Abstract
The invention relates to a mobile phone positioning system and a positioning method. The positioning system comprises an internal and external network exchange platform, a positioning interface server and a positioning application server, wherein the internal and external network exchange platform is used for providing network communication interfaces of the positioning interface server and a mobile communication service provider; the positioning interface server is connected with a positioning platform of a telecom operator in an external mode through the internal and external network exchange platform to obtain mobile positioning information; the positioning interface server exchanges data with the positioning application server in an internal mode; the positioning application server is provided with a unified positioning query interface which is used for uniformly receiving various mobile phone positioning requests and sending the positioning requests to the positioning interface server.

Technical Field
The invention relates to a mobile phone positioning system and a positioning method, in particular to a system and a method for uniformly processing various mobile phone positioning requests.
Background
Many countries with developed communications have added mobile location systems to emergency rescue services. Such as: the Federal Communications Commission (FCC) in the united states adopted a regulation in 1996 (requiring all mobile network operators to provide location information for all "911" call emergency services.fcc further requires that all "911" call location services be accurate to 125 meters and 67% accurate before 10/1 in 2001. the FCC allows network operators to use terminal-based or network-based location technology at 12/24 in 1998. currently, psap (public Security answer point) systems in the united states use mobile location systems, thereby greatly improving the quality of emergency call rescue services.
In China, at present, mobile phone positioning platforms are opened or built by home telecommunication operators in some cities and regions, coarse positioning of all network-connected mobile phones can be basically realized, positioning accuracy is related to density of base stations in the places, urban areas are about two or three hundred meters generally, and positioning time is within 5 seconds generally. However, the current mobile phone positioning application is limited to individual special case applications, and the mobile phone numbers related to different telecom operators need to be processed respectively, so that the efficiency is low, and no uniform system is available for processing a large number of concurrent positioning requests or requests related to different operators with high efficiency.
In summary, in view of the current development trend in China and abroad, in some fields, such as public security, security and the like, more accurate positioning data needs to be obtained for various positioning requests in a shorter time. (3) the positioning interface server judges whether idle positioning resources exist or not, and if not, the request is added into a waiting sending queue; if yes, judging that the authentication is needed to be waited, and sending a mobile phone positioning request to the selected mobile phone positioning platform through the positioning interface server for the request which does not need to be waited for the authentication; adding a request needing to wait for authentication into a waiting sending queue;
(4) and after the request of the queue to be sent is equal to the request of the queue to be sent and idle positioning resources are obtained, the request is sent to the selected mobile phone positioning platform through the positioning interface server according to the priority sequence of the request.

The system design of the invention strives to improve the reliability and information security of the system on the premise of ensuring the processing capacity and performance index of the system. The system has the advantages that the reasonable and flexible structural design of the system is realized while various specific functions required by a task are finished, the flexible adjustment and expansion of the system are facilitated, and the practicability and the adaptability of the system are improved.
The invention is especially suitable for the fields of public security, security protection and the like, and firstly considers the full utilization and integration of various resources (including link equipment, a mobile phone positioning auxiliary alarm receiving system, an internal and external network exchange platform, a database, a GIS platform and the like) of the existing security protection on the premise of ensuring reasonable design and reliable operation of the system, thereby shortening the system construction period and reducing the system construction cost. The following describes the present invention in detail with reference to the accompanying drawings and taking the specific application of the mobile phone positioning system and the positioning method provided by the present invention in the security field as an example.

The mobile phone positioning system of the invention aims at the technical architecture of the internal and external network exchange platform, the positioning interface server is arranged on the security exchange layer of the internal and external network exchange platform, the communication with different operators is kept to the outside, the internal and positioning application servers are connected through the network gate, the data exchange is carried out through a single communication protocol and a single data structure, the function of the network gate is exerted to the maximum extent, and the security of the system is further improved.
The positioning application server uniformly receives various mobile phone positioning requests through a uniform positioning query interface, wherein the mobile phone positioning requests comprise mobile phone positioning requests from a security system and a condition receiving and reporting system, and short message and multimedia message alarm mobile phone positioning requests from a short message application server of the system, and the positioning requests are comprehensively processed; the system can also receive the position information actively pushed by the operator gateway and push the information to the security CTI system.
The above is the mobile phone positioning system provided by the invention. The invention also provides a method for positioning the mobile phone by applying the system. In specific application, when a large number of positioning requests are sent concurrently, the response time of the subsequent requests is delayed due to the limitation of limited resources, and if the delay time is too long, the positioning result loses practical significance. The method of the invention combines the specific performance characteristics of the telecom positioning platform, such as basic response time, positioning information updating interval, maximum concurrent query number and the like, and the system can combine and process repeated requests from different interfaces in a short time, thereby reducing repeated and inefficient query, controlling operation cost and improving overall reaction efficiency.
When the request sending waiting occurs, the system can realize the priority control of the request sending according to the source and the purpose of the request, and ensure that the important application request is preferentially served. Whether to enable request merging and priority control, conditions and time intervals for request merging, specific priorities of different sources and the like can be flexibly set by an administrator with authority according to actual conditions.
As shown in fig. 3, it is a flow of an embodiment of the mobile phone positioning method of the present invention, which is specifically as follows:
(1) the positioning application server receives various mobile phone positioning requests in a unified mode through the unified positioning query interface.
(2) After receiving the positioning request, firstly judging whether the positioning request is the mobile phone positioning request, and only processing the mobile phone positioning request.
(3) Judging the type of the mobile phone positioning request, determining whether the positioning request needs to be sent according to different request types, selecting a corresponding mobile phone positioning platform according to the mobile phone number for the request needing to be sent, and sending the mobile phone positioning platform to the positioning interface server.
The present invention classifies location requests into the following categories: passive positioning request, active positioning request and continuous positioning request; wherein,
passive positioning: after the alarm person dials the alarm call, the alarm person is confirmed to be a real alarm by the command center or automatically and directly inquires the position information of the alarm mobile phone through the positioning system.
Active positioning: and initiating a positioning request by the command center aiming at some specified numbers, and positioning the numbers by the positioning system.
Continuous positioning: belongs to one of the active positioning requests, and is a special application of the active positioning request. When the police department needs to track the whereabouts of certain specific persons in real time, for example: VIP in the white list, special protection crowd, criminal suspects in the black list or persons being kidnapped can appoint a positioning number through staff, set continuous positioning time intervals, and continuously position the number of the specific person, so that the position condition of the tracked person can be timely mastered.
Judging whether the received positioning request is an active positioning request or not, if not, judging whether the received positioning request is a repeated request or not, if so, not sending the positioning request but directly returning a last query result without sending the positioning request and if the repeated time is within a set time, selecting a mobile phone positioning platform according to a mobile phone number and sending the mobile phone positioning platform to a positioning interface server; the set time can preset a time value according to the requirement, such as 15 minutes, and the repeated passive request which does not exceed 15 minutes is not sent outwards but directly returns the last query result;
if the mobile phone positioning platform is an active positioning request, judging whether the mobile phone positioning platform is a continuous positioning request, and if the mobile phone positioning platform is a discontinuous positioning request, selecting the mobile phone positioning platform and sending the mobile phone positioning platform to a positioning interface server; if the mobile phone positioning platform is continuously and actively positioned, selecting the mobile phone positioning platform, generating a positioning request every n seconds, continuously generating for m times, and sending the positioning request to a positioning interface server; wherein n and m are preset integers.
(5) The positioning interface server judges whether idle positioning resources exist or not, and if not, the request is added into a waiting sending queue; if yes, judging that the authentication needs to be waited. Because the current successful positioning needs to pass the authentication, the system sets that the positioning is allowed only by the mobile phone which dials the security phone. The authentication requires a certain time, and the positioning request sent before the authentication will fail, so that the positioning request may need to be sent after the authentication is passed. For the request which does not need to wait for authentication, a mobile phone positioning request is sent to the selected mobile phone positioning platform through a positioning interface server; and adding the request needing to wait for authentication into a waiting sending queue.
(6) And after the request of the queue to be sent is equal to the request of the queue to be sent and idle positioning resources are obtained, the request is sent to the selected mobile phone positioning platform through the positioning interface server according to the priority sequence of the request.
The priority order is continuous positioning request priority > active positioning request priority > passive positioning request priority.

The result returned by the current mobile phone positioning platform is usually expressed by longitude and latitude information, in the embodiment, the security CTI system also requires an urban area code of the position, and the urban area is divided according to the security service requirement, but not a direct administrative area division.
