A setting sub-unit 60221 in the determination unit 6022 is configured to set a threshold in advance, and the setting sub-unit 60221 may set one threshold for all the services or may set a plurality of thresholds, for example, different thresholds are set for different services.

a receiving subunit 70212, configured to receive information that the charging apparatus returns the balance of the user tariff through the CCA message; the information of the user tariff balance may be available balance information of the user, or overdraft balance information or other balance information that the user may finally pay.
The second acquiring subunit 70221 in the determining unit 7022 is configured to acquire information of the cost required by the service application; in the embodiment of the present invention, the second obtaining subunit 70221 is configured to obtain information of the cost required for the MMS application. The second comparing sub-unit 70222 is configured to compare the information of the user's balance received by the receiving sub-unit 60212 with the fee required by the second obtaining sub-unit 70221 to obtain the service application. If the fee balance in the information of the fee balance of the user received by the receiving sub-unit 70212 is greater than or equal to the fee required by the service application acquired by the second acquiring sub-unit 70221, the second determining sub-unit 70223 determines that the fee balance of the user can pay the fee of the service application; otherwise, the second determining subunit 70223 determines that the charge balance of the user cannot pay the charge of the service application.
A response module 703, configured to return a successful PDP context creation response to the SGSN if the second determining subunit 70223 determines that the user cost balance can pay the cost of the service application.
Optionally, if the second determining subunit 70223 determines that the user tariff balance cannot pay the cost of the MMS application, a successful PDP context creation response is returned to the SGSN.
Optionally, if the terminal device receives a successful activate pdp Context Accept message returned by the SGSN of the visited network, the user establishes an IP channel for using the service, and the terminal device may perform service processing through the IP channel. For example, in the MMS service, the terminal device may send a message to the MMSC through the MM1 interface, the MMSC sends a message to the charging device for authentication and fee deduction through the authentication and fee deduction interface between the MMSC and the charging device, the charging device responds to the fee deduction authentication result to the MMSC, the MMSC responds to the MM1 interface message to the terminal device, and the terminal device successfully sends the MMS.
The embodiment of the invention returns the successful PDP context creating response to the SGSN under the condition of confirming that the cost balance of the user can pay the cost of the current service application by judging whether the cost balance of the user can pay the information of the cost of the current service application of the user. The loss of communication flow caused by service application failure due to insufficient user balance in the roaming process is avoided, and the waste of network resources is reduced.

The receiving unit 8022 receives the result information of whether the user's balance of the fee can pay the fee applied by the service, which is returned by the charging device.
A response module 803, configured to return a successful PDP context creation response to the SGSN if the result information indicates that the service application can be paid by the user tariff balance. Optionally, if the result information is that the user tariff balance cannot pay the service application, a failed PDP context creation response is returned to the SGSN.
The embodiment of the invention returns the successful PDP context creating response to the SGSN by receiving the result information whether the cost balance of the user can pay the cost of the current service application of the current user or not and under the condition that the result information is that the cost balance of the user can pay the cost of the current service application. The loss of communication flow caused by service application failure due to insufficient user balance in the roaming process is avoided, and the waste of network resources is reduced.
As will be apparent to those skilled in the art from this disclosure, all or part of the steps of the above method can also be implemented by hardware associated with program instructions, and the program can be stored in a computer-readable storage medium, such as: ROM, RAM, or optical disks, etc.

receiving a request for establishing a Packet Data Protocol (PDP) context, which is sent by a visited network service General Packet Radio Service (GPRS) support node (SGSN) according to a service application of a user;
acquiring information whether the tariff balance of the user can pay the service application fee or not according to the request;
and if the charge balance can pay the cost of the service application, returning a successful PDP context creating response to the SGSN.
2. The method of claim 1, wherein the method further comprises:
and if the charge balance can not pay the charge of the service application, returning a failed PDP context creating response to the SGSN.
3. The method according to claim 1 or 2, wherein the obtaining information whether the tariff balance of the user can pay the service application fee according to the request comprises:
inquiring the user charge balance according to the request, and judging whether the charge balance can pay the charge of the service application; or,
and triggering a charging device according to the request to judge whether the user charge balance can pay the service application fee, and receiving judgment result information returned by the triggering charging device. .
4. The method according to claim 3, wherein said querying said user tariff balance according to said request is specifically:
sending a credit control request CCR message to a charging device through a Diameter credit control DCC interface to inquire the charge balance of the user, and receiving information of the charge balance returned by the charging device through a credit control response CCA message.
5. The method according to claim 3 or 4, wherein the determining whether the tariff balance can pay the fee of the service application comprises:
presetting a threshold, and if the charge balance of the user exceeds the threshold, determining that the charge balance can pay the charge of the service application; otherwise, determining that the charge balance can not pay the charge of the service application.
6. The method according to claim 3 or 4, wherein the determining whether the tariff balance can pay the fee of the service application comprises:
acquiring the information of the cost required by the service application, and comparing the information of the charge balance returned to the user with the information of the cost required by the service application; if the charge balance in the charge balance information of the user is greater than or equal to the charge of the service application, determining that the charge balance can pay the charge of the service application; otherwise, determining that the charge balance can not pay the charge of the service application.
7. A system for implementing service control during roaming, the system comprising:
the service control gateway node is used for receiving a request for establishing a Packet Data Protocol (PDP) context, which is sent by a visited network service General Packet Radio Service (GPRS) support node (SGSN) according to a service application of a user; acquiring information whether the tariff balance of the user can pay the service application fee or not according to the request; if the charge balance can pay the cost of the service application is confirmed, a successful PDP context creating response is returned to the SGSN;
and the charging device is used for providing the information whether the tariff balance of the user can pay the service application fee or not to the service control gateway node.
8. An apparatus for implementing service control in roaming, the apparatus comprising:
a receiving module, which is used for receiving a request for creating a Packet Data Protocol (PDP) context, which is sent by a visited network service General Packet Radio Service (GPRS) support node (SGSN) according to a service application of a user;
an obtaining module, configured to obtain, according to the request, information on whether the cost balance of the user can pay the service application cost
And the response module is used for returning a successful response for creating the PDP context to the SGSN if the charge balance can pay the cost of the service application.
9. The apparatus of claim 8, wherein the response module is further to:
and if the charge balance can not pay the charge of the service application, returning a failed PDP context creating response to the SGSN.

a triggering unit, configured to trigger a charging device according to the request to determine whether the user fee balance can pay the service application fee;
a receiving unit, configured to receive result information of whether the user tariff balance returned by the charging apparatus can pay the service application fee.
12. The apparatus of claim 10, wherein the query unit comprises:
a sending subunit, configured to send, according to the request, a CCR message to a charging apparatus through a Diameter credit control DCC interface to query a cost balance of the user;
and the receiving subunit is used for receiving the information of the charge balance returned by the charging device through the CCA message.
13. The apparatus of claim 12, wherein the determining unit comprises:
a setting subunit, configured to set a threshold value in advance;
the first comparison subunit is used for comparing the charge balance in the information of the charge balance returned to the user with the threshold value;
the first determining subunit is configured to determine that the cost balance of the user can pay the cost of the service application if the cost balance in the information of the cost balance returned to the user is greater than or equal to the threshold; otherwise, determining that the charge balance of the user can not pay the charge of the service application.
14. The apparatus of claim 12, wherein the determining unit further comprises:
the second acquisition subunit is used for acquiring the information of the cost required by the service application;
the second comparison subunit is used for comparing the information of the charge balance returned to the user with the information of the charge required by the service application;
a second determining subunit, configured to determine that the cost balance can pay the cost of the service application if the cost balance in the information of the cost balance of the user is greater than or equal to the cost of the service application; otherwise, determining that the charge balance can not pay the charge of the service application.
