Abstract

In step 508, when the source mobility management network element determines that the target network supports the emergency service, the source mobility management network element sends a request for creating a bearer to the source serving gateway, and the source serving gateway sends a response for creating a bearer to the source mobility management network element.
If the target network does not support the emergency service, the access network element may be notified in a handover preparation failure message (handover failure) that the target network does not support the emergency service. And the subsequent access network element re-initiates the switching in the PS domain or initiates the SRVCC switching to switch the ongoing emergency service of the UE from the PS domain to the CS domain.
For the UE without SRVCC capability, or under the condition that the UE cannot be found to support emergency service within a specific time, the cell may be carried in the message to indicate that the UE cannot complete handover, and after receiving the cell, the UE may initiate handover of the non-3 GPP network.
The embodiment of the invention judges whether the target network supports the emergency service according to the emergency service information supported by the target network to be switched by the UE, and determines whether the UE is allowed to be switched to the target network according to the judgment result so as to ensure that the emergency service is not interrupted due to the switching of the UE.
Example six:
referring to fig. 6, a sixth embodiment of the present invention provides an emergency service processing method, in which an access network element initiates SRVCC handover when knowing that a UE in a limited state is performing an emergency service, and the method specifically includes:
601. and the access network element in the source network acquires the service limitation indication of the UE.
In this step, a manner in which the access network element of the source network acquires the service restriction indication of the UE is similar to the five implementation manners in step 201 of embodiment two, and details are not repeated here.
602. When the UE is informed of needing to perform network switching, an access network element in a source network determines that the UE is performing emergency service according to the APR information, and acquires a service limitation indication of the UE in advance to know that the UE is in a limited state.
603. If the UE has the SRVCC capability, initiating SRVCC switching, and switching the emergency service which the UE is carrying out from the PS domain to the CS domain.
The specific implementation manner of this step is similar to the corresponding description of step 205 in the second embodiment, and is not described herein again.
In the sixth embodiment of the present invention, when it is known that the UE in the limited state is performing the emergency service, an SRVCC handover request is initiated to the mobility management network element, so that the emergency service being performed by the UE is handed over from the PS domain to the CS domain, thereby ensuring that the emergency service is not interrupted.
Example seven:
referring to fig. 7, a sixth embodiment of the present invention provides an emergency service processing apparatus, where the emergency service processing apparatus may be located in an access network element in a source network or in a mobility management entity in the source network, and the emergency service processing apparatus includes:
a first obtaining unit 701, configured to obtain emergency service information of a network to be switched by a user equipment UE that needs to be switched;
a second obtaining unit 702, configured to obtain emergency service information of the UE;
a determining unit 703, configured to determine whether a target network supporting the UE to perform an emergency service exists in the network to be switched of the UE according to the emergency service information of the network to be switched of the UE acquired in the first acquiring unit and the emergency service information of the UE acquired in the second acquiring unit;
a switching unit 704, configured to switch the emergency service performed by the UE to one of the target networks when it is determined in the determining unit that the target network supporting the UE to perform the emergency service exists in the network to be switched by the UE.
The emergency service information of the network to be switched by the UE comprises a service limitation reason indication supported by the network to be switched by the UE, and the emergency service information of the UE comprises the service limitation reason indication of the UE; at this time, the determining unit 703 is configured to determine whether a network matching the service restriction cause indication of the UE exists in the network to be switched of the UE according to whether the service restriction cause indication supported by the network to be switched of the UE matches the service restriction cause indication of the UE, where the network matching the service restriction cause indication of the UE is the target network.
Or the emergency service information of the network to be switched by the UE comprises an indication whether the network to be switched by the UE supports the emergency service, and the emergency service information of the UE comprises an indication that the emergency service exists in the UE.
Preferably, when the emergency service processing apparatus is located in an access network element in the source network, the apparatus further includes: a first message sending unit 705, configured to send, when the UE has an SRVCC capability and a target network that supports the UE to perform an emergency service does not exist in a network to be switched by the UE, an SRVCC handover request to a mobility management network element in a source network to request to handover the emergency service that the UE is performing from a packet switched PS domain to a circuit switched CS domain; or, a second message sending unit, configured to send a notification message to the UE to notify the UE to initiate handover of the non-3 GPP network.
The emergency service processing device in the seventh embodiment of the present invention determines whether a target network supporting the UE to perform the emergency service exists in the network to be switched of the UE according to the emergency service information of the network to be switched of the UE, and if so, switches the UE to the target network, so as to ensure that the emergency service is not interrupted due to the switching of the UE.
Example eight:
referring to fig. 8, an eighth embodiment of the present invention provides an emergency service processing apparatus, where the emergency service processing apparatus may be located in a target mobility management network element in a target network, and the apparatus includes:
an obtaining unit 801, configured to obtain emergency service information of a user equipment UE that needs to be switched;
a determining unit 802, configured to determine whether the target network supports the UE to perform an emergency service according to the emergency service information of the UE acquired by the acquiring unit and the emergency service information of the target network to be switched by the UE;
a sending unit 803, configured to send, according to the determination result of the determining unit, information about whether the target network supports the UE to perform the emergency service to a source network where the UE is currently located.
Wherein the emergency service information of the UE comprises an indication that the UE has the emergency service, and the emergency service information of the target network comprises an indication whether the target network supports the emergency service.
Or, the emergency service information of the UE includes a service restriction reason indication of the UE, and the emergency service information of the target network includes a service restriction reason indication supported by the target network, at this time, the determining unit 803 is configured to determine whether the service restriction reason indication supported by the target network matches the service restriction reason indication of the UE, and if so, determine that the target network supports the UE to perform the emergency service.
Preferably, the sending unit 803 is configured to send, to a mobility management network element in the source network, information whether the target network supports the emergency service.
The eighth embodiment of the present invention determines whether the target network supports the UE to perform the emergency service according to the emergency service information of the target network to be switched by the UE and the emergency service information of the UE, and notifies the source network of the determination result (information whether the target network supports the UE to perform the emergency service), so that the source network can determine whether to approve the UE to be switched to the target network according to the determination result, thereby ensuring that the emergency service is not interrupted due to the switching of the UE.
Example nine:
referring to fig. 9, a ninth embodiment of the present invention provides an emergency service processing apparatus, where the emergency service processing apparatus may be located in an access network element, and the apparatus includes:
a determining unit 901, configured to determine that a user equipment UE with SRVCC capability is in a limited state and is performing an emergency service when the UE needs to perform handover;
a sending unit 902, configured to initiate an SRVCC handover request to a mobility management network element to request to handover the emergency service being performed by the UE from the PS domain to the CS domain after the determining unit determines that the UE is in the limited state and is performing the emergency service.
The ninth embodiment of the present invention, when determining that the UE in the limited state is performing the emergency service, initiates an SRVCC handover request to a mobility management network element, so as to switch the emergency service being performed by the UE from a PS domain to a CS domain, thereby ensuring that the emergency service is not interrupted.
Example ten:
an embodiment of the present invention provides a network system, including: a mobility management network element in a source network, a mobility management network element in a target network, wherein,
the mobile management network element of the target network is used for receiving the emergency service information of the UE needing to be switched, which is sent by the mobile management network element in the source network, determining whether the target network supports the UE to perform the emergency service according to the emergency service information of the UE and the emergency service information of the target network, and sending the information whether the target network supports the UE to perform the emergency service to the mobile management network element in the source network;
the mobile management network element in the source network is used for sending the emergency service information of the UE needing to be switched to the mobile management network element in the target network, receiving the information whether the target network supports the UE to perform the emergency service and sent by the mobile management network element in the target network, and informing the access network element in the source network whether the target network supports the UE to perform the emergency service or not according to the information whether the target network supports the UE to perform the emergency service or not.
The emergency service information of the UE includes: an indication that the UE has an emergency service; the emergency service information of the target network includes: an indication of whether the target network supports emergency services;
or, the emergency service information of the UE includes: a traffic restriction cause indication of the UE; the emergency service information of the target network includes: a service restriction reason indication supported by the target network;
in the tenth embodiment of the present invention, the mobility management network element in the target network determines whether the target network supports the UE to perform the emergency service according to the emergency service information of the target network and the emergency service information of the UE, and notifies the source network of the determination result (information whether the target network supports the UE to perform the emergency service), so that the source network can determine whether to approve the UE to be switched to the target network according to the determination result, thereby ensuring that the emergency service is not interrupted due to the switching of the UE.
It will be understood by those skilled in the art that all or part of the steps in the method for implementing the above embodiments may be implemented by hardware that is instructed to implement by a program, and the program may be stored in a computer-readable storage medium, such as a read-only memory, a magnetic or optical disk, and the like.
The method, the device and the network system for processing the emergency service provided by the embodiment of the present invention are described in detail above, and a specific example is applied in the description to explain the principle and the embodiment of the present invention, and the description of the above embodiment is only used to help understanding the method and the core idea of the present invention; meanwhile, for a person skilled in the art, according to the idea of the present invention, there may be variations in the specific embodiments and the application scope, and in summary, the content of the present specification should not be construed as a limitation to the present invention.
Claims (20)
1. An emergency service processing method, comprising:
acquiring emergency service information of a network to be switched of User Equipment (UE) needing to be switched and the emergency service information of the UE;
and determining whether a target network supporting the UE to perform the emergency service exists in the network to be switched of the UE according to the emergency service information of the network to be switched of the UE and the emergency service information of the UE, and if so, switching the emergency service performed by the UE to one of the target networks.
2. The method according to claim 1, wherein when the emergency service information of the network to be switched by the UE includes the indication of the service limitation reason supported by the network to be switched by the UE, and the emergency service information of the UE includes the indication of the service limitation reason of the UE,
the determining whether a target network supporting the UE to perform emergency services exists in the network to be switched by the UE includes:
and determining whether a network matched with the service limitation reason indication of the UE exists in the network to be switched of the UE according to whether the service limitation reason indication supported by the network to be switched of the UE is matched with the service limitation reason indication of the UE, wherein the network matched with the service limitation reason indication of the UE is the target network.
3. The method of claim 1,
the emergency service information of the network to be switched by the UE comprises an indication whether the network to be switched by the UE supports the emergency service, and the emergency service information of the UE comprises an indication that the emergency service exists in the UE.
4. The method of claim 1,
when the access network element of the source network determines that a target network supporting the UE to perform emergency service does not exist in the network to be switched by the UE, the method further comprises the following steps:
if the UE has the continuous SRVCC capability of the voice call with single wireless access, an access network element of a source network sends an SRVCC switching request to a mobility management network element in the source network so as to switch the ongoing emergency service of the UE from a Packet Switching (PS) domain to a Circuit Switching (CS) domain; or,
and the access network element of the source network informs the UE to initiate the switching of the non-third generation partnership project 3GPP network.
5. The method according to any of claims 1 to 4, wherein the obtaining the emergency service information of the network to be switched of the user equipment UE needing to be switched comprises:
an access network element of a source network receives emergency service information of a network to be switched of the UE, which is sent by a mobility management network element, wherein the emergency service information of the network to be switched of the UE is pre-configured on the mobility management network element;
or,
before UE needs to be switched, an access network element of a source network receives emergency service information of a network to be switched of the UE, which is sent by a mobility management network element in the source network; the emergency service information of the network to be switched by the UE is sent to a mobility management network element in the source network by a mobility management network element in a target network in the switching process of the UE before the current switching;
or,
the access network element of the source network acquires emergency service information of a network to be switched by the UE, which is pre-configured on the access network element of the source network.
6. An emergency service processing method, comprising:
acquiring emergency service information of User Equipment (UE) needing to be switched;
determining whether the target network supports the UE to perform emergency service according to the emergency service information of the UE and the emergency service information of the target network to be switched by the UE;
and sending the information whether the target network supports the UE to perform the emergency service to a source network where the UE is currently located.
7. The method of claim 6,
the emergency service information of the UE comprises an indication that the UE has the emergency service, and the emergency service information of the target network comprises an indication whether the target network supports the emergency service.
8. The method of claim 6,
when the emergency service information of the UE comprises the service limitation reason indication of the UE and the emergency service information of the target network comprises the service limitation reason indication supported by the target network,
the determining whether the target network supports the UE to perform the emergency service according to the emergency service information of the UE and the emergency service information of the target network to be switched by the UE includes:
and determining whether the service limitation reason indication supported by the target network is matched with the service limitation reason indication of the UE, and if so, determining that the target network supports the UE to perform emergency service.
9. The method of claim 6,
the sending the information whether the target network supports the emergency service to the network where the UE is currently located includes:
a mobility management network element in a target network sends information whether the target network supports emergency services to a mobility management network element in a source network;
and the mobility management network element in the source network sends the information whether the target network supports the emergency service to the access network element in the source network.
10. The method of claim 9,
when the target network does not support the UE for emergency service, the method further comprises:
an access network element of a source network re-determines a network capable of supporting the UE to perform emergency service, and when the network capable of supporting the UE to perform emergency service is not found within a preset time period, an indication that switching cannot be completed is sent to the UE, so that the UE initiates switching of a non-3 GPP network;
or,
if the UE has the SRVCC capability, an access network element of a source network initiates SRVCC switching;
or,
and the access network element of the source network informs the UE to initiate the switching of the non-3 GPP network.
11. An emergency service processing method, comprising:
when User Equipment (UE) with SRVCC capability needs to be switched, determining that the UE is in a limited state and is carrying out emergency service;
and initiating an SRVCC switching request to a mobility management network element, and switching the ongoing emergency service of the UE from the PS domain to the CS domain.
12. An emergency service processing apparatus, comprising:
a first obtaining unit, configured to obtain emergency service information of a network to be switched of a user equipment UE that needs to be switched;
a second obtaining unit, configured to obtain emergency service information of the UE;
a determining unit, configured to determine whether a target network supporting the UE to perform an emergency service exists in the network to be switched of the UE according to the emergency service information of the network to be switched of the UE acquired by the first acquiring unit and the emergency service information of the UE acquired by the second acquiring unit;
and the switching unit is used for switching the emergency service performed by the UE to one of the target networks when the determining unit determines that the target network supporting the emergency service performed by the UE exists in the network to be switched by the UE.
13. The apparatus of claim 12,
the emergency service information of the network to be switched by the UE comprises service limitation reason indication supported by the network to be switched by the UE, and the emergency service information of the UE comprises the service limitation reason indication of the UE;
the determining unit determines whether a network matched with the service limitation reason indication of the UE exists in the network to be switched of the UE according to whether the service limitation reason indication supported by the network to be switched of the UE is matched with the service limitation reason indication of the UE, wherein the network matched with the service limitation reason indication of the UE is the target network.
14. The apparatus of claim 12,
the emergency service information of the network to be switched by the UE comprises an indication whether the network to be switched by the UE supports the emergency service, and the emergency service information of the UE comprises an indication that the emergency service exists in the UE.
15. The apparatus of claim 12, wherein the emergency service processing apparatus is located in an access network element in a source network, and the apparatus further comprises:
a first message sending unit, configured to send, when the UE has an SRVCC capability and a target network that supports the UE to perform an emergency service does not exist in a network to be switched by the UE, an SRVCC handover request to a mobility management network element in a source network, so as to switch the emergency service that the UE is performing from a packet switched PS domain to a circuit switched CS domain;
or,
a second message sending unit, configured to send a notification message to the UE to notify the UE to initiate handover of the non-3 GPP network.
16. An emergency service processing apparatus, located in a target network to be switched by a UE, includes:
an obtaining unit, configured to obtain emergency service information of a user equipment UE that needs to be switched;
a determining unit, configured to determine whether the target network supports the UE to perform an emergency service according to the emergency service information of the UE acquired by the acquiring unit and the emergency service information of the target network to be switched by the UE;
and the sending unit is used for sending the information whether the target network supports the UE to carry out the emergency service to the source network where the UE is currently located according to the determination result of the determining unit.
17. The apparatus of claim 16,
the emergency service information of the UE comprises an indication that the UE has the emergency service, and the emergency service information of the target network comprises an indication whether the target network supports the emergency service.
18. The apparatus of claim 16,
when the emergency service information of the UE comprises the service limitation reason indication of the UE and the emergency service information of the target network comprises the service limitation reason indication supported by the target network,
the determining unit determines whether the service limitation reason indication supported by the target network is matched with the service limitation reason indication of the UE, and if so, determines that the target network supports the UE to perform emergency service.
19. An emergency service processing apparatus, comprising:
a determining unit, configured to determine that a user equipment UE with SRVCC capability is in a restricted state and is performing an emergency service when the UE needs to perform handover;
a sending unit, configured to initiate an SRVCC handover request to a mobility management network element after the determining unit determines that the UE is in the limited state and is performing an emergency service, and handover the emergency service being performed by the UE from a PS domain to a CS domain.
20. A network system, comprising: a mobility management network element in a source network, a mobility management network element in a target network, wherein,
the mobility management network element of the target network is used for receiving the emergency service information of the UE needing to be switched, which is sent by the mobility management network element in the source network, determining whether the target network supports the UE to perform the emergency service according to the emergency service information of the UE and the emergency service information of the target network, and sending the information whether the target network supports the UE to perform the emergency service to the mobility management network element in the source network;
the mobility management network element in the source network is configured to send emergency service information of the UE that needs to be switched to a mobility management network element in a target network, receive information that is sent by the mobility management network element in the target network and used for determining whether the target network supports the UE to perform the emergency service, and notify an access network element in the source network whether the target network supports the UE to perform the emergency service according to the information that whether the target network supports the UE to perform the emergency service.
