Abstract

The mobile betting procedure functions via short message service and involves registration, placing of bets, possible bet cancellation. Registration is effected via a web site and the client receives a unique code. The client sends the unique code via short message service. The transmitted code is checked via an existing betting machine, the bet is allowed and the client receives a confirmation code. Where the bet is not allowed, the client receives a short message service to the effect that gambling is not allowed and the reason why this is the case. The bet itself involves the client sending a short message service in accordance with a shortcode of which the structure comprises: (example) BET 254 1-3 1OE or BET 254 x 1OE BET indicates that the bet is made 254 is a unique code which indicates that it is order to bet 1-3 or x indicate different ways of betting 10E shows the amount of the bet, here 10 Euros. An existing betting machine verifies the submitted bet and where an existing customer is conerned with still enough credit in his favor, he or she can still bet.

Etri NV heeft een applicatie ontwikkeld waarbij het mogelijk wordt gemaakt te pronostikeren via mobiele telefonie. De applicatie houdt rekening met het huidige Belgische wettelijke kader waarin kansspelen dienen georganiseerd te worden en de bestaande pronostieksystemen van de organisatoren. Het systeem is uniek daar het bestaande en nieuwe betting operatoren de mogelijkheid biedt mobiel te gaan en de Belgische Staat de mogelijkheid geeft kansspelen te organiseren met fiscale controle tools en de gebruikers tevens te beschermen. De rol van ETRi in dit geheel wordt verduidelijkt met een schema in bijlage.

Etri NV has developed an application that makes it possible to pronounce via mobile telephony. The application takes into account the current Belgian legal framework in which games of chance must be organized and the existing betting systems of the organizers. The system is unique in that it offers existing and new betting operators the opportunity to go mobile and gives the Belgian State the opportunity to organize games of chance with fiscal control tools and also to protect users. The role of ETRi in this whole is clarified with an attached diagram.

Claims

Conclusion

Our application for Mobile Pronostikeren is unique because the customer is given the possibility to show anywhere, at any time via his GSM. In the first place at sports competitions, but depending on the partners, this can also be brought to a wider audience (eg during elections, interactive with TV programs, ...). Moreover, pronouncing is quick and well-organized. Lotteries, games of chance, betting and casino games can be brought according to this principle. <EMI ID = 8.1>

legal framework. The following controls were built into the project to prevent minors from participating on the one hand and people who are not creditworthy from accessing this application on the other. A drawing has been added for clarification.

The controls that are built in and make the application unique:

- Age control (someone under the age of 18 will be refused); this can be done by checking the account number in combination with checking the national register number. An account number for - 18-year-olds is different from one for + 18-year-olds. The first 6 digits of a national register number indicate the date of birth. - Credit check: the amount bet is debited before the betting is confirmed. If this is not possible, the prognosis will be refused.

All betting statistics can be followed closely via the WAP portal, so there is full transparency towards the customer.

Our customer database can be fed back to the Blacklist of the Gaming Commission.

The Gaming Commission has already given our company permission to work out a Pilot case.
