmission rate threshold to the terminal, the sending unit is specifically configured to:
sending a preset redirection parameter threshold to a terminal through an existing cell or a newly added cell or a reserved cell in a Radio Resource Control (RRC) message;
sending a preset data transmission rate threshold to the terminal through an existing cell or a newly added cell or a reserved cell in the RRC message, or through the existing cell or the newly added cell or the reserved cell in the broadcast message;
wherein, the RRC message is any one of a radio resource control connection establishment message, a radio resource control connection reconfiguration message and a radio resource control connection reestablishment message;
the broadcast message is any one of a master information block MIB and a system information block SIB.
15. The apparatus of claim 13, wherein when the base station receives the redirection event report reported by the terminal, the receiving unit is specifically configured to:
and receiving a redirection event report reported by the terminal through an existing cell or a newly added cell or a reserved cell in the measurement message.
16. The apparatus as claimed in claim 13, wherein the base station determines, according to the redirection event report, that the received signal quality of the terminal is actually lower than an own-system threshold of the redirection parameter thresholds and actually higher than a heterogeneous-system threshold of the redirection parameter thresholds, and further determines, according to the redirection event report, that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold, the redirection unit is specifically configured to:
when the received signal quality of the terminal is recorded in the redirection event report, determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold;
and when determining that the data transmission rate of the terminal is recorded in the redirection event report or a comparison result between the data transmission rate of the terminal and the preset data transmission rate threshold is recorded, determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold.
17. The apparatus as claimed in claim 13, wherein the base station determines, according to the redirection event report, that the received signal quality of the terminal is actually lower than an own-system threshold of the redirection parameter thresholds and actually higher than a heterogeneous-system threshold of the redirection parameter thresholds, and further determines, according to the redirection event report, that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold, the redirection unit is specifically configured to:
when the received signal quality of the terminal is recorded in the redirection event report, determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold;
and comparing the data transmission rate of the terminal with the preset data transmission rate threshold according to the data transmission rate of the terminal recorded in the redirection event report, and determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the comparison result.
18. The apparatus according to any of claims 13-17, wherein when the base station determines from the redirection event report that the received signal quality of the terminal is actually below an own-system threshold of the redirection parameter thresholds and is actually above an inter-system threshold of the redirection parameter thresholds, the redirection unit is specifically configured to:
when receiving the received signal quality of the terminal recorded in the redirection event report, directly determining that the received signal quality of the terminal is actually lower than a local system threshold in the redirection parameter threshold and actually higher than a different system threshold in the redirection parameter threshold, wherein the redirection event report is recorded when the terminal determines that the received signal quality is lower than the local system threshold in the redirection parameter threshold and is greater than the different system threshold in the redirection parameter threshold, and the maintaining time exceeds a preset first time threshold;
further determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold according to the redirection event report, including:
receiving a data transmission rate of the terminal or a comparison result between the data transmission rate of the terminal and the preset data transmission rate threshold recorded in the redirection event report, and directly determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold, wherein the redirection event report is recorded when the terminal determines that the data transmission rate is lower than the preset data transmission rate threshold and the retention time exceeds a preset second time threshold; or,
and further determining that the data transmission rate of the terminal is lower than the preset data transmission rate threshold according to the data transmission rate of the terminal recorded in the redirection event report, and determining that the data transmission rate of the terminal is actually lower than the preset data transmission rate threshold when the maintaining time exceeds a preset second time threshold.
19. An apparatus for inter-system redirection, the apparatus comprising:
the receiving unit is used for receiving a preset redirection parameter threshold and a data transmission rate threshold which are issued by a base station;
a sending unit, configured to send a redirection event report to a base station at least when it is determined that the local received signal quality is actually lower than a local system threshold in the redirection parameter thresholds and actually higher than a heterogeneous system threshold in the redirection parameter thresholds, where the redirection event report further records data transmission rate association information of the terminal;
and the redirection unit is used for receiving a redirection instruction issued by the base station and starting to execute a redirection process, wherein the redirection instruction is issued when the base station determines that the quality of the received signal of the terminal is actually lower than a local system threshold in a redirection parameter threshold and is actually higher than a different system threshold in the redirection parameter threshold according to the redirection report, and determines that the data transmission rate is actually lower than a preset data transmission rate threshold according to the data transmission rate associated information.
20. The apparatus of claim 19, wherein when the terminal receives a preset redirection parameter threshold and a data transmission rate threshold issued by the base station, the receiving unit is specifically configured to:
acquiring a preset redirection parameter threshold issued by a base station through an existing cell, a newly added cell or a reserved cell in a radio resource control RRC message;
acquiring a preset data transmission rate threshold issued by a base station through an existing cell or a newly added cell or a reserved cell in an RRC message, or through an existing cell or a newly added cell or a reserved cell in a broadcast message;
wherein, the RRC message is any one of a radio resource control connection establishment message, a radio resource control connection reconfiguration message and a radio resource control connection reestablishment message;
the broadcast message is any one of a master information block MIB and system information blocks SIBs.
21. The apparatus of claim 19, wherein the terminal sends the redirection event report to the base station, and the sending unit is specifically configured to:

The apparatus as claimed in claim 19, wherein the terminal, at least when determining that the local received signal quality is actually lower than the local system threshold of the redirection parameter thresholds and actually higher than the inter-system threshold of the redirection parameter thresholds, sends a redirection event report to the base station, and the redirection unit is specifically configured to:
comparing the local received signal quality with the redirection parameter threshold, and recording the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold;
further comparing the local data transmission rate with a preset data transmission rate threshold, and recording the data transmission rate of the terminal or a comparison result in a redirection event report when the local data transmission rate is actually lower than the preset data transmission rate threshold;
and sending the redirection event report to a base station.
23. The apparatus as claimed in claim 19, wherein the terminal, at least when determining that the local received signal quality is actually lower than the local system threshold of the redirection parameter thresholds and actually higher than the inter-system threshold of the redirection parameter thresholds, sends a redirection event report to the base station, and the redirection unit is specifically configured to:
comparing the local received signal quality with the preset redirection parameter threshold, recording the received signal quality of the terminal in a redirection event report when the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold, and further recording the local data transmission rate in the redirection report;
and sending the redirection event report to a base station.
24. The apparatus according to any of claims 19-23, wherein, when a terminal determines that a local received signal quality is actually below a local system threshold of the redirection parameter thresholds and is actually above a heterogeneous system threshold of the redirection parameter thresholds, the redirection unit is specifically configured to:
determining that the local received signal quality is lower than a local system threshold in the redirection parameter threshold and is greater than a different system threshold in the redirection parameter threshold, and when the maintenance time exceeds a preset first time threshold, determining that the local received signal quality is actually lower than the local system threshold in the redirection parameter threshold and is actually higher than the different system threshold in the redirection parameter threshold;
determining that the local data transmission rate is actually lower than a preset data transmission rate threshold, including:
and when the local data transmission rate is determined to be lower than the preset data transmission rate threshold and the maintaining time exceeds a preset second time threshold, determining that the local data transmission rate is actually lower than the preset data transmission rate threshold.
