A method of providing an OMM assessment function of an information technology organization includes defining capability requirements (1520), assessing current capabilities (1540), identifying and resolving gaps (1570) and developing operations maturity blueprints (1580) for the OMM assessment function. A method to estimate the time and cost for providing the OMM assessment function includes obtaining estimating factors (202), obtaining difficulty ratings (204), generating time allocations (216) and generating costs (224).
