The starting and loading module is specifically used for starting the browser and loading a target webpage address selected by a user from the webpage addresses when the browser is the browser represented by the browser icon;
the display module is specifically used for displaying each browser shortcut link on the terminal when a user selects a target webpage address from the webpage addresses so that the user can select the target browser from the target browser;
and the starting and loading module is also used for starting the target browser and loading the target webpage address selected by the user from the webpage addresses when the browser is the target browser.
The embodiment of the invention also provides a terminal, and the terminal is provided with the webpage browsing device.
