Abstract
A traffic infringement notice management system, wherein the management system includes: a means of issuing one or more digital traffic infringement notices to one or more alleged infringers, using electronic means. A traffic infringement notice management system wherein the system is provided in the example form of an infringement notification platform, said platform including one or more of the following: a user interface, a means of scanning the barcode of an alleged infringer's driver's license or identity document, a means of scanning the barcode of an alleged infringer's motor vehicle license disk, a means of digitally issuing an infringement notice to an alleged infringer, and a means of formally notifying the infringer and the relevant traffic department of the issuance of the notice, using electronic means.
Description
A TRAFFIC INFRINGEMENT NOTICE MANAGEMENT SYSTEM AND A METHOD OF MANAGING TRAFFIC INFRINGEMENT NOTICES
This invention relates to a traffic infringement notice management system and a method of managing traffic infringement notices.
BACKGROUND TO THE INVENTION
An infringement notice is commonly known as a traffic ticket. It is a notice issued by an issuing authority to inform an alleged infringer that they have contravened a traffic law or committed a traffic violation. An infringement notice can either be a handwritten notice, which is normally issued to an alleged infringer by an authorized official at the time of the offence, or it can be an electronic notice which is issued to an alleged infringer after the fact, through a messaging platform such as email.
For example, within the local South African context, the Road Traffic Infringement Agency performs the following functions in terms of the relevant legislation: receiving notices from an issuing authority if an infringer has failed to comply with an infringement notice, considering representations from an infringer with regard to an infringement notice relating to a minor infringement, issuing a courtesy letter to an infringer who has failed to comply with an infringement notice, issuing an enforcement order against an infringer who has
failed to comply with the requirements of a notification or a courtesy letter, or who has failed to appear in court, issuing a warrant of arrest against an infringer who has failed to comply with an enforcement order, revoking an enforcement order, and keeping the national contraventions register properly updated, as regards the above.
It is well known in the industry that one of South Africa's greatest challenges is to significantly reduce the number of accidents that take place on our roads as well as the scope and extent of these accidents. For example, it is widely known, that more than 90% of all road accidents are preceded by a road traffic offence. This highlights the desperate need for an improvement to our road users’ perception, attitude and behavior about committing traffic offences.
South Africa, for example, arguably boasts an inordinarily high rate of non-compliance with traffic regulations coupled with a continuous downward spiral in the prosecution of traffic offences as well as a judicial system which is wholly inept at handling traffic violations. To this end, it will be appreciated by those skilled in the art that the most important catalysts in effecting an improvement in driver behavior are: well planned, efficient, and effective traffic law enforcement, and an equally effective and just road traffic adjudication system.
It is further well known by those in the industry, that the present South African system of collecting fines is also wholly inadequate. It is worth mentioning that fines are oftentimes either not paid by the offenders or are substantially reduced by the magistrates upon a hearing thereof. Furthermore, the corruption of some government officials also means that offenders can often simply pay a bribe to the official in question, thereby avoiding paying the fine altogether.
A new traffic violation management system is therefore needed to discourage road traffic contraventions, facilitate the adjudication of road traffic infringements, and support the prosecution of these offences in terms of the relevant national and provincial laws. It will be appreciated by those skilled in the art that a closer and more effective and efficient link is needed to be established between the enforcement and the adjudication of traffic violations. Improved fine collection procedures are also crucial to ensuring a reliable revenue stream that can be used for improving road safety.
It will further be appreciated by those skilled in the art, that the above challenges faced by South Africa is exemplary of many similar challenges faced by other developing and developed countries across the globe.
OBJECT OF THE INVENTION
It is an object of the invention to provide a traffic infringement notice system and a method of digitally managing traffic infringement notices, which provides the advantages and addresses some of the issues and deficiencies described above.
SUMMARY OF THE INVENTION
According to a first aspect of the invention, there is provided a traffic infringement notice management system, said management system including: a means of issuing one or more digital traffic infringement notices to one or more alleged infringers, using electronic means.
In a first embodiment of the invention, the traffic infringement notice management system is provided in the example form of an official traffic infringement notice issuance system, operable to enable one or more authorized persons to officially issue one or more traffic infringement notices to persons who have allegedly committed traffic violations (alleged infringers).
In a second embodiment of the invention, said system is provided in the example form of an infringement notification platform, said platform including one or more of the following: a user interface; a means of scanning the barcode of an alleged infringer’s driver’s license or identity document; a means of scanning the barcode of an alleged infringer’s motor vehicle license disk;
a means of digitally issuing an infringement notice to an alleged infringer; and a means of formally notifying the infringer and the relevant traffic department of the issuance of the notice, using electronic means.
In an embodiment of the invention, the infringement notification platform is operable to enable an authorized person to create a user profile to enable said authorized person to be authenticated by the relevant authorities so as to enable said authorized person to issue one or more digital traffic infringement notices.
In an embodiment of the invention, the infringement notification platform includes a means for one or more authorized persons to manually input relevant details to the platform, including information regarding the infringement allegedly committed and information regarding the alleged infringer.
In this embodiment, said relevant information may include one or more of the following: full names of the alleged infringer; current residential address of the alleged infringer; contact details of the alleged infringer; vehicle license details of the relevant motor vehicle; and/or driver’s license details of the alleged infringer.
In an embodiment of the invention, the infringement notification platform is operable to enable an authorized person to select one of a variety of possible types of traffic infringements, based on the type of traffic infringement alleged to have been committed by the alleged infringer. In this embodiment, said platform includes a means of providing a list of possible traffic infringement notices, based on the type of traffic infringement said to have been committed by the alleged infringer.
In an embodiment of the invention, the infringement notification platform further includes a means of enabling an authorized person and an alleged infringer to confirm and validate the contents of the digital traffic infringement notice once it has been issued to the alleged infringer.
In this embodiment of the invention, the infringement notification platform is operable to send a notification to an alleged infringer and the relevant traffic department of the issuance of the digital traffic infringement notice, via electronic means.
In an embodiment of the invention, the infringement notification platform includes one or more of the following components: a user management module, a barcode scanning module, an infringement notice module, and/or an infringement notice notification module.
In this embodiment of the invention, the user management module includes a user account, a pin number, a name, and information relating to an identity of each of a plurality of authorized persons. In this embodiment, the user management module is operable to receive required user information from a user.
In this embodiment of the invention, the barcode scanning module enables the scanning of the infringer’s driver’s license or identity document and the motor vehicle license disk to obtain the information of the infringer and the motor vehicle and provides the information to the user.
In this embodiment of the invention, the infringement notice module is operable to issue and store one or more digital traffic infringement notices including the following: a serial number assigned to each notice, the full name of the infringer, the motor vehicle details, details of the alleged infringement, the time of issuing the infringement notice, the total amount payable, and the like.
In this embodiment of the invention, the infringement notice notification module is operable to notify the infringer and the traffic department when a digital traffic infringement notice has been issued.
In another embodiment, said management system is provided in the form of an accident report management system operable to be used if an accident has occurred on the road, that a detailed report can then be captured and uploaded to the platform and pictures taken of the accident can be attached and submitted with the report.
According to a second aspect of the invention, there is provided a method for of electronically managing energy transmission, said method includes one or more of the following steps being performed by an energy trading platform: receiving from one or more of a multitude of users, the user’s account number and pin number; scanning a infringer’s driver’s license or identity document to obtain the infringer’s personal details; scanning the motor vehicle’s license disk to obtain the motor vehicle details; issuing a digital traffic infringement notice to an infringer; notifying the infringer and the traffic department of the digital traffic infringement notice being issued.
BRIEF DESCRIPTION OF THE DRAWINGS
These and other features of this invention will become apparent from the following description of one example described with reference to the accompanying drawings in which:
Figure 1 shows a digital traffic infringement notice system, in accordance with a first aspect of the invention; and
Figure 2 shows a computer within which a set of instructions, for causing the computer to perform any one or more of the methodologies described herein may be executed; and
Figure 3 shows a method of digitally managing traffic infringement notices in accordance with the second aspect of the invention.
DETAILED DESCRIPTION OF THE DRAWINGS
The following description of the invention is provided as an enabling teaching of the invention. Those skilled in the relevant art will recognise that many changes can be made to the embodiment described, while still attaining the beneficial results of the present invention. It will also be apparent that some of the desired benefits of the present invention can be attained by selecting some of the features of the present invention without utilising other features. Accordingly, those skilled in the art will recognise that modifications and adaptions to the present invention are possible and can even be desirable in certain circumstances and are a part of the present invention. Thus, the following description is provided as illustrative of the principles of the present invention and limitation thereof.
In Figure 1 , a digital traffic infringement notice management system, in the example form of an infringement notification platform, is generally described with reference to numeral 100.
An authorized person (for example, a traffic officer) 40 connects to the infringement notification platform 100 via the internet 104 and inputs their user account details and pin number in order to securely log in to the platform 100.
The infringement notification platform 100 consist of a user management module 106, a barcode scanning module 108, an infringement notice module 1 10, and an infringement notice notification module 112.
The user management module 106 receives the required user information from the authorized person 40 who is a user of the platform 100.
The barcode scanning module 108 scans the driver’s license or identity document of the alleged infringer as well as the license disk of the relevant motor vehicle.
The infringement notice module 1 10 receives the requested information regarding the alleged infringer and the traffic infringement alleged to have been committed from the authorized person 40.
In response, the infringement notice module 110 issues and stores a digital traffic infringement notice based on the information provided, which is subsequently presented to the authorized person 40.
The infringement notice notification module 1 12 then sends a formal electronic notification to the alleged infringer and the relevant traffic department of the issuance of this digital traffic infringement notice.
In Figure 2, a computer within which a set of instructions, for causing the computer to perform any one or more of the methodologies described herein, may be executed. In accordance with embodiments of the invention, the computer is generally described with reference to numeral 200.
In a networked deployment, the computer 200 may operate in the capacity of a server or a client machine in server-client network environment, or as a peer machine in a peer-to- peer (or distributed) network environment. The computer 200 may be a personal computer (PC), a tablet PC, a set-top box (STB), a Personal Digital Assistant (PDA), a cellular telephone, a web appliance, a network router, switch or bridge, or any computer 200 capable of executing a set of instructions (sequential or otherwise) that specify actions to be taken by that computer 200. Further, while only a single computer 200 is illustrated, the term "computer" shall also be taken to include any collection of computers that individually or jointly execute a set (or multiple sets) of instructions to perform any one or more of the methodologies discussed herein.
The example computer system 200 includes a processor 202 (e.g., a central processing unit (CPU), a graphics processing unit (GPU) or both, a main memory 204 and a static memory 206, which communicate with each other via a bus 208. The computer 200 may further include a video display unit 210 (e.g., a liquid crystal display (LCD)). The computer 200 also includes an alphanumeric input device 212 (e.g., a keyboard), a user interface
(Ul) navigation device 214 (e.g., a mouse), a disk drive unit 216, a signal generation device 218 (e.g., a speaker) and a network interface device 220.
The disk drive unit 216 includes a computer-readable medium 222 on which is stored one or more sets of instructions and data structures (e.g., software 224) embodying or utilizing any one or more of the methodologies or functions described herein. The software 224 may also reside, completely or at least partially, within the main memory 204 and/or within the processor during execution thereof by the computer system 200, the main memory and the processor also constituting computer-readable media. To this end, for clarity, please note that where the software 224 is not located in the main memory 204 and/or within the processor during execution thereof by the computer system 200, it will be located in a cloud-based or remote storage location and may be executed directly from there.
The software 224 may further be transmitted or received over a network 226 via the network interface device 220 utilizing any one of several well-known transfer protocols (e.g., HTTP, FTP).
While the computer-readable medium 222 is shown in an example embodiment to be a single medium, the term "computer-readable medium" should be taken to include a single medium or multiple media (e.g., a centralized or distributed database, and/or associated caches and servers) that store the one or more sets of instructions. The term "computer- readable medium" shall also be taken to include any medium that is capable of storing, encoding or carrying a set of instructions for execution by the computer 200 and that cause the computer 200 to perform any one or more of the methodologies of the present embodiments, or that is capable of storing, encoding or carrying data structures utilized by or associated with such a set of instructions. The term "computer-readable medium" shall accordingly be taken to include, but not be limited to, solid-state memories and optical and magnetic media as well as cloud storage options (such as Amazon Webservices ™, Microsoft Azure ™, and the like)
In Figure 3, a method of digitally managing traffic infringement notices is generally described with reference to numeral 300.
At 302, the method 300 includes the step of receiving user account details and pin number from an authorized person in order to register and/or log onto the platform.
At 304, the method 300 includes the step of scanning the barcode of an alleged infringer’s driver’s license and/or identity document.
At 306, the method 300 includes the step of scanning the barcode of the relevant motor vehicle’s license disk.
At 308, the method 300 includes the step of issuing a digital traffic infringement notice to the alleged infringer.
At 310, the method 300 includes the step of the confirming and validating the digital traffic infringement notice which has been issued, through receipt of a signature from the authorized person and the alleged infringer.
At 312, the method 300 includes the step of sending a notification to the alleged infringer and the relevant traffic department of the digital infringement notice that has been issued.
Claims
1 . A traffic infringement notice management system, said management system including: a means of issuing one or more digital traffic infringement notices to one or more alleged infringers, using electronic means.
2. A traffic infringement notice management system as claimed in claim 1 , wherein the traffic infringement notice management system is provided in the example form of an official traffic infringement notice issuance system, operable to enable one or more authorized persons to officially issue one or more traffic infringement notices to persons who have allegedly committed traffic violations.
3. A traffic infringement notice management system as claimed in any of claims 1 or claim 2, wherein the system is provided in the example form of an infringement notification platform, said platform including one or more of the following: a user interface, a means of scanning the barcode of an alleged infringer’s driver’s license or identity document, a means of scanning the barcode of an alleged infringer’s motor vehicle license disk, a means of digitally issuing an infringement notice to an alleged infringer, and a means of formally notifying the infringer and the relevant traffic department of the issuance of the notice, using electronic means.
4. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notification platform is operable to enable an authorized person to create a user profile.

A traffic infringement notice management system as claimed in claim 4, wherein the infringement notification platform is operable to enable the user profile of said authorized person to be authenticated by the relevant authorities to enable said authorized person to issue one or more digital traffic infringement notices.
6. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notification platform includes a means for one or more authorized persons to manually input relevant details to the platform, including
information regarding an infringement which has allegedly been committed and information regarding an alleged infringer. A traffic infringement notice management system in any of the preceding claims, wherein said relevant information may include one or more of the following: full names of the alleged infringer, current residential address of the alleged infringer, contact details of an alleged infringer, vehicle license details of a relevant motor vehicle, and driver’s license details of the alleged infringer. A traffic infringement notice management system in any of the preceding claims, wherein the infringement notification platform is operable to enable an authorized person to select one of a variety of possible types of traffic infringement types, based on the infringement alleged to have been committed. A traffic infringement notice management system in any of the preceding claims, wherein said platform is operable to enable an authorized person to select one of a variety of possible traffic infringement notice types, based on the type of traffic infringement alleged to have been committed. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notification platform further includes a means of enabling an authorized person and an alleged infringer to confirm and validate the contents of the digital traffic infringement notice once it has been issued to the alleged infringer. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notification platform is operable to send a notification to an alleged infringer and the relevant traffic department of the issuance of the digital traffic infringement notice, via electronic means. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notification platform includes one or more of the following components: a user management module, a barcode scanning module,
an infringement notice module, and an infringement notice notification module. A traffic infringement notice management system as claimed in claim 12, wherein the user management module includes a user account, a pin number, a name, and information relating to an identity of each of a plurality of authorized persons. A traffic infringement management system as claimed in any of claims 12 or 13, wherein the user management module is operable to receive required user information from a user. A traffic infringement notice management system as claimed in claim 12, wherein the barcode scanning module enables the scanning of an alleged infringer’s driver’s license or identity document and a motor vehicle license disk of the alleged infringer to obtain required personal information and provide the required personal information to the authorized user, in use. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notice module is operable to issue and store one or more digital traffic infringement notices including one or more of the following personal information: a serial number assigned to each notice, the full name of the infringer, the motor vehicle details, details of the alleged infringement, the time of issuing the infringement notice, the total amount payable, and the like. A traffic infringement notice management system as claimed in any of the preceding claims, wherein the infringement notice notification module is operable to notify the infringer and the traffic department when a digital traffic infringement notice has been issued. A traffic infringement notice management system as claimed in any of the preceding claims, wherein said management system is provided in the example form of an accident report management platform configured for use when a road accident has occurred.
A traffic infringement notice management system as claimed in claim 18, wherein the accident report management platform is operable to generate a detailed road accident report, upload the report and any pictures of the incident to the platform and submit same with the report. A method of managing traffic infringement notices, said method including one or more of the following steps, as being performed by the management system: receiving an account number and a pin number from a user; scanning an alleged infringer’s driver’s license or identity document to obtain required personal information of the alleged infringer; scanning a motor vehicle’s license disk to obtain motor vehicle details; issuing a digital traffic infringement notice to an infringer using the personal infringer and motor vehicle information obtained; and notifying the infringer and the traffic department of the digital traffic infringement notice being issued.
