PURPOSE:To easily enable a horizontal synchronizing signal to be reproduced at a reception side by superposing the horizontal synchronizing signal and a color burst signal on a part of a blanking period and to obtain a highly FM-improved gain by allocating a remaining horizontal blanking period on the transmission of a data signal. CONSTITUTION:In case of using the 1/2 of all of the horizontal blanking periods for the transmission of a voice data signal and of allocating the remaining 1/2 on the transmission of a synchronizing signal, a voice signal is digitized by a voice encoding circuit 11 and goes to a continuous data signal string at a transmission side, and it is compressed in burst shape at a time base compression circuit 12, and is sent to a multiplexing circuit 13, and multiplexing is applied on every two horizontal blanking periods of an NTSC video signal. At the reception side, a horizontal synchronization reproduction circuit 20, a color subscarrier reproduction circuit 21, and a synchronizing signal insertion circuit 22 reproduce the horizontal synchronizing signal and the color burst signal from an input television signal, and insert them to the horizontal blanking period. Meanwhile, a voice burst signal separation circuit 23 separates a voice burst signal from the input television signal, and returns it to an original continuous data signal string at a time base expanding circuit 24.
