本发明实施例提供一种消息发送方法,包括:第一网元根据用户的国际移动用户识别码IMSI选择偶联;在所述选择的偶联中,根据用户的IMSI选择流;在所述选择的流中,将消息发送到第二网元。相应地,本发明实施例还提供一种消息发送装置,通过IMSI选择偶联和流,可以保证同一用户对应的消息在同一个流中传输,避免了消息发送的错乱。
