Abstract

PURPOSE:To prevent deterioration in picture quality by rounding off a coefficient of an orthogonal transform being the result of decoding the orthogonal transform coefficient of a present frame or the coefficient of orthogonal transform of a present frame obtained inter-frame prediction. CONSTITUTION:A picture signal inputted from an input terminal 100 is subject to orthogonal conversion by an orthogonal transform circuit 1 and a difference of an output signal of an inter-frame prediction device 2 is taken by a subtraction circuit 3. A coefficient round-off circuit 5 cuts off part of the coefficient based on mode information generated from a cut-off coefficient discrimination circuit 81. An output signal of the circuit 5 is outputted from an output terminal 200 as a coding picture signal. A cut-off discrimination circuit 81 generates mode information representing which coefficient is to be cut off and outputs the result from an output terminal 210. The coefficient cut-off circuit 6 cuts off the coefficient relating to the cut-off coefficient by the circuit 5 from the output of the inter-frame predicting device 2. The adder 4 adds output signals of the circuits 5, 6, sends the result to the predicting device 2 and the next frame signal is predicted and outputted.
