PURPOSE:To remove a phosphor film without damaging the inner surface of a glass tube by relatively revolving a sponge-type elastic body in which a liquid is impregnated while pressing it and providing a process that removes the phosphor film. CONSTITUTION:To remove a phosphor film 1 from the inner surface of a tube end 3, the phosphor film 1 at the end 3 is removed by pushing up a sponge 4 in which water is impregnated amply while holding it on a holder 5 and revolving it while biting it into the end 3. Then the sponge 4 and the holder 5 drop to the original position while they are revolving. Since the sponge 4 is an elastic body, it returns to the original shape when it is separated from the end 3. Subsequently, water 7 is jetted from a nozzle 6 on the top of the sponge 4 which falls and the phosphor on the sponge 4 is washed and collected . が飛散し回収できない等の問題があった。
