Um dispositivo correspondente a um recipiente o qual vem a administrar extensões de comprimento de papel por intermédio de rasgamento manual a partir de um rolo sendo dotado de um rolo (B) de reserva e em que dois pinos substancialmente paralelos (4, 4') são fornecidos com vistas ao suporte e ao desenrolamento do papel (10) a partir de dois rolos (A, B) com duas aberturas (20) correspondendo os ditos pinos situadas na parte inferior da carcaça do dispositivo, consiste de um elemento (5) com formato de um setor de círculo o qual gira livremente em torno de um dos ditos pinos sendo fornecido com um flange periférico (5a) com formato de um arco de círculo e adaptado para obstruir a abertura (20) correspondente no mesmo lado, no instante em que o dito setor (5) é primeiramente mantido substancialmente na posição vertical.
