PURPOSE:To omit an arithmetic part and simplify constitution, and reduce a display device in size by storing information on a reference position and tape amount information proportional to an angle of rotation per specific unit time at every rotational angle position from the reference position, and reading stored information on a rotating body from the reference position at intervals of specific unit time.
