A voice control apparatus in a portable terminal and a method thereof are provided to use application programs without the necessity of specially inputting keys or selecting menus by establishing voice commands for a voice recognition function. Under the control of a control part, a voice recognition management part stores a command which indicates the start of a voice function(301). Afterwards, the control part directs the voice recognition management part to check whether the voice function start command is detected among inputted voice signals(305). If the voice function start command is detected through the voice recognition management part, the control part informs the user that the command has been detected(307). Then the control part checks whether the voice recognition management part detects a request to execute an application program(309). If the request is detected, the control part executes the requested application program(311).
