The method for making the cigarette capable of rotatably reducing tar according to claim 1, wherein the method comprises the following steps: the filter stick is a binary or multi-element composite filter stick, the filter stick further comprises at least one non-grooved filter stick, the non-grooved filter stick is connected in series with one end of the grooved filter stick, which faces the cigarette, through the composite forming paper, and the annular notch further completely cuts off the composite forming paper.
