종래의 네트워크 오퍼레이션(Network Operation)은 서비스 제공자(Service provider), DM(Device Management)서버 및 DM(Device Management) 클라이언트로 구성된다. DM(Device Management) 클라이언트인 단말기(Terminal)은 쌍방향 채널(Interactive Channel)을 통해 DM 서버와 접속하여 펌웨어 업데이트 패키지를 수신 하고 단말기에 다운로드 후 다시 DM 서버에 결과를 통보한다. DM 서버는 서비스 제공자(Service provider)로부터 펌웨어 업데이트 패키지를 제공받아 단말기로 전송한다. 이러한 방식은 하나의 단말기에 대해서만 업데이트 패키지를 보낼 수 있었다. 이는 다수 단말기의 동일 펌웨어 업데이트가 필요 시 단말기 수만큼의 쌍방향 채널이 요구됨으로 넓은 대역폭(Bandwith)이 소요되고, 업데이트 패키지를 각 단말기로 전송해야하므로 긴 시간이 소요되는 문제점이 있다.
