When selecting OCTS according to this rule, can obtain the peak use rate of current OCTS, but may exist two not to be adjacent station but the situation of identical OCTS is used in base station with overlapping coverage area, and when the new terminal of two base stations attempts to insert certain base station in this zone, can cause to disturb between the base station because of two base station identical OCTS of use and know and follow-up negotiation that new terminal can't be realized inserting.
