Abstract

A base station (2) divides a packet to be transmitted into a plurality of radio transfer blocks. A delivery acknowledgement amount accumulated value indicates an accumulated value of sizes of the radio transfer blocks which have reached a mobile station (3) and for which acknowledgement has been received. According to the delivery acknowledgement amount accumulated value, priority is decided. A radio resource is allocated for a radio transfer block constituting a packet according to the decided priority. By using the allocated radio resource, the radio transfer block is transmitted. Upon normal reception of a radio transfer block from the base station (2), the mobile station (3) transmits a transmission acknowledgement to the base station (2) and reproduces the packet from the radio transfer blocks.
