The oxygen blowing lance is mounted to penetrate the side wall of the vacuum chamber at an angle of inclination and comprises: an oxygen supply tube for blowing oxygen into the vacuum chamber; a tubular body surrounding the outer surface of the oxygen supply tube extending from one end of the oxygen supply tube exposed within the vacuum chamber for a length, the tubular body being closed at both ends; and a volatile liquid substance stored in a closed storage space between an inner surface of the tubular body and the outer surface of the oxygen supply tube.
