Pate nts Ac t 1990 CO0MPIEJ SPBIJICAIIO N UNNOVAWHO N PATENT Delta Camemr rffe following state me ntis a frull de sciription of this invention, including the bestmethod ofpeilforming itknownto me: This invention relates to the development of an eye- level camera mount, built into a non-intrusive metal upright and designed to hold a video surveillance camera and a motion detection device.
The device can be installed as part of, or adjacent to, entry and exit doors to rooms and/or premises and with the camera located at eye-level, is designed to provide video recorded high quality identification shots of members of the public taken as they enter or leave the area in which the device is located.
It has been developed for utilization in any environment where quality images of people entering or leaving the building, room, secure area etc. need to be recorded for security and other purposes. Airport screening areas, art galleries, museums, Government (both central and local) facilities, hospitals, insurance companies and trading bank premises are examples of the type of facilities in which the device could be gainfully located.
Security/public liability issues are ever increasing in importance and quality; eye-level recordings are particularly useful to any organisation faced with such issues.
The use of video surveillance cameras to monitor activities in buildings accessed by the public is not new. Traditionally, such cameras have been mounted at an elevated height and the resultant camera lens angle to the intended subject matter by and large has negated the opportunity of obtaining a quality facial image.
Delta Camera CrimewatchVideo Ptylid If the subject person wears a hat, particularly one with a brim or peak (as with baseball type caps), there is little or no hope of recording other than a picture of basic value (from an identification aspect) from an elevated mounted camera.
The Delta camera eye-level mount, however, is designed to be installed on or adjacent to door frames, security or metal detector frames (as in airports) or on or adjacent to whatever type of structure or frame surrounds any opening through which the public might pass to gain ingress or egress to the facility being visited.
Because the Delta camera eye-level mount is set, as its name implies, at eye-level, it provides the opportunity to take and record facial images of the best possible quality.
Recording of these images is achieved by one of two methods:a. A motion detection system is automatically activated when a person is in the field of view of the Delta camera and the camera is then triggered to start the filming and recording process.
b. The device can be set automatically record images without any intervention or external activation i.e. from 10 frames per second to 1 frame every 24 hours etc.
The images so taken are sent to either an external recording device or be recorded on RAM memory located inside the Delta camera housing.

Claims (4)
1. A secure, metal camera mounting, incorporating a video surveillance camera and a motion detection device, installed at eye-level height as part of, or adjacent to, entry and/or exit door frames or structures for the purpose of providing quality, recorded facial images, either covertly or overtly, of persons passing through the entrance/exit of the facility concerned.
2. A device that enhances the camera recorded facial imagery of people passing through a pre-determined point thereby greatly improving the security and/or safety arrangements of those entities, their staff and other members of the public using the facility in which the device is located.
3. The development of a device that, because of its ability to capture superior, facial images of people arriving at or passing through a pre-determined point enabling recognition and identification of selected people through the associated use of technologies utilizing facial recognition software.
4. A device that overcomes the problem of persons avoiding facial identification recognition by a security camera through wearing a baseball type cap, or deliberately lowering their heads to avoid a high-level mounted camera Delta Camera CCnmewatchVideo PtyIhd
