CONSTITUTION:A response signal transmitter 40 is provided on a key 16, and when a receiver 44 of an LAN 26 at a building 10 side receives the response signal, it is decided that a tenant is going to take out the key 16, an operating signal is outputted to display the signal on a display board. Simultaneously, a character is outputted in the form of a voice signal from a loudspeaker 48, and the tenant is cautioned. A solenoid 52 is energized through a driver 58 by the operating signal, and the entrance and exit doors of the building 10 are locked up. Thus, the tenant can not go outside the building 10, and the key 16 can not be taken outside the building 10.
