Abstract
A method is disclose for collecting penalties for traffic infringements, the method includes the steps of: - a member of the public registering with an information receiving and storage adminstration facility (3), - the member of the public photographing a traffic infringement using a mobile phone (1), - the member of the public transmitting the photograph to said facility together with supporting details including the registration number of the offending vehicle and the time, nature, date and location of the infringement (2), - the facility (3) forwarding said photograph and supporting details to a government fine collection authority (4) wherein pursuant to an agreement between said authority, facility and member of the public said member of the public receives a percentage of the fine collected for the infringement (7). -10-
Description
This invention relates to law enforcement. More particularly, although not exclusively, it discloses an improved method or procedure for collecting penalties for traffic infringements.
Traffic rules such as parking restrictions are in the main currently enforced by special purpose rangers which are employed by local councils. These personnel patrol the street in uniform and book vehicles for illegal parking and other offences. Disadvantages with the current system include the cost of employing the rangers. There is also a shortage of suitable job applicants due in part to the possibilty of on-the-job altercations with vehicle owners and the requirement for outdoor work in inclement conditions. Consequently substantial numbers of illegally parked vehicles avoid penalties. This is against the public interest as it leads to inconvenience for other motorists and loss of government revenue due to undetected infringements.
It is an object of this invention to ameliorate the aforementioned disadvantages and accordingly a method of collecting penalties for traffic infringements is disclosed, said method including the steps of: - a member of the public registering with an information receiving and storage adminstration facility, - said member of the public photographing a traffic infringement using a mobile phone, - said member of the public transmitting the photograph to said facility together with supporting details including the registration number of the offending vehicle and the time, nature, date and location of the infringement, - said facility forwarding said photograph and supporting details to a government fine collection authority wherein pursuant to an agreement between said authority, facility and member of the public said member of the public receives a percentage of the fine collected for the infringement.
Preferably said member of the public becomes registered with said information receiving and storage adminstration facility by providing via a mobile telephone app the following information :-

Email Address Contact Number Password
Bank Account Details
Terms & Conditions agreement statement. A suitable preferred mobile telephone app (e.g. one known as RangerX) is currently able to be sourced from persons skilled in the art such as the digital agency EB Pearls of Surry Hills NSW 2010. It is to be noted however that the invention is not limited to the use of any particular app.
It is further preferred that registration with said facility includes an ongoing contractural arrangement between said member of the public, said facility and the fine collection authority whereby said percentage is automatically deducted from said fine on payment and remitted to said facility and member of the public.
It is further preferred that said information receiving and starage administration facility is adapted to receive infringement submissions on a first come, first served basis to thereby avoid processing duplicate submissions from different members of the public for the same infringement.
One currently preferred example of the invention will now be described with reference to the attached figure 1 which shows a payment flow chart for the currently preferred form of the invention.
With reference to this chart any member of the public (1) (previously registered with said data receiving and storage adminstration facility via said mobile phone app) in the course of his/her daily routine when passing through built-up areas may come across a vehicle parked illegally in, for example, a no standing zone, a loading zone, a disabled parking bay or a time limited zone etc. In accordance with the infringement enforcement method of this invention said member of the public would unobtrusively photograph the offending vehicle using a mobile phone in a manner which includes the relevant parking sign and the vehicles registration number. This photograph, together with supporting details including the date, time and location of the infringement would then be submitted (2) to a data receiving and storage adminstration facility (3) via said mobile phone app. Preferably this facility would be an independent corporate body separate from both said member of the public photographing the infringement and the government fine collection authority. After recording the event for income tax purposes the infringement details would then be retransmitted by the administration facility to the relevant government fine collection authority (4) which, in New South Wales, is currently the Office of State Revenue. The Authority then either approves or refuses the infringement submission. If it is approved (5) and upon collection of the fine the member of the public originally photographing the infringement is notified of the approval (6) and an agreed percentage thereof (say for example 10%) is remitted (7) to said person preferably via a payment platform (8) such as Assembly Payments or by transfer directly into a bank account (9) and said member of the public is notified (10) and payment status changed in the system to PAID (11).
It is envisaged that the current embodiment could be adapted for use with a wide variety of parking infringements including for example:- - Stop in parking area for disabled - Stop in T-Way lane when not authorised - Disobey no stopping sign - Stop in bus zone or at bus stop - Stop on clearway - Double park - Stop in loading zone - Stop in taxi zone - Stop in works zone - Not parallel park in direction of travel - Disobey angle parking sign (front/rear to kerb) - Park without current ticket displayed - Park after ticket expired - Disobey no parking sign - Stop on path/strip in built-up area or island - Park on or near pedestrian crossing
It is also envisaged that said invention may be adapted to record drivers using mobile phones and/or going through stop signs without stopping by means of a video on said phone app.
It will thus be appreciated that this invention at least in the form of the embodiment described provides a novel and effective method of enforcing penalties for traffic infringments. Clearly however the example disclosed is only the currently preferred form of the method and a variety of modifications may be made without departing from the scope of the invention. For example the legal structure of the information receiving and storage administration facility, the details of the contractural arrangement between the parties and the percentages paid out may vary in accordance with the requirements of a specific application.

- The claims :-1. A method of collecting penalties for traffic infringements, said method including the steps ofi- - a member of the public registering with an information receiving and storage adminstration facility, - said member of the public photographing a traffic infringement using a mobile phone, - said member of the public transmitting the photograph to said facility together with supporting details including the registration number of the offending vehicle and the time, nature, date and location of the infringement, - said facility forwarding said photograph and supporting details to a government fine collection authority wherein pursuant to an agreement between said authority, facility and member of the public said member of the public receives a percentage of the fine collected for the infringement.
- 2. The method as claimed in claim 1 wherein said member of the public registers with said information receiving and storage administration facility via a mobile phone app.
- 3. The method as claimed claim 2 wherein said member of the public registers wil said facility by providing information which includes:- First Name Last Name Date of Birth (over 18) Email Address Contact Number Password Bank Account Details Terms & Conditions Agreement Statement
- 4. The method as claimed in claim 3 wherein the photograph is transmitted to said facility together with said supporting details including the registration number of the offending vehicle and the time, nature, date and location of the infringement using said phone app.
- 5. The method as claimed in claim 4 wherein said facility is an independent corporate body separate from both said member of the public and said government fine collection Authority.
