Mobile stations that are not moving may not require as many sources to provide adequate received signal quality. Therefore, mobile stations that are not moving are identified using techniques and active set members are compared with a higher threshold to remove weaker extensions more quickly than when using a threshold that is applied to mobile stations that are in motion.
