前記公衆網から着信した着信呼に前記擬似呼が含まれている場合に前記擬似呼の着信を認識する擬似着信認識部とを備え、
前記擬似着信認識部における前記擬似呼の着信の認識有無により前記電話システムの障害判定を行うこと、および
