The two layers are located adjacent a first surface comprising the tempered portion of the first volume of material. The two layers include a first layer composed of at least one low carbon ductile steel alloy and a second layer composed of at least one cobalt-based wear coating over the first layer. The apparatus is applicable in preparing shear drawer blocks and shear drawer blades to provide a tempered blade edge with an adjacent wear-coating surface.
