A method for improving the allocation of channels in a communication system is disclosed. During an access on a control channel, a mobile station sends an activity report to the system containing various measurements which indicate how the mobile station is currently perceiving the control channel. These measurements can then be used when assigning the mobile station a non-control channel. In addition, the system can use the activity report to determine if any of the plurality of random access parameters need to be changed so as to allow better access.
