  1.  ある区域の住民全員を対象とする安否確認を実施する確認手段と、
     前記安否確認に対する応答を受信する受信手段と、
     前記安否確認に対して応答した住民の位置情報を取得する取得手段と、
     前記住民の位置情報を用いて、前記区域において、前記安否確認に対する応答が相対的に少ないエリアを判定する判定手段と、
     前記安否確認に対する応答が相対的に少ない前記エリアについての判定結果を出力する出力手段と
    を備えた防災支援装置。
