CONSTITUTION:An operation state monitor circuit 11 collects the state input A of a plant 10 to detect the state of the plant 10 and transmits the state signal S1 to a control circuit 18. A voice generating device 12 receives the control signal S8A from the circuit 18 for each point of operation and produces the message signals for the operation, monitor and recording respectively through a speaker 13. A microphone 14 converts the generated voice into the electric signal, and an instruction which is analyzed and recognized through a voice instruction recognizing circuit 15 is fed to the circuit 18. On the other hand, the operation instruction signal is fed to the circuit 18 via an operation instruction recognizing circuit 17 through a control panel 16 which is operated by an operator.
