Plug-load is the residual power that a gadget uses even when in the "off" position or state. A gadget can include an appliance, toy, electronic equipment, lamp, fan, or other accessory.
Plug load can use up to 10-15% of total power requirements of the gadget.
When you consider everything that is typically plugged into households, commercial or industrial space outlets that is plugged in and this can be quite substantial part of a utility bill. The interrupter or switch on the outlet allows the user to essentially shut-off this plug load and ensure "safer" operation of the gadget. For example, if the gadget heats up while plugged in, then it can be switched "off' from the wall outlet before being pulled out.
