Description

CHEQUE REPORTING SYSTEM
Field of Invention
The present invention relates to a cheque reporting system developed to enable a person receiving a cheque for goods/services, i.e. the cheque holder, to see the validity of the respective cheque and any previous cheque payment information of the drawer writing the cheque, who may be a real person or a legal entity, and accordingly, to decide in accepting or rejecting the same based on the report.
The present invention more particularly relates to a cheque reporting system, enabling a cheque holder to become a member of the cheque reporting system according to the present invention using the branch of a bank, a call center or an electronic membership system, and once the membership application procedure is completed, to retrieve the past cheque payment information (performance) of a target cheque drawer by means of a detailed report received via SMS, a mobile application, internet or a similar channel to let the cheque holder make a decision in accepting or rejecting a cheque based on this report.
Prior Art
Credit cards, cheques, and similar payment means and methods are widely used nowadays, such that many real persons and legal entities write cheques to the sellers for the goods or services they purchase in their trade relations. Particularly the credit cards and cheques providing installment or future payment options have become the first choice of the companies and persons in place of cash payments. When a person requests a cheque book from a bank, the bank opens a cheque account associated with the cheque book on condition that some documents are provided and legal obligations are fulfilled by the person, so that the person can write a cheque or cheques within trade relations in order to make the payment in installments.
However, the frequent occurrence of dishonored cheques, bonds, etc. gives place to a lack of confidence particularly for the cheque holders. In order to retrieve the status of a cheque, the person receiving the cheque (i.e. the cheque holder) has to personally visit a bank within the working hours in order to have retrieved the cheque status and the past cheque payment information of the drawer of the cheque using information such as the cheque number, name of the drawer, etc.. This both increases the work burden of the branches of the banks and occupies the time of the cheque holders, thereby leading to a loss of workforce. Additionally, cheque status enquiries conducted at the branches of the banks take considerable time, wherein, in some cases, a branch fails to conduct the enquiry and comes to a position to gather information from other banks. This causes a considerable loss of time both for the bank staff and the person receiving the cheque. Additionally, considering that a vendor working with cheques only visits the bank for each received cheque, the need becomes obvious for the cheque reporting system according to the present invention.
With an amendment made in the Cheques Law, the imprisonment penalty which had been imposed on those who drew dishonored cheques until that time has been abolished as from 3 February 2012. Considering that cheques are widely used within the commercial activities in Turkey, this amendment concerns a considerable population. Together with the installment transactions currently applicable on the markets, payment by cheque constitutes a credit transaction between the drawer and the holder. Similar to the relation between the banks and the loan customers, the novel approach brought with the law referred to above assumes that a loan or credit relationship is present between the holder and the drawer of the cheque and that the holder accepts risk on the drawer upon accepting the cheque. In order for the cheques to still remain as a common payment instrument within this legal structure, such provisions should be arranged which would prevent the holders from damages just as the drawers are prevented therefrom. This, in turn, can only be achieved by establishing an information exchange system by which a cheque holder can make a correct decision in accepting or refusing a cheque.
Although no similar patent application disclosing the cheque reporting system according to the present invention could be found in a patent search, the patent application US 2007/0295803 A1 relates to a system and method used for money or value transfer. According to that patent application, various means such as stationary or mobile phones, wired or wireless communication means, stationary or portable computers, distributors or banks can be used for money or value transfer. A value which is transferred can be directly converted into cash and used for shopping globally.
The European Patent Application EP1437668B1 , in turn, relates to a method for conducting a cashless payment of goods or services using a mobile radio terminal. That application relates to a cashless payment method using a mobile radio terminal, the method being independent from network distributors, mobile phone and SIM card producers, wherein different purchase types can be conducted by a single control approach and high security is provided against manipulation and unauthorized use, wherein a data set which serves as a basic registration, identifies the mobile radio terminal and comprises user information is generated, encrypted, and stored in the central computer unit and mobile radio terminal, wherein when a transaction ID is retrieved, this basic registration of the mobile radio terminal is transmitted to the central computer unit and compared to the data stored thereon and authenticated, wherein the service provider/goods supplier transmits the transaction ID together with the transaction information to the central computer unit, wherein a user-side confirmation is obtained from the central computer unit, a transmission takes place to a central computer unit which handles the payment, and wherein the purchase confirmation is transmitted via the central computer unit.
The patent application 2011/04343 registered at the Turkish Patent Office, in turn, relates to a local payment system. That system is a payment system, which does not require a remote computer connection and thus conducts the transactions more rapidly, is designed in a workplace-specific fashion, and comprises a shopping card provided with user information. The payment system is characterized by comprising a payment collection terminal capable to conduct payment collection transactions based on the price of a product or service, to retrieve balance information, and to open new accounts without requiring online connection, and a server which is in communication with new shopping card producing devices by external retrieval and backs up shopping card and balance information.
Object of Invention
The main object of the present invention is to develop a cheque reporting system, enabling a cheque holder to become a member of the system using the branch of a bank, a call center or an electronic membership system, and once the membership application procedure is completed, to retrieve the past cheque payment information (performance) of a target cheque drawer by means of a detailed report received via SMS or a web address on the internet to let the cheque holder make a decision in accepting or rejecting the cheque based on this report.
Another object of the present invention is to enable a cheque holder to retrieve the past cheque payment information of the respective cheque drawer by means of a detailed report to be received via SMS or via internet without having to personally visit a bank within the working hours, and thus to reduce the number of persons visiting the banks and to prevent losses in time and workforce.
A further object of the present invention is to enhance the reliability of payment by cheques and to minimize the occurrence of dishonored cheques by enabling a cheque holder to retrieve the past cheque payment information of the respective cheque drawer and to easily make a decision in accepting or rejecting the cheque.
A further object of the present invention is to include the payment information of the cheques issued by all banks operating in Turkey in the cheque report presented to the retrieving person by the system according to the present invention. Indeed, the cheque reports which have been issued by the banks so far contained information about unpaid cheques only, whereas the system according to the present invention provides information both on paid and unpaid cheques. This reveals the cheque payment performance of cheque drawers in an clear manner and allows the cheque holder to get a clear idea on accepting or refusing the respective cheque.
A further object of the present invention is to provide the ability to confirm the accuracy of the information included in the cheque report by clicking a "cheque report confirmation" button on the respective website to avoid any hesitation and confirm the accuracy of the cheque report. Since the cheque reports can be delivered by the banks only to the account holder or to the third parties under the consent of the report holder as required by the relevant provisions of the Banking Law, the cheque holder can receive the report from the account holder only. By virtue of the ability to confirm the cheque report, it is ensured that the cheque holder can confirm the accuracy of the information provided on the report by entering the reference number of the respective cheque to the respective website.
A further object of the present invention is to easily implement the procedure to become a member of the cheque reporting system according to the present invention using branches of the banks, call centers, and electronic membership systems for personal members. Credits are loaded to the credit cards introduced to the system during the membership application procedure such that the fees required for the cheque reports are deducted from this credit balance. Additionally, the identifications of both the drawer and the holder of the cheque are confirmed by at least two sources (the respective bank and the General Directorate of Civil Registration and Nationality of the Ministry of the Interior of the Republic of Turkey) during this procedure.

Detailed Description of Invention
The present invention relates to a cheque reporting system, enabling a cheque holder to become a member of the system using the branch of a bank, a call center or an electronic membership system, and once the membership application procedure is completed, to retrieve the past cheque payment information (performance) of a target cheque drawer by means of a detailed report received via SMS/MMS or via internet to let the cheque holder make a decision in accepting or rejecting the cheque based on this report.
By virtue of the system developed according to the present invention, personal users are enabled to become a member of the system via a website of the respective intermediary firm without having to personally visit the respective bank. Membership applications of corporate members are similarly made through the respective website and a printout of the membership form is printed afterwards. The printout of the membership form is confirmed by the branches of the banks or by the chambers of commerce and the membership is activated accordingly.
A defined amount of fee is paid for the reports, wherein this fee is either paid by a credit card which is introduced to the system during the membership application, or is deducted from a sum as reports are requested provided that a defined amount (e.g. 250 TRL) is loaded to the credit card.
The person or corporation retrieving the cheque report in the system pays money. A corporation or person who is retrieved does not make any payment. The fees of the permission (confirmation) SMS messages given by a person who is retrieved is likewise paid by the retrieving person or corporation.
Reports are requested via SMS messages as following.
A member who is requesting his/her own report sends an SMS message in the form of "my cheque - my risk".
An SMS message in the form of "cheque - risk" is sent for requesting the reports of third parties.
The relevant message forms (requests for own-cheque reports or for third-party cheque reports) are shown in the table below.

A person or corporation to request a report by means of the cheque reporting system according to the present invention has to be a member of the system. A person whose report is requested may not be a member of the system. If the entity whose report is requested is a legal entity, however, it has to become a member of the system.
The explanation of abbreviations used in the description below are as following.
BIN: Bank Identification Number (first 6 digits of the card number. It determines the bank to which the card belongs) OTP: One Time Password

The cheque report comprises the payment information on the cheques given by all banks operating in Turkey, wherein the cheque report generated by the system according to the present invention comprises all cheque information of the respective person within the banking system. Indeed, the cheque reports which have been issued by the banks until today contained information on unpaid cheques only, but the system according to the present invention provides information both on paid and unpaid cheques. In this context, the cheque report issued by the system according to the present invention comprises the following information:
Cheque Index: Cheque payment index is a graphical risk indicator for the market which summarizes the reliability of the cheque drawer. The cheque payment index ranging from 0 to 1000 provides a ranking. Using a simplified graphic, the status or position of the relevant drawer is clearly shown in comparison to other drawers.
The banks at which the customer has cheque accounts: The number of banks which accepted to give cheque books to the customer and the scales of these banks give a hint on the credibility of the account holder before the banks. The number of the banks further indicates the capability of the account holder to generate alternatives.
The number of cheques presented as from 2007: It is highly important in terms of showing the cheque payment volume of the account holder.
Number and amount of cheques paid at sight: The number and the monetary amount of cheques paid upon presentation provide an indicator of the cheque payment Volume and give the opportunity to calculate the average paid cheque amount by dividing the monetary amount to the number of cheques. In this way, the compliance of the account holder of the cheque to be accepted to the general average cheque payment trend can be seen. For instance, if a person who has an calculated average cheque amount of 1.000 TRL proposes to give a cheque with a monetary amount of 100.000 TRL, it might be decided whether further search should be made on taking this risk or not.
The number and monetary amount of dishonored cheques as from 2009, which are still unpaid: The most important component in terms of the payment performance of the account holder is this section which indicates whether or not the account holder has had any previous dishonored cheque(s), and if yes, the number and total monetary amount thereof. It is obvious that a decision requires a detailed analysis for accepting a cheque of a person who drew a dishonored cheque in the past. While this analysis is made, additional features shall also be taken into account, which are to be extracted from the cheque report, such as the date and monetary amount of dishonored cheque(s) and whether it was/were paid afterwards or not, the proportion of the dishonored cheque(s) to the paid cheque(s) in terms of number and monetary amount, the proximity in time of the date of the dishonored cheque to the date of the report and the presence of any problematic payments thereafter.
The number and monetary amount of dishonored cheques as from 2009, which were paid afterwards: The information whether or not a dishonored cheque was paid afterwards is as much important as the information whether or not a dishonored cheque is present. The decision to be made when a dishonored cheque is still unpaid and the decision to be made and the risk to be taken if the dishonored cheque is paid afterwards might be different. This may vary according to the sense of risk of the holder to make the decision for accepting such a cheque.
• The date of the first cheque presented: It is highly important in terms of indicating since when the account holder has drawn cheques. Since the system comprises cheques paid as from 2007, the earliest date will be 02.01.2007. This item in the report provides information whether or not the report owner had also used any cheques prior to this date.
The date of the first cheque dishonored upon presentation: This provides information on when the problem started for the account holder who drew the dishonored cheque. The proximity in time of the dates of the first cheque presented, the first cheque dishonored, and the date of the report will provide a significant indicator for the holder of the cheque on the probability that the cheque may not be paid.
The date of the last cheque dishonored upon presentation: This provides information on whether or not the account holder who drew the dishonored cheque is still problematic. Together with the previous section, this is important in terms of providing information on when the payment problem of the account holder started if this problem still exists; or if not, meaning that if no dishonored cheques were drawn by the account holder for a reasonable time period, the time interval during which this problem existed. The date of the last cheque paid upon presentation: Having a history of dishonored cheques or not, this provides important information on the payments of the account holder and whether or not the business operations of the account holder are still in progress.
Number and monetary amount of paid cheques within the last 1 month, 3 months, and 12 months: This section gives important information about the business volume by cheques and the progress of the payment performance of the account holder. The average paid cheque amount is calculated by dividing the monetary amount to the number of cheques so that the progress thereof can be viewed and a comparison can be made in terms of a cheque to be accepted.
Number and monetary amount of dishonored cheques within the last 1 month, 3 months, and 12 months: This provides information on the progression of dishonored cheques based on periods and accordingly on the course of the problem. This further provides important hints on the average of the dishonored cheques and the period-based progression thereof.
List of the dishonored cheques which is limited to 50: In this section, the number of cheques is limited to 50. At the first place, if present, the dishonored cheques are shown which are still unpaid. The main function of this section is to indicate the bank to which it should be applied to in case the account holder raises an objection in that the payment of the cheque is made.
The cheque report comprises information on the cheques as from 2007 which are paid on the date of presentation and the dishonored cheques as from 2009 which are reported by the banks to the intermediaries. The cheque report may be taken by the account holder (i.e. the drawer of the cheque) by personally applying to the banks. The report is issued automatically and instantaneously, wherein the applicant does not have to wait or to revisit the bank to take the report. The bank receives the report online from the system generated by the intermediary and signs the report to hand it to the account holder.
The intermediary requests a defined fee per report from the bank which is to issue the report, whereas the banks providing this service determine their own fees to accept an application of and deliver the report to the account holder. In this context, the fees requested may differ among the banks. Since there is no requirement to be a customer of a bank to take a cheque report from that bank, it will be possible to take the cheque report from the bank which gives the most competitive price.
Since the intermediary includes the information gathered from the banks directly to the report without making any changes, it is not a party to an objection raised against the report. Any objection against the information comprised in a report may be made
• to any bank at which the account holder has a cheque account for the cheques which are paid, and
• to the relevant bank indicated in the report for the dishonored cheques.
Figure 1 is a flow algorithm of a cheque retrieval procedure via SMS implemented by the system according to the present invention. The retrieval procedure is conducted as follows. The holder of the cheque writes an SMS message comprising information to be retrieved, such as the cheque drawer's ID#/TAX#, cheque #, bank code. The SMS message is sent to an SMS number (short code number) which is selected by the cheque holder (2). The intermediary checks that if the phone number by which the message is sent is registered to the system (3). If the output of this checking procedure is "no", an error message is sent to the cheque holder (6). If the output of this checking procedure is "yes", the intermediary accepts the message, and parses and interprets it (4). If a syntax error occurs during the interpretation of the message (5), an error message is sent to the cheque holder (6). If no syntax error takes occurs, information about the "ID#/TAX#-based birth date/establishment date" is retrieved from the ISS/the Ministry of Finance (7) and matched by the intermediary (11). If the output of this matching procedure is negative, an error message is sent by the intermediary to the cheque holder (12).
If the cheque holder (applicant) and the report owner are different persons, the intermediary makes an query in the next step, wherein the mobile phone number, if available in the cheque retrieval system is used, or if the phone number is unavailable, the mobile phone number received from the bank is used (15). An SMS message is sent by the intermediary to the respective mobile phone number of the drawer of the cheque and the drawer is asked to confirm the cheque report request (16). This SMS message has the following form: Dear X.., a cheque report is requested by Y.. INC. for your cheque number 123... For confirmation, please reply the message by writing your "CONFIRMATION REFERENCE NO AND DATE OF BIRTH/DATE OF ESTABLISHMENT". It is queried by the drawer of the cheque whether or not the respective SMS message is confirmed (17). If the output of this query is "YES", a short report is issued by the intermediary and transmitted to the holder of the cheque by means of an SMS message (20). Further, a detailed report can be taken from the website of the intermediary using a "Reference No" which is to be generated. The short report and the reference number are transmitted to the cheque holder by separate SMS messages (21). Additionally, a copy of these message are sent by the intermediary to the drawer of the cheque via SMS (22). If the applicant and the report owner are the same persons, these steps are not implemented.
Legal entities and real persons can become a member of the cheque reporting system according to the present invention by filling an application form via the website of the respective intermediary. However, in order to activate their membership in the system, legal entities should make a printout of the application form and submit the form for approval to the branches of the banks or to the trade chambers.
Figure 2 is a flow algorithm of a membership application system implemented via the chambers of trade and industry or via the banks (A). Firms with a legal entity can become a member of the system according to the present invention via the chambers of trade and industry or by applying to the branches of the banks. The branch of a bank enters the website of the respective intermediary and fills an application form, makes a printout of the form and lets it signed by the authorized persons of the firm (23). A signature authority document, copies of identity of the authorized persons and a commitment letter are annexed to the application form (26). The checking procedure of the form, the signature and of the authority is performed by the respective chamber of trade and industry or by the bank (24). The application is retrieved at the system by the bank or the chamber of trade (27). Confirmation is given by the branch of the bank via the system that the application is valid and the documents are complete (28). Complete applications are confirmed and the status thereof are updated by the membership system according to the present invention of the intermediary (29). A confirmation message in the form of an SMS message is sent from the membership system to the mobile phone of the authorized person of the firm (30). The user of the firm then logs in to the membership system according to the present invention of the intermediary via the corporate internet branch (website) (31). Figure 3 is a flow algorithm of a membership application system implemented via call centers (B). Upon calling the call center, the authorized person of the firm gains access to a welcome menu (32). The person depresses the relevant keys under the guidance of the welcome menu to get information on or conduct membership procedures (33), financial transactions (34), report procedures (35) or other transactions (36). Under the membership procedures (33) menu, the person can conduct membership application (33.1) and blocked membership activation (33.2) as well as other procedures (33.4), or may return to the main menu (33.3).
In order to apply for membership (33.1), data such as the ID number, date of birth, identity serial number are entered to the system and are submitted to ISS check by the system of the intermediary. After the identity data are verified, the person is asked to enter the first 6 digits and last 4 digits of a bank card or credit card. All data entered to the system and the calling number are transmitted to the system of the intermediary, as well as the bank and the service status are determined. Contact information are received from the bank and the phone number making the call and the phone number taken from the bank are compared. If the numbers are "identical", the membership procedure is completed. An OTP message is sent to the respective mobile phone stating that the membership is confirmed. If the numbers are "different", an OTP is sent to the phone number received from the bank. The OTP that is entered is transmitted to the membership system of the intermediary, the OTP is verified and the membership procedure is completed successively at the system.
Then, the bank card or credit card information to make the payment required for the cheque report is introduced to the system and the amount of credit to be purchased is entered to the system. All data are transmitted to the membership system, a virtual pos moto confirmation is made and the procedure is completed. If the data entered during the procedure are incorrect, the applying person is returned to the main menu by the system.
Under the financial transactions (34), in turn, procedures such as loading credits (34.1), introducing credit cards (34.2), querying a balance (34.3) are conducted. After these procedures are conducted, it may be returned to the main menu (34.4).
Objection procedures (35.1) can be made under the report procedures (35) menu. In such a case, however, the calling person is advised by the system to apply to the bank indicated in the detail of the report for the objections to be raised in relation to the cheque report. Here, the objections can be made only in relation to the cheque report.
Figure 4 is a flow algorithm of an electronic membership system for personal members (C). A customer who wants to become a member starts the step to become a personal member (37) and fills an application form (38) via the website of the intermediary. The domain name of the relevant website should be certificated by EV SSL. Information such as the "ID number, Name & Surname, Contact Phone Number, Father's Name, Birth of Date, Mail Address, Card Number" etc. are filled by the customer to the application form (38). The membership system queries if the customer is an existing member (39). If the customer is an existing member, the procedure is terminated and the procedure selection menu is opened (forgotten password etc.) (40). If the customer is not an existing member, the basic identity information is matched with the ISS (41) and it is queried if the matching is successful or not (42). If the matching is not successful, the procedure is terminated (43). It is queried if the log-in was successful or not (45) and if it is unsuccessful, the procedure is terminated (46). If the log-in is successful, security checks are initiated via the bank (47). Information such as the ID number, card information (first 6 digits and last 4 digits), mail address, password, name and surname, OTP are checked. The bank is determined via the BIN (48). The bank transmits identity and communication information for the respective card number and identity number (49). An OTP is sent by the membership system to the user (50). The OTP log-in menu is opened and the last 2 digits and the area code of the mobile phone are shown on the display (51). The OTP is entered to the menu (52). The OTP is verified (53). If it is not correct, the procedure is terminated (54). If it is correct, a message is given stating that the procedure is successful and it is switched to the PIN screen (55). The ID number and the first password are entered for the first PIN (56). The first password is standard.
It is queried if it was logged in successfully (57); if the output of the query is unsuccessful, no permission is given to log in and the procedure is terminated (58). If the log-in is successful, an OTP is generated and it is sent to the mobile phone number which was introduced to the system during the membership application procedure (59). The customer enters the OTP (60). The OTP is verified (61). If the OTP is not correct, the procedure is terminated (62). If the OTP is correct, it is asked to change the password which was entered during the first PIN (63). The new password is entered (64). Selectable images are shown (65). An image is selected from the list (66). Finally, the main menu (67) is opened and the membership application is completed. It is possible to deliver a cheque report to third parties electronically under consent.
On each report issued for the cheque drawer is provided a reference number generated specifically for that report, the identity number of the report owner, and the date of the report. Additionally, each information provided on the report is accompanied by codes beside the field names.
Any cheque report generated is stored with its entire content in a database by the intermediary. As a result of entering information via the respective website, the information for a previously- generated report can be retrieved. Some of the information included in the report are displayed together with their codes and contents so that the report is confirmed by comparing the information on the report held by the cheque holder to the information displayed. It can further be checked that if the report for which the reference number is entered was actually generated for the identity number entered as the report owner, and that if there was generated a report at the specified date. Furthermore, if there are fields on the report which are to be specially confirmed, three of these fields can be selected and confirmed accordingly. A total of 15 fields, including the fields selected by the user, are randomly displayed together with their symbols.

Claims

1. A cheque reporting system developed to enable a cheque holder to retrieve the past cheque payment information of a cheque drawer and make a decision in accepting or refusing a cheque accordingly, characterized in that
- the cheque drawer, who is a real person or a legal entity, becomes a member of the cheque reporting system by means of a membership application system implemented via the chambers of trade and industry or via the banks (A), by means of a membership application system implemented via call centers (B), or by means of an electronic membership system (C),
- the cheque holder receives a cheque report comprising the past cheque payment information and performance of the cheque drawer in the form of a short message via SMS sent by an intermediary upon a confirmation message (SMS) sent by the cheque drawer to the intermediary which confirms the delivery of the cheque report, wherein a reference number of the cheque report is also messaged to the cheque holder via SMS, and
- the cheque holder or the cheque drawer obtains a detailed cheque report of the drawer using the reference number at a website of the intermediary which gathers cheque payment information from the banks.
2. The cheque reporting system according to claim 1 , characterized in that a "confirm cheque report" button is clicked on the website in the form of a web-based application of the intermediary and the reference number of the cheque report is entered, such that the accuracy of the information provided on the report is verified.
3. The cheque reporting system according to claim 1 , characterized in that credit is loaded from a bank card or a credit card introduced to the system during the membership application procedure, such that the required fees for the cheque report is deducted from this credit balance.
4. The cheque reporting system according to claim 1 , characterized in that the cheque report comprises information on
- the banks at which the customer has cheque accounts, - the number of cheques presented as from 2007,
- the number and monetary amount of cheques paid upon presentation,
- the number and monetary amount of dishonored cheques as from 2009, which are still unpaid,
- the number and monetary amount of dishonored cheques as from 2009, which were paid afterwards,
- the date of the first cheque presented,
- the date of the first cheque dishonored upon presentation,
- the date of the last cheque dishonored upon presentation,
- the date of the last cheque paid upon presentation,
- the number and monetary amount of paid cheques within the last 1 month, 3 months, and 12 months,
- the number and monetary amount of dishonored cheques within the last 1 month, 3 months, and 12 months, and
- a list of the dishonored cheques which is limited to 50 cheques.
5. The cheque reporting system according to claim 1 , characterized in that the cheque retrieval procedure via SMS comprises the following procedural steps, wherein
- the person requesting a report sends a cheque report request (message) to an announced SMS number (1), wherein the message comprises information in the form of messages announced at the website of the respective intermediary (2),
- the message sent by the report owner is parsed and interpreted by the intermediary (3), and it is queried if there is an interpretation-related problem (4),
- if the output of the query is "yes", an error message is sent to the report owner (5),
- if the output of the query is "no", it is checked by the intermediary if the GSM number and the ID number of the person requesting the report are matching (6),
- if the output is "no" after the matching of information is queried (7), an error message is sent to the report owner (8),
- if the output is "yes" and if the report owner and the applying person are the same, an abstract of the cheque report is sent to the report owner via SMS, as well as a reference number is sent to the report owner (10) via SMS to provide access to a detailed report via the website of the intermediary, - if the output is "yes" and if the report owner and the applying person are different, the contact information of the person is obtained via the reference bank indicated in the content of the SMS message and an SMS message is sent to obtain confirmation from the person, additionally the ID# TAX# are obtained and identity matching is conducted via ISS/Ministry of Finance, whereas if the output is "no", a message is sent by the intermediary to the phone number received from the bank and confirmation is requested (11),
- the report owner replies the message by writing the "Approval Reference Number and Date of Birth/Date of Establishment" (12), the intermediary queries if a matching reply is received (13), and if a matching reply is received, an abstract of the cheque report is sent to the report owner via SMS, as well as a reference number is sent to provide access to a detailed report at the website of the intermediary (14),
- if the output of the query is "no", an informative message is sent by the intermediary to the report owner at the end of a waiting period (15) and the area code and the last two digits of the GSM number received from the bank are shown in the respective message (16),
- in case it is requested to send the report further to a third party, the respective reference number is sent also to the third party via a separate SMS message (21 , 22).
6. The cheque reporting system according to claim 1 , characterized in that the membership application system implemented via chambers of trade and industry or via banks (A) comprises the following procedural steps, wherein
- the respective branch of a bank enters the website of the intermediary and fills an application form, makes a printout of the form and lets it signed by the authorized persons of the firm (23), and at the same time, the firm enters the website of the intermediary and fills an application form, makes a printout of this form and lets it signed by the authorized persons of the firm in line with the signature authority documents (25),
- a signature authority document, copies of identity of the authorized persons and a commitment letter are annexed to the application form (26),
- the checking procedure of the form, the signature and of the authority is performed by the respective chamber of trade and industry (24), - the application is retrieved at the system by the bank (27),
- confirmation is given by the branch of the bank via the system that the application is valid and the documents are complete (28),
- complete applications are confirmed and the status thereof are updated by the membership system of the intermediary (29),
- a confirmation SMS message is sent from the membership system to the mobile phone of the authorized person of the firm (30),
- the user of the firm logs in to the system of the intermediary via the corporate internet branch (website) thereof (31).
7. The cheque reporting system according to claim 1 , characterized in that the membership application system implemented via call centers (B) comprises the following procedural steps, wherein
- access is provided to a welcome menu with the authorized person of the firm calling the call center (32),
- the person depresses the relevant keys under the guidance of the welcome menu to get information on or conduct membership procedures (33), financial transactions (34), report procedures (35) or other transactions (36),
- under the membership procedures (33) menu, the person can conduct membership application (33.1) and blocked membership activation (33.2) as well as other procedures (33.4), or may return to the main menu (33.3).
8. The cheque reporting system according to claim 7, characterized in that to apply for membership (33.1), the data such as the ID number, date of birth, identity serial number are entered to the system and are submitted to ISS check by the system of the intermediary.
9. The cheque reporting system according to claim 7, characterized in that after the identity data are verified, the person is asked to enter the first 6 digits and last 4 digits of a bank card or credit card.
10. The cheque reporting system according to claim 7, characterized in that all data entered to the system and the calling number are transmitted to the system of the intermediary, as well as the bank and the service status are identified, contact information are received from the bank and the phone number making the call and the phone number taken from the bank are compared, if the numbers are "identical" as a result of this comparison, the membership procedure is completed and an OTP message is sent to the respective mobile phone stating that the membership is confirmed.
11. The cheque reporting system according to claim 7, characterized in that if the numbers are "different", an OTP is sent to the phone number received from the bank, the OTP that is entered is transmitted to the membership system of the intermediary, the OTP is verified and the membership procedure is completed successively at the system.
12. The cheque reporting system according to claim 7, characterized in that the bank card or credit card information to make the payment required for the cheque report is introduced to the system and the amount of credit to be purchased is entered to the system.
13. The cheque reporting system according to claim 7, characterized in that all data are transmitted to the membership system, a virtual pos moto confirmation is made and the procedure is completed.
14. The cheque reporting system according to claim 7, characterized in that if the data entered during the procedure are incorrect, the applying person is returned to the main menu by the system.
15. The cheque reporting system according to claim 7, characterized in that under the financial transactions (34) menu, procedures such as loading credits (34.1), introducing credit cards (34.2), querying balances (34.3) are conducted and it is returned to the main menu (34.4) following the completion of such procedures.
16. The cheque reporting system according to claim 7, characterized in that objection procedures (35.1) can be conducted under the report procedures (35) menu, wherein the calling person is advised by the system to apply to the bank indicated in the detail of the report for the objections to be raised in relation to the cheque report.
17. The cheque reporting system according to claim 1 , characterized in that the electronic membership system for personal members (C) comprises the following procedural steps, wherein
- a customer who wants to become a member starts the step to become a personal member (37) and fills an application form (38) via the website of the intermediary,
- the membership system queries if the customer is an existing member (39),
- if the customer is an existing member, the procedure is terminated and it is switched to the procedure selection menu,
- if the customer is not an existing member, the basic identity information is matched with the ISS (41) and it is queried if the matching is successful or not (42),
- if the matching is unsuccessful, the procedure is terminated (43),
- if the matching is successful, an OTP is sent to the e-mail address of the customer and it is asked to enter this OTP to the system (44),
- it is queried if the log-in is successful or not (45) and if it is unsuccessful, the procedure is terminated (46),
- if the log-in is successful, security checks are initiated via the bank (47),
- the bank is identified via the BIN (48),
- the bank transmits identity and communication information for the respective card number and identity number (49),
- an OTP is sent by the membership system to the user (50),
- the OTP log-in menu is opened and the last 2 digits and the area code of the mobile phone are shown on the display (51),
- the OTP is entered to the menu (52),
- the OTP is verified (53),
- if it is not correct, the procedure is terminated (54),
- if it is correct, a message is sent stating that the procedure is successful and it is switched to a PIN screen (55),
- the ID number and the first password are entered for the first PIN (56),
- it is queried if the log-in is successful (57), and if the output of the query is unsuccessful, no permission is given to log in and the procedure is terminated (58), - if the log-in is successful, an OTP is generated and sent to the mobile phone number which was introduced to the system during the membership application procedure (59),
- the customer enters the OTP to the system (60),
- the OTP is verified (61),
- if the OTP is not correct, the procedure is terminated (62),
- if the OTP is correct, it is asked to change the password which was entered during the first PIN (63),
- the new password is entered (64),
- selectable images are shown (65),
- an image is selected from the list (66), and
- finally, the main menu (67) is opened and the membership application is completed.
