PURPOSE:To obtain a slow motion picture immediately, by writing 1 field or 1 frame each of an input signal in order in plural memory groups, reading out contents of the memory groups in order repeatedly plural times each in parallel with said write operation, and outputting an image which has expanded a time base. CONSTITUTION:1 field or 1 frame portion each of an input video signal is written in 1 group of plural field memories M1-M120 by a selector 4, and a video signal from the memories M1-M120 is read out to a framing circuit 6 by a selector 5. To these respective selectors 4, 5, a signal from a controlling circuit 9 connected to a slow start button 8 is inputted. Also, before the slow start button 8 is operated, the first image which does not change a time base of the input video signal is outputted, and when it has been operated, the respective contents of the memories M1-M120 are read out in order repeatedly plural times each, and the second image which has been coupled with the first image in the time and has expanded the time base is outputted, so that a slow motion picture can be outputted immediately.
