Abstract
The crowd control barrier post assembly 10 has a post member 12 which includes a ground supported base portion 14 or anchor at a lower end thereof, a head portion 16 or swivel head at an upper end thereof, and a main body 18 intermediate the base portion 14 and the head portion 16. The post member 12 has a vertical axis 20. The post assembly 10 also includes a washer ring 22 which is located between the head portion 16 and the main body 18, and allows the head portion 16 to swivel about 360 around the vertical axis 20 relative to the main body 18. A retractable safety belt cassette 24 of the post assembly 10 is operatively mounted to the head portion 16. The arrangement is such that, in use, swivelling the head portion 16 enables a safety belt 26 to be extended from, and retracted to, the cassette 24 at any desired horizontal angle around the vertical axis 20.
Description
FELD OF THE INVENTION
The present invention relates to crowd control barriers and, in particular, to barriers of the kind which, in use, comprise a series of posts interconnected' by retractable,·'generally horizontal, confinement sashes or safety belts. More particularly, the present invention relates to a crowd control barrier post: assembly with a swivel heed for housing such belts. The invention has particular application in controlling a group of people queuing at airports, banks and the like. summary^^
According to the present invention there is provided a crowd control barrier post assembly comprising: (a) a post member having a vertical axis with a ground supported base portion at a Sower end thereof, a head portion at an upper end thereof, main body intermediate the base portion and the head portion, (b) a washer ring located between the head portion and the head main body for allowing the head portion to. swivel about 380* around the vertical axis relative to the main body, and (c) a retractable safety belt cassette operatively mounted to the head portion, whereby. In use, swivelling the head portion enables a safety belt to be extended from, and retracted to, the cassette at arty desired horizontal angle around the vertical axis,
Preferably, a doit interconnects the head portion, the washer ring and the main body.
It is preferred that the head portion has a floor, the main body has a roof, and the washer nog is sandwiched between the floor and the roof.
It is also preferred that the head portion has a cylindrical side wall which extends a predetermined distance below the floor, and the main body has a cylindrical side wall which extends, a predetermined distance above, the roof, to thereby define a cylindrical space within which the washer ring Is confined.
In a preferred form, a head of the bolt Is weakly lightened against the floor so as to allow the floor to swivel relative to, the' bolt, and a shaft of the bolt is strongly tightened to the roof so as to prevent the roof swivelling relative to the bolt.
The washer ring is preferably weakly sandwiched between the floor and the roof, whereby the head portion can swivel relative to the washer ring. ..SUMMARY OF THE DRAWINGS

The crowd control banter post assembly 10 shown in Fig, 1 has a post member 12 which Includes a ground supported base portion 14 or anchor at a lower end thereof, a head portion 16 or swivel head at an upper end thereof, and a main body 18 Intermediate the base portion 14 and the head portion 16. The postmember 12 has a vertical axis 20. The post assembly 10 also includes a washer ring 22 which Is located between the head portion 16 and the main body 18, and allows the head portion 16 to swivel about 360° around the vertical axis 20 relative to the main body 18. A retractable safety belt cassette 24 of the post assembly 10 Is operatively mounted to the heed portion 18, The arrangement is such that, in use, swivelling the head portion 18 enables a safety holt 26 to be extended from, and retracted to, the cassette 24 at any desired horizontal angle around the vertical axis 20,
In the embodiment shown In Fig, 1,. a bolt 28 interconnects the head portion 16, the washer ring 22 and the main body 16, although in other embodiments of the invention the head portion 16, the washer ring 22 and the main body 18 may be interconnected by other mechanical means, or by no mechanical means but only by the weight derived frictional interaction between the -aforementioned components 18,22,18,
Also in this embodiment: the head portion 16: has a floor 30, the main body 18 has a roof 32, and the washer ring 22 is sandwiched between the floor 30 and the roof 32. in other embodiments of the invention, the washer ring 22 Is operatively located between other structural components of the head portion and the main body.
The head portion 18 has a cylindrical side wail which extends downwardly to a predetermined location.X below the floor 30, and the main body 18 has a cylindrical side wail which extends upwardly to a predetermined location Y above the roof 32. By this arrangement, the so extended cylindrical side walls of the head portion 18 and the main body 18 define a cylindrical space within which the washer ring 22 Is confined. A head 34 of the bolt 28 is, in this embodiment, weakly tightened against the floor 30 so as to allow the floor to swivel relative to the bolt 28, and a shaft 33 of the bolt 28 Is, in this embodiment, strongly tightened to the roof 32 so as to prevent the roof swivelling relative to the bolt 28,
Ideally, the washer ring 22 is weakly sandwiched between the floor 30 and the roof 32 such that, In use, the head portion 16 can swivel relative to the washer ring 22, in this embodiment, the washer ring 22 Is made of nylon, although it can be made of any suitable material, and the washer ring creates a gap 35 of approximately 1mm between the lowest extent of the bead portion 18 and the highest extent of the main body 18. The threaded shaft 38 of the-.bolt 28 is screwably engaged by a nut 38 which, in this embodiment, is weakly tightened against the roof 32 to allow for the aforementioned relative swivelling. The main body 13 had torque holes 40 which can be engaged by a fastening fool for the post assembly 10,
The ground supported base portion 14 or anchor has a head 42, neck 44, shoulder 46 and a stepped body 48. The neck 44 defines a female constriction: between the head 42 and the shoulder 48,
The base portion 14 of the post assembly 10 Is adapted to he lockably received In an anchor socket 50 which is secured within the ground 51 so as to hold .the post assembly 10 upright. The anchor socket 50 has a keyed passageway 52 m the form of a male constriction 54 or collar between an upper cavity 50 arid a lower cavity 58 of the socket 50. A first distance across the male constriction 54 in a first direction (see A in Fig. i) Is just wider than the greatest width* of the head 42 (as also shown In Fig. 1), and a second distance across the male constriction 54 In a second direction which is 90° or perpendicular to the first direction (net shown) is narrower than the greatest width of the head 42, To lock the post assembly 10 to the anchor socket 60, the base portion 14 Is inserted in a first orientation (see, for example, Fig. 1) about its vertical axis 20 into the anchor socket SO so that the head 42 enters the lower cavity 58, and the shoulder 46., with its 0-ring seal 60, abuts a top surface 62 of the male constriction 64, at which lime a step 84 of the1 stepped body 48, with its Cuing seal 66, abuts a top surface 68 of the anchor socket 60, The base portion 14 is then rotated 90° to a second orientation {see, for example, Fig. 4) about Its vertical axis 20 so that the head 42 lies underneath, or abuts a bottom surface (not shown) of, the male constriction 64, v\h 1st the shoulder 48 continues to abut a top surface 62 of the male constriction 64. By this arrangement, the post assembly 10 Is held upright and cannot be lifted from the anchor socket 50 without·oounter-rotsting It to the first orientation.
Although the above describes one specific arrangement for looking the post assembly 10 to the anchor socket SCI other embodiments of this invention may utilise other locking arrangements. Alternatively, the post assembly 10 may be free standing upon a ground supported flat base (see the embodiments shown In Figs. 6, 6., 7 and 8), or may be mounted to a wall or other vertical surface,.
The post assembly 10 and the anchor socket 50 may include other features which are described in relation to the barrier post assembly that is the subject of Australian Patent Application No, 2011 242 398 by the same inventor.. The contents of Australian Patent Application No, 2011 242 399 are Incorporated herein by reference.
Tito crowd control harrier post assembly 1DQ shown, but without the retractable safety belt cassette, in Figs. 2, 3 and 4 is very similar in structure and function to the post assembly ID, and so tike features are identified by like numerals. The post assembly TOO, however, has a boil: 102 in which the shaft 104 does not extend through to the underside of the roof 32 of the main body 18, but rather terminates: tightly within the roof 32. The head portion 14
Includes a cassette receiving shell 106 which has four insertion slots 108 (also present In the head portion 16 of post assembly TO, but obscured from view in Fig. 1) for receiving thereaiong corresponding insertion brackets (not shown) of the retractable safety belt cassette 24 when the cassette 24 is being operatively mounted to the head portion 16,
The: crowd control barrier post assembly 110 shown In Figs. 5, 6, ? and 8 is very similar in structure and function to the post assembly 10 and post assembly 100, and so like features are Identified by like numerals. The post assembly 110, however, Is freestanding upon a ground supported flat base 112. fig. 8 shows the safety belt 26, which may be about 3 metres In length when fully extended, only partly extended from the cassette at one, and potentially three afternative, desired horizontal angte(s) around the vertical axis of the post member-12, The alternative angle(s) -are achieved by swivelling the head portion 18 around the vertical axis 20 relative to the main body 18>
Fig, 0 shows the upper part of the crowd control harder post assembly TOG shown ;n Fig. 2, but now includes tire retractable safety belt cassette 24. The safety belt 26 Is almost fully extended from the cassette 24 and Is about to-be connected to a head portion 16 of an adjacent crowd control harder post assembly 120. fig, 10 shows the safety belt 26 of the crowd control barrier post assembly 100 almost fully extended from the cassette at one, and potentially many alternative, desired horizontal angle!s) around the vertical axis 20 of the post member 12, The alternative angle(s) are achieved by swivelling the head portion 16 around the vertical axis 20 relative to the main body 18, H will be readily-apparent to persons skilled in the art that various modifications may be made id details of design and construction of the crowd: control barrier post assembly described above without departing from the spirit or scope of fde present invention.

- Jij£..QLAj.M§..D.lEllil^G.THEJ,NyENT10N ARE AS FOLLOWS; 1 · A crowd control barrier post assembly comprising: (a) a post'member having a vertical axis with a ground- supported base portion at a lower end thereof, a head portion at an upper end thereof, main body intermediate the base portion and the head portion, (b) a washer ring located between the head portion and the head main body for allowing the head portion to swivel about 360" around the vertical axis relative to the main body, and (c) a retractable safety belt cosset!e operatively mounted to the head portion, whereby, In use, swivelling the head portion enables a safety belt to be extended from, and retracted to, the cassette at any desired horizontal angle around the vertical axis,
- 2, The assembly of claim 1 wherein a bolt interconnects the head portion, the washer ring and the main body.
- 3, The assembly of claim 1 or claim 2 wherein the head portion has a floor, the mam body has a roof, and the washer ring is sandwiched between the floor and the roof,

The assembly of claim 3 wherein the head portion has a cylindrical side wail which extends a predetermined distance below the floor, and the main body has a cylindrical side wall which extends a predetermined distance above the root, to thereby define a cylindrical space within which the washer ring is confined.

The assembly of claim 4 wherein a head of the bolt is weakly tightened against the floor so as to allow the floor to swivel relative to the bolt, and a shaft of the bolt Is strongly tightened to the roof so as to prevent the roof swivelling relative to the bolt.
