PURPOSE:To improve and ensure the confidentiality for the transmission between two points by using ciphering picture control information to form a ciphering picture at transmission side and ciphering picture control information generated at reception side in a two-way TV picture transmission system. CONSTITUTION:A TV signal inputted to a terminal 1 of a station A is synthesized with a disturbing signal of an FM wave formed at the outside of the TV transmission band from a station B by a synthesis circuit 9 and ciphered. The disturbing signal from the station B is separated from the ciphering picture at a separation circuit 15 and demodulated by a demodulator 13. On the other hand, a signal generated from disturbing signal generating circuit 11 of the station A is frequency-modulated and superimposed on the out-band of the ciphering picture from the synthesizer 9 at the synthesizer 10 and transmitted to the station B together with the ciphering picture.
