Abstract
Abstract (57) The present invention provides a solution to estimating the number of people with risk of infected and configuring flexible policies for giving individuals instructions according to their risk infection. The invention makes use of smart phone to track locations and to provide information to individuals via an application. Therefore, it provides a solution to allow the society to be tuned to gain the best balance of economic and health benefits for different situations such as pandemics.

Background
COVID-19 is unlike SARS or MERS that the infected persons are very easily identified by the symptoms. The infected person without any symptoms could infect the others. This uncertainty of getting infection makes this situation horrible. As a result, there is no solution for accurately quarantining the individual people according to the infected risks but locking down the whole town/city/state/country. It probably brings more hams to human society than the virus itself.
The fighting the virus has different phases and the policies to be applied are different. It would need flexibility to allow those policies configurable to the system to have the best practice for the current facing situation.

Solutions
Nowadays, smartphones are very convenient for people getting information and communicating. The solution is a platform with frontend mobile Apps and backend web service/database.
The frontend is a Mobile App
1. To use user phone number to identify the user and communicate to user when it is necessary
2. To detect the surrounding risk by checking the last 15 seconds contacts risk
3. To collect people's contact history by ultrasound communications
4. To collect people’s geolocation information when it is necessary
5. To give the infected risk and according instructions configured in the system
6. To scan the QRcode to get the risk of the contact person
7. To allow the user to change current health conditions
8. To provide a channel for self-isolated people to get help
9. To update the contacts to the server regularly
The backend web service/schedule jobs
1. To allow user to be added to the system
2. To allow policy to be configured to give the instructions for the individual
3. To allow risk to be transmitted to the contacted person by the configured policy when the health condition is updated
4. To allow risk to propagate further to the bigger scope of people according to the policy
5. To communicate with database to store and query the data
6. To automatically count isolated days according to configured policy and reduce the risk when isolated days meets configed days in the system in backend scheduled daily job
7. To provide the risk daily/weekly/monthly report for the whole picture
8. Communicate with other IT systems for helps from user by configurations

1. JSON field is used for configurations
User Cases
1. When User travel or visit a place, the APP will communicate with each other to collect the data as contact history and update to web service

2. When a user registers to the system, he is allowed to set his health condition according to configurations. After that, system will give a initial risk estimation based on configured policy and instructions
3. When a user registers to the system, the App will communicate with backend service to get current contacts risk as the surrounding risk
4. When a user change his health condition and the risk would be updated for the contacted person configured policy
5. When a mobile is no access to the internet, the data would recorded locally on phone file system.
6. When the whole situation is changed, the different policy is allowed to configure to the system
7. When a place is wanted to be tracked, the user add the place with configured fields
8. When a new day comes, the system automatically calculates self-isolated days and reset the user risk when isolated days meet the configured days
