It should be noted that the measurement control message may include several parameter options, and each parameter option determines a parameter setting related to UE measurement and/or triggering reporting of a measurement report.

and option B: a neighbor cell list; the cells in the adjacent cell list and the current service cell where the UE is located form a monitoring set;
and option C: a measurement parameter, i.e. the content of the measurement, which reflects the cell signal quality, which may be the RSCP value on the CCPCH channel of this cell or the interference signal code power value (ISCP) on the TS0 time slot;
option D: the method for reporting the measurement report by the UE has three modes, namely reporting the measurement report when the reporting set is updated; the UE may also be required to report cell measurement reports periodically; RNC can inform UE to report; the three modes can coexist, and only one of the three modes can be used; if the reporting mode is the periodic reporting mode, the RNC also gives a reporting period T in the option.
Option E: optional supplementary parameters are supplementary parameters related to the reporting set update condition, such as a hysteresis parameter, a delay parameter, and the like.
The above options can be issued in one measurement control message, or separately issued in a plurality of measurement control messages; for a measurement control message, any combination of the above options may be included.
Step 102, UE receives the measurement control message, establishes a reporting set inside, and measures the cells in the monitoring set.
After the UE receives the measurement control message, the following operations are performed corresponding to each parameter option:
the UE must first receive a measurement control message containing a neighbor cell list and measurement parameters, which are parameter options, to specify the range of the cell to be measured and the measurement contents. In the later process, the RNC may also change the UE settings by re-issuing measurement control messages with the neighbor cell list and measurement parameters.
If the measurement control message containing the option A is received, the UE establishes a reporting set in the UE, and selects cells in n monitoring sets to be put into the reporting set. The n cells can be selected from the monitoring set at will; or the UE firstly measures the cells in the monitoring set according to the measurement parameters and selects n cells with the best signal quality; or, if the UE cannot support measurement on n cells or cannot establish a reporting set including n cells, the UE may establish a reporting set including less than n monitoring cells according to its own capability.
If the UE receives a measurement control message containing the manner in which the UE reports the measurement report, the UE will explicitly report the measurement report immediately upon reporting a set update, or periodically, or both.
If the UE receives the measurement control message containing the supplementary parameter option, the UE corrects the condition of reporting set update according to the parameters.
In the above-described measurement control message, the RNC can change the values of the parameter options at any time and send them through a new measurement control message, and the UE updates the settings after receiving them.
103, the UE continuously measures the cells in the monitoring set according to the measurement parameters; judging whether the measurement result meets the trigger condition of reporting set updating, if so, executing step 104; otherwise, continuing to measure the cells in the monitoring set according to the measurement parameters.
And step 104, the UE updates the reporting set and reports the measurement report to the RNC.
Here, updating the reporting set is: and adding the cells with better signal quality into the reporting set, and removing the cells with poorer signal quality from the reporting set.
If the reporting mode of the measurement report is immediate reporting when the reporting set is updated, the UE can send the measurement reports of all the cells and the removed cells in the updated reporting set to the RNC at the same time. The measurement report at least comprises the following contents: the reason for reporting the measurement report by the UE is to report a set update event, the cell number of each cell and the measurement results of this cell, such as the received signal quality.
Here, it should be noted that: the reported measurement reports include measurement reports of all cells in the reporting set.
And 105, the RNC receives the measurement report reported by the UE and executes decision switching.
Here, the RNC makes a decision whether to switch according to a received measurement report reported by the UE; if a handover is decided, the RNC also indicates to the UE which cell to handover to.
It should be noted that, in step 103, it is assumed that the UE reports the measurement report in an immediate reporting mode when the reporting set is updated. If the RNC issues the measurement message with the option of periodic reporting and the reporting period T, the UE should execute step 105a after receiving the message: and the UE sends the measurement reports of all the cells in the reporting set to the RNC at intervals of T. Thereafter, step 105 is performed.
Example 1: reporting the measurement report immediately when reporting the set update. As shown in fig. 4, in this embodiment, the information interaction between the RNC and the UE includes the following steps:

This embodiment describes a case where UE measurement with a delay parameter option and a measurement report reporting trigger are performed, and includes the following steps:
step 501, the RNC issues a measurement control message to the UE with the following parameter items: n value, adjacent cell list, measurement parameter is RSCP value on CCPCH channel of cell, and the trigger condition for reporting measurement report is reporting when reporting set updating, and it has Time-to-trigger parameter (Time-to-trigger).

The receiving unit is configured to receive a measurement control parameter from a network element on a network side, and send the measurement control parameter to the reporting set establishing unit and the measuring unit. And the reporting set establishing unit is used for establishing a reporting set according to the measurement control parameters. And the measurement unit is used for measuring the cells in the monitoring set according to the measurement control parameters.
Here, the system further includes a sending unit on the network side, which includes two specific implementations, the first implementation: and the issuing unit at the network side is used for encapsulating the size of the reporting set, the adjacent cell list and the measurement parameters, as well as the optional mode of reporting the measurement report by the UE and the optional supplementary parameters, which are included in the measurement control parameters, into a measurement control message by the network element at the network side, and issuing the measurement control message to the UE. Here, the reporting set establishing unit is further configured to select, by the UE, not less than n cells from the monitoring set to establish the reporting set according to the size of the reporting set; wherein n is more than or equal to 2, and the value of n is specified by a network side or determined by the processing capacity of the UE. And the measurement unit is further used for measuring the cells in the monitoring set by the UE according to the adjacent cell list and the measurement parameters.
For the reporting set establishing unit, three specific implementations are included, the first implementation: and the report set establishing unit is further used for selecting n cells from the monitoring set by the UE in an optional mode. And the second method comprises the following steps: and according to the adjacent cell list and the measurement parameters, the UE selects n cells with the best signal quality from the monitoring set by a measuring and selecting mode of measuring the cells in the monitoring set. And the third is that: when the UE can not support the measurement of n cells or can not establish a reporting set containing n cells, the UE selects less than n cells from the monitoring set according to the capability of the UE.
Here, the system further includes a reporting set updating unit, configured to update the reporting set by the UE when the measurement result satisfies a triggering condition for reporting set updating. The triggering condition for reporting set update is as follows: the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set.
Here, the system further includes: and the reporting unit of the UE side is used for reporting the measurement report to a network element of the network side when the UE meets the mode of reporting the measurement report by the UE, which is set in the measurement control parameters. The method for reporting the measurement report by the UE comprises the following steps: and updating at least one of an instant reporting mode of the UE, a periodic reporting mode of the UE and a mode of informing the UE of reporting by a network element of a network side through a command by the reporting set.
Since the UE reports measurement reports in different manners, the specific implementation of the measurement unit and the reporting unit are different, and the following two cases are illustrated by way of example.
In the first case: the method for reporting the measurement report by the UE specifically comprises the following steps: and under the condition that the reporting set updates the mode of instant reporting of the UE, the measurement unit is further used for always keeping the UE to measure the cells in the monitoring set according to the adjacent cell list and the measurement parameters. And the reporting unit is further used for updating the reporting set when the measurement result meets the triggering condition of updating the reporting set, and reporting the measurement report to a network element at the network side.
Here, the reporting unit further includes: a reporting set updating module and a measurement report reporting module. The reporting set updating module is used for adding the cells with high signal quality which are not in the reporting set into the reporting set when the UE finds the triggering condition that the signal quality of the cells which are not in the reporting set is better than the signal quality of the cells in the reporting set in the measurement, and removing the cells in the reporting set with poor signal quality from the reporting set to finish the updating of the reporting set. A measurement report reporting module, configured to report the measurement reports of all cells in the updated reporting set to a network element on the network side; or, the measurement report reporting module is configured to report the measurement reports of all cells in the reporting set after the reporting set is updated, and the measurement reports of cells removed from the reporting set to a network element on the network side.
In the second case: the method for reporting the measurement report by the UE specifically comprises the following steps: under the condition of the mode of periodical reporting by the UE, the measurement unit is further configured to measure the cells in the monitoring set at intervals of time T according to the neighboring cell list and the measurement parameters. And the reporting unit is further used for reporting the measurement report to a network element of the network side by the UE at intervals of T.
Here, the reporting unit is further configured to report the measurement reports of all the cells in the reporting set to a network element on the network side.
Here, the reporting unit further includes: a reporting set updating module and a measurement report reporting module. The reporting set updating module is used for adding the cells with high signal quality which are not in the reporting set into the reporting set when the UE finds the triggering condition that the signal quality of the cells which are not in the reporting set is better than the signal quality of the cells in the reporting set in the measurement, and removing the cells in the reporting set with poor signal quality from the reporting set to finish the updating of the reporting set. A user equipment applying a method of measuring and triggering a measurement report based on a reporting set, the user equipment comprising: the device comprises a receiving unit, a report set establishing unit and a measuring unit at the UE side. The receiving unit is used for the UE to receive the measurement control parameters from the network element of the network side and send the measurement control parameters to the reporting set establishing unit and the measuring unit. And the reporting set establishing unit is used for establishing a reporting set according to the measurement control parameters. And the measurement unit is used for measuring the cells in the monitoring set according to the measurement control parameters.
Here, the receiving unit includes two specific implementations, the first: a receiving unit, further configured to receive, from a network element on the network side through a measurement control message, the size of the reporting set, the neighboring cell list, and the measurement parameters included in the measurement control parameters, and optionally, a mode and optionally supplementary parameters for reporting the measurement report by the UE. Here, for the reporting unit in the first and second cases, the reporting unit further includes: a reporting set updating module and a measurement report reporting module. The reporting set updating module is used for adding the cells with high signal quality which are not in the reporting set into the reporting set when the UE finds the triggering condition that the signal quality of the cells which are not in the reporting set is better than the signal quality of the cells in the reporting set in the measurement, and removing the cells in the reporting set with poor signal quality from the reporting set to finish the updating of the reporting set. A measurement report reporting module, configured to report the measurement reports of all cells in the updated reporting set to a network element on the network side; or reporting the measurement reports of all cells in the updated reporting set and the measurement reports of the cells removed from the reporting set to a network element at the network side.
The measurement Report events referred to above may be denoted by Report event; the measurement Report event of the best cell update may be reported event: change of best cell representation; the Measurement Control message may be represented by Measurement Control; the Cell number may be represented by Cell parameters ID.

Claims (31)

1. A method for measuring and triggering measurement reports based on a reporting set, the method comprising:
after receiving the measurement control parameters from the network element of the network side, the user terminal (UE) establishes a reporting set and measures the cells in the monitoring set according to the measurement control parameters.
2. The method of claim 1, wherein measuring the control parameter comprises: the size of the reporting set, the neighbor cell list and the measurement parameters, and optionally the way in which the UE reports the measurement report and optionally the supplementary parameters.
3. The method of claim 2, wherein the size of the report set is sent to the UE by a network element on the network side through a measurement control message; or, the size of the reporting set is agreed in advance between the network element of the network side and the UE.
4. The method of claim 2, wherein the size of the reporting set, the neighbor cell list, and the measurement parameters, and the optional UE reporting measurement report mode and the optional supplementary parameters are encapsulated in a measurement control message and are sent to the UE by a network element on the network side;
or, the size of the reporting set, the neighboring cell list and the measurement parameters, and optionally the manner in which the UE reports the measurement report and optionally the supplementary parameters are encapsulated in at least two measurement control messages, and are issued to the UE by a network element on the network side; wherein each measurement control message contains any combination of the measurement control parameters.
5. The method of claim 4, wherein according to the size of the reporting set, the UE selects not less than n cells from the monitored set to establish the reporting set; wherein n is more than or equal to 2, and the value of n is specified by a network side or determined by the processing capacity of the UE;
and according to the adjacent cell list and the measurement parameters, the UE measures the cells in the monitoring set.

The method according to claim 5, wherein the selecting no less than n cells specifically comprises: by an optional mode, the UE randomly selects n cells from the monitoring set; or, through the measuring and selecting mode of the cell measurement in the monitoring set, the UE selects n cells with the best signal quality from the monitoring set;
or, when the UE cannot support measurement on n cells or cannot establish a reporting set including n cells, the UE selects fewer than n cells from the monitoring set according to its own capability.
7. The method of claim 1, further comprising: when the measurement result meets the trigger condition of reporting set updating, the UE updates the reporting set; the triggering condition of the update of the reporting set is as follows: the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set.
8. The method of claim 1, wherein when the UE satisfies the UE reporting measurement report mode set in the measurement control parameter, the UE reports the measurement report to a network element on a network side; wherein the reported measurement report is as follows: and reporting the measurement reports of all the cells in the set.
9. The method of claim 8, wherein the reporting of the measurement report by the UE comprises: and updating at least one of an instant reporting mode of the UE, a periodic reporting mode of the UE and a mode of informing the UE of reporting by a network element of a network side through a command by the reporting set.
10. The method according to claim 7 or 9, wherein when the reporting mode of the measurement report by the UE is an immediate reporting mode of the reporting set update UE, the UE updates the reporting set and reports the measurement report to the network element on the network side.
11. The method of claim 7, wherein the update report set specifically comprises: and adding the cells with the excellent signal quality which are not in the reporting set into the reporting set, and removing the cells in the reporting set corresponding to the poor signal quality from the reporting set.
12. The method of claim 8, wherein the information in the measurement report comprises at least: a cell number of each cell and a measurement result corresponding to each cell.
13. The method of claim 10, wherein the measurement report is reported as: and the measurement reports of all the cells in the reporting set after the updating of the reporting set and the measurement reports of the cells removed from the reporting set.
14. The method of claim 10, wherein the information in the measurement report comprises at least: the reason for reporting the measurement report by the UE is to report a set update event.
15. The method of claim 7, wherein when the UE receives the supplemental parameters, the method further comprises: correcting the trigger condition of the update of the reporting set; wherein,
the supplementary parameters include: a hysteresis parameter or a delay parameter.
16. The method of claim 15, wherein, with the hysteresis parameter, the modified trigger condition for reporting set update specifically includes: a hysteresis parameter that the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set and better than the signal quality of cells in the reporting set;
under the condition of the delay parameter, the modified triggering condition for updating the reporting set specifically includes: the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set and a delay parameter is maintained.
17. The method of claim 9, wherein when the UE reports the measurement report periodically, the UE measures the cells in the monitoring set at intervals of time T according to a reporting period T corresponding to the manner in which the UE reports periodically, and reports the measurement report to the network element on the network side.
18. A system for measuring and triggering measurement reporting based on a reporting set, the system comprising: a receiving unit of the UE side, a report set establishing unit of the UE side and a measuring unit of the UE side; wherein,
a receiving unit, configured to receive a measurement control parameter from a network element on a network side by the UE, and send the measurement control parameter to the reporting set establishing unit and the measuring unit;
a reporting set establishing unit, configured to establish a reporting set according to the measurement control parameter;
and the measurement unit is used for measuring the cells in the monitoring set according to the measurement control parameters.
19. The method of claim 18, wherein the system further comprises a sending unit on the network side, configured to package, by a network element on the network side, the size of the reporting set, the neighbor cell list, and the measurement parameters included in the measurement control parameters, and optionally a measurement report reporting mode and optional supplementary parameters of the UE, in a measurement control message, and send the measurement control message to the UE;
or, the network element at the network side encapsulates the size of the reporting set, the neighboring cell list and the measurement parameters included in the measurement control parameters, and optionally the mode of reporting the measurement report by the UE and optionally the supplementary parameters in at least two measurement control messages, and issues the measurement control messages to the UE; wherein each measurement control message contains any combination of the measurement control parameters.
20. The system of claim 19, wherein the reporting set establishing unit is further configured to, according to the size of the reporting set, the UE selects no less than n cells from the monitored set to establish the reporting set; wherein n is more than or equal to 2, and the value of n is specified by a network side or determined by the processing capacity of the UE;
the measurement unit is further configured to measure, by the UE, the cells in the monitoring set according to the neighboring cell list and the measurement parameter.
21. The system of claim 20, wherein the reporting set establishing unit is further configured to, in an optional manner, select n cells from the monitoring set at will by the UE; or, through the measuring and selecting mode of measuring the cells in the monitoring set, the UE selects n cells with the best signal quality from the monitoring set;
or, when the UE cannot support measurement on n cells or cannot establish a reporting set including n cells, the UE selects fewer than n cells from the monitoring set according to its own capability.
22. The system of claim 18, further comprising a reporting set updating unit, configured to update the reporting set by the UE when the measurement result satisfies a triggering condition for reporting set updating; the triggering condition of the update of the reporting set is as follows: the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set.
23. The system of claim 18, further comprising: a reporting unit of the UE side, configured to report the measurement report to a network element of the network side when the UE satisfies a mode of reporting the measurement report by the UE set in the measurement control parameter;
the method for reporting the measurement report by the UE comprises the following steps: and updating at least one of an instant reporting mode of the UE, a periodic reporting mode of the UE and a mode of informing the UE of reporting by a network element of a network side through a command by the reporting set.

The system of claim 23, wherein the reporting of the measurement report by the UE is performed in a manner specifically as follows: under the condition that the reporting set updates the instant reporting mode of the UE, the measurement unit is further used for the UE to always measure the cells in the monitoring set; the reporting unit is further configured to update the reporting set when the measurement result meets a triggering condition for updating the reporting set, and report the measurement report to a network element on the network side;
the method for reporting the measurement report by the UE specifically comprises the following steps: under the condition of the mode of periodical reporting by the UE, the measurement unit is further used for measuring the cells in the monitoring set at intervals of time T by the UE; the reporting unit is further configured to report the measurement report to a network element of the network side at intervals of time T by the UE.
25. The system of claim 24, wherein the reporting unit further comprises: a reporting set updating module and a measurement report reporting module; wherein,
a reporting set updating module, configured to add a cell with high signal quality that is not in the reporting set to the reporting set, and remove a cell with low signal quality from the reporting set, so as to complete updating of the reporting set;
a measurement report reporting module, configured to report the measurement reports of all cells in the updated reporting set to a network element on the network side; or reporting the measurement reports of all cells in the updated reporting set and the measurement reports of the cells removed from the reporting set to a network element at the network side.
26. A ue applying a reporting set based measurement and triggered measurement report method, the ue comprising: the device comprises a receiving unit, a reporting set establishing unit and a measuring unit; wherein,
a receiving unit, configured to receive a measurement control parameter from a network element on a network side by the UE, and send the measurement control parameter to the reporting set establishing unit and the measuring unit;
a reporting set establishing unit, configured to establish a reporting set according to the measurement control parameter;
and the measurement unit is used for measuring the cells in the monitoring set according to the measurement control parameters.
27. The UE of claim 26, wherein the receiving unit is further configured to receive, from a network element on a network side through a measurement control message, the size of the reporting set, the neighbor cell list, and the measurement parameters included in the measurement control parameters, and optionally a mode and optionally supplementary parameters for the UE to report the measurement report;
or, receiving, from a network element on a network side, the size of a reporting set, a neighboring cell list, and measurement parameters included in the measurement control parameters, and optionally a mode and optionally supplementary parameters for reporting a measurement report by the UE, through at least two measurement control messages; wherein each measurement control message contains any combination of the measurement control parameters.

The UE of claim 27, wherein the reporting set establishing unit is further configured to, according to the size of the reporting set, select at least n cells from a monitored set by the UE to establish the reporting set; wherein n is more than or equal to 2, and the value of n is specified by a network side or determined by the processing capacity of the UE;
the measurement unit is further configured to measure, by the UE, the cells in the monitoring set according to the neighboring cell list and the measurement parameter.
29. The UE of claim 26, further comprising a reporting set updating unit, configured to update the reporting set by the UE when the measurement result meets a triggering condition for reporting set updating; the triggering condition of the update of the reporting set is as follows: the signal quality of cells not in the reporting set is better than the signal quality of cells in the reporting set.
30. The ue of claim 26, wherein the ue further comprises: a reporting unit, configured to report, when the UE satisfies a measurement report reporting mode set in the measurement control parameter, the measurement report to a network element on the network side;
the method for reporting the measurement report by the UE comprises the following steps: and updating at least one of an instant reporting mode of the UE, a periodic reporting mode of the UE and a mode of informing the UE of reporting by a network element of a network side through a command by the reporting set.

The UE of claim 30, wherein the reporting of the measurement report by the UE specifically comprises: under the condition that the reporting set updates the instant reporting mode of the UE, the measurement unit is further used for the UE to always measure the cells in the monitoring set; the reporting unit is further configured to update the reporting set when the measurement result meets a triggering condition for updating the reporting set, and report the measurement report to a network element on the network side;
the method for reporting the measurement report by the UE specifically comprises the following steps: under the condition of the mode of periodical reporting by the UE, the measurement unit is further used for measuring the cells in the monitoring set at intervals of time T by the UE; the reporting unit is further configured to report the measurement report to a network element of the network side at intervals of time T by the UE.
