Abstract

Description

对电信网中的增值业务进行实时计费的方法
本发明涉及一种用于对电信网中的增值业务进行实时计费的方法。
已经有不同的方法来实现电信网中的增值业务。电信网，如固定网和移动网中的增值业务一方面作为网络运营商的业务来提供。通常特定通信的业务简化或扩展了面向连接的传输。已知的这类代表是相应ETSI(欧洲电信标准机构)推荐的ISDN(综合业务数字网)和GSM(全球移动通信系统)功能特性，如呼叫转接、呼叫转移、占线时的回叫、通话等候等等。这些业务在电信网络中的网络运营商一方(在交换局或智能网控制器SCP(业务控制点)和SMS(业务管理系统)中)实现和操作。除此之外还存在增值业务，如邮箱(呼叫应答器)、报文传递、广播业务、信息业务(天气、博彩、新闻等等)，它们由网络运营商一方或者由外部的增值业务提供方来提供。在其下还可以对传输信息业务进行分组。这些业务种类通常仅由特定网络的用户通过拨打相应的电话号码来选择，其中业务的繁忙往往与增值业务提供方的拨号相关，并且相应的费用通过电信结算被自动划拨。这里目前为止还不可能实时地获取电信网中接受增值业务所需的费用，也不能在对一个增值业务提供方的一次呼叫中实现费率转换。
WO 01/26353 A1公开了一种在连接期间，尤其是在使用增值业务时，改变通信连接的计费方式的方法，其中一个呼叫者可以通过拨打预定的目标呼叫号码来选择一项增值业务，并且所述目标呼叫号码在电信网的智能网络(IN)的一个网络单元中被获取。这个目标呼叫号码在智能网单元中被转换成一个对于该增值业务特定的访问号。在使用这个访问号的情况下，现在借助于这个特定的访问号在所述智能网单元和增值业务提供方之间建立起一条连接，并接通呼叫者。关于呼叫者使用该连接的费率的信息及电信网中的实时计费并没有实现。
本发明的任务在于提供一种方法，它允许对电信网中的增值业务进行实时计费。
根据本发明，该任务通过权利要求1所述特征来实现。
在从属权利要求中提供了本发明的具有优点的实施例和改进。
本发明的优点在于，电信网的网络运营商，以及在给定情况下的呼叫者本身，将被直接告知增值业务的适当费用，从而对于网络运营商可以实现业务的实时计费。在通过所谓的预付费用户关系进行呼叫时，能够特别具有优点地实现费用结算，其中对增值业务的付费可以直接从预付费账户上划除。通过具有优点的方式，所述的方法还可以在对一个增值业务提供方的呼叫期间进行费率转换。
下面结合图1来描述本发明的一个实施例。图1描述了实现该方法的总体步骤。
在该实施例中，一个移动网中的用户希望通过他的移动无线终端设备来使用移植到固定网中的增值业务。一个增值业务典型地通过一个特定的呼叫号码、例如所谓的0900呼叫号码进行呼叫。在固定网中，费率一般首先通过提供连接来确定(离线结算)。这不能通过移动网的网络运营商进行实时计费。
根据本发明，向0900呼叫号码的呼叫(例如这个呼叫向号码0900x1...x9发出，其中号码组成部分x1...x9标识出了增值业务的特征)首先在移动网的一个智能网单元中被截取，并被转换成该增值业务的一个预定的访问呼叫号，例如0121100 x1...x9。利用这个呼叫号在所述智能网单元和增值业务的提供方(例如一个相应的通信服务器)之间建立起连接。拨打这个访问呼叫号是呼叫者所觉察不到的，并且是免费的。借助于由已有的号码组成部分x1...x9对增值业务的特征标识，被叫方，即增值业务的提供方，确定出接受服务所应缴纳的费用。通过从增值业务提供方向移动网运营商的所述智能网单元发送消息，并且通过传输所需增值业务的新的目标号码，来告知这一费率。为了传输新的目标号码，根据本发明，使用了释放消息(Release-Message)中的用户至用户的信息USR。这种释放消息是能够在网络内双向传输的信息。这种指令将导致有效信道的连接解除，所述USR信息能够借助于SCCP协议通过端到端的连接来发送。
所告知的目标号码例如为01211 y1y2 x1...x9的形式，其中在y1y2的位置处对费率进行编码；在这个例子中可以有99个计费等级。所述释放消息由移动网运营商的智能网单元进行分析，并在最初呼叫方和该呼叫号码之间建立一条连接。在结算数据中，即所谓的结算记录(Billing-Record)，现在包含了新的号码01211 y1y2 x1...x9作为呼叫号码，它可以使结算系统完成费率分配。此外，也可以使用这个呼叫号码来向呼叫者播放价目通知。如果增值业务提供方要变更费率，则增值业务提供方结束呼叫，并在释放消息中发送一个新的目标号码，例如01211 z1z2 x1...x9；以上所述的过程重复执行，也就是说，所述释放消息由移动网运营商的智能网单元进行分析，并在最初呼叫方和新的呼叫号码之间建立一条连接，当然，这考虑到了新的费率。这种方法可以随意地频繁重复进行。
在需要时，增值业务提供方可以对呼叫者(CgPty)保留一定的相关信息(Context)，使得呼叫者在进入下一个价格等级时不会被作为新的呼叫者来对待，因为在物理上已经完成了一次新的呼叫建立。

Claims (9)

1.对具有智能网结构的电信网中的增值业务进行实时计费的方法，其中一个呼叫者通过拨打相关的0900x1...x9形式的目标呼叫号码来选择一项增值业务，具有以下步骤：
在电信网的一个智能网单元中获取所述0900x1...x9形式的目标呼叫号码，并将这个目标呼叫号码转换成一个对于该增值业务特定的0121100x1...x9形式的访问呼叫号码；
使用所述访问呼叫号码，在所述智能网单元和该增值业务的提供方之间建立起一条连接；
其特征在于以下步骤：
由增值业务提供方将使用所需增值业务的适当费率以对于所需增值业务的01211y1y2x1...x9形式的新的目标呼叫号码传送到所述智能网单元，其中所述新的目标呼叫号码的传输借助于释放消息中的一个用户至用户的信息(USR)来实现；
在智能网单元中对所述新的目标呼叫号码进行分析；并且
使用所给定的费率，用所述01211y1y2x1...x9形式的新的目标呼叫号码在呼叫者和增值业务之间建立起一条连接。
2.如权利要求1所述的方法，其特征在于，在使用一项增值业务期间，每次费率的变更由增值业务提供方通过以下方式实现：所述增值业务提供方结束当前的连接，并在释放消息中发送01211z1z2x1...x9形式的另一个新的目标呼叫号码，其中在使用新的费率的情况下，借助于所述另一个新的目标呼叫号码在呼叫者和所述另一个新的目标呼叫号码之间建立起一条连接。
3.如权利要求1所述的方法，其特征在于，所述增值业务的特征通过包含在所述目标呼叫号码、访问呼叫号码和所述新的目标呼叫号码中的一个特定的组成部分x1...x9来标识。
4.如权利要求2所述的方法，其特征在于，所述增值业务的特征通过包含在所述目标呼叫号码、访问呼叫号码、所述新的目标呼叫号码和所述另一个新的目标呼叫号码中的一个特定的组成部分x1...x9来标识。
5.如权利要求1所述的方法，其特征在于，所述费率通过包含在所述新的目标呼叫号码中的一个特定的组成部分y1y2来编码。
6.如权利要求2所述的方法，其特征在于，所述费率通过包含在所述另一个新的目标呼叫号码中的一个特定的组成部分z1z2来编码。
7.如权利要求1所述的方法，其特征在于，在结算记录中记入所述01211y1y2x1...x9形式的新的目标呼叫号码作为呼叫号码，它可以使结算系统完成费率分配。
8.如权利要求2所述的方法，其特征在于，在结算记录中记入所述01211z1z2x1...x9形式的另一个新的呼叫目标号码作为呼叫号码，它可以使结算系统完成费率分配。
9.如权利要求1或2所述的方法，其特征在于，对应于所确定的费率，将价目信息传输到呼叫者的移动无线终端设备上。
