Vergütungszeitzähler werden von den Konsumenten vor elektrische Heiz- und Kochapparate geschaltet und zeigen die Benutzungsdauer dieser Apparate an. Auf Grund der von den Zeitzählern angezeigten Stunden wird ein gewisser Nachlass auf die insgesamt verbrauchten Kilowattstunden gewährt.
Damit nun der Konsument einen derartigen Vergütungazähler nicht durch Anschluss an eine gewöhnliche Glühlampe in Tätigkeit setzt, werden diese Zähler von jeher mit einem Stromrelais versehen, welches derart eingerichtet ist, dass erst bei Einschalten einer gewissen Stromstärke, die dem in Frage kommenden Heizapparat entspricht und die bedeutend grösser ist als die von Beleuchtungskörpern verbrauchte Stromstärke, das Uhrwerk durch das Relais freigegeben wird.
Hiedurch sind aber nicht alle Betrugsmöglichkeiten ausgeschlossen, da beispielsweise der Konsument an das Relais des Zeitzählers ein galvanisches Element anschliessen kann und auf diese Weise das Relais zur Freigabe des Uhrwerks bringt und so seine Stromrechnung fälscht.
Um auch das zu verhindern, wird nach der Erfindung das Uhrwerk des Vergütungszählers durch Betätigung zweier Relais freigegeben, von denen das eine bei der festgesetzten Mindeststromstärke, das andere dagegen erst bei Vorhandensein der Netzspannung erregt wird. Der Zeitzähler kann sich also erst dann in Tätigkeit setzen, wenn Strom von der vorgeschriebenen Mindeststromstärke bei der entsprechenden Spannung dem Netz entnommen wird. In der Abbildung bezeichnet a das Stromrelais, b das Spannungsrelais, c stellt die Unruhe des Uhrwerks dar, welche erst durch Betätigung der beiden Relais freigegeben wird.

So that the consumer does not activate such a remuneration counter by connecting it to an ordinary incandescent lamp, these counters have always been provided with a current relay, which is set up in such a way that only when a certain current intensity is switched on that corresponds to the heating device in question and the is significantly greater than the current used by lighting fixtures, the clockwork is released by the relay.
However, this does not rule out all possibilities of fraud, since, for example, the consumer can connect a galvanic element to the relay of the timer and in this way cause the relay to enable the clockwork and thus falsify his electricity bill.
In order to prevent this as well, according to the invention, the clockwork of the payment counter is released by actuating two relays, one of which is energized at the specified minimum amperage and the other is only energized when the mains voltage is present. The time counter can therefore only be activated when current of the prescribed minimum current strength is drawn from the network at the corresponding voltage.
