PURPOSE:To reduce energy loss in an air conditioner for a bus or the like by effecting heat exchange of air inside and outside the bus chamber through a total heat exchanger in cooling and heating and stopping a cooler and heater in the intermediate season of spring or fall to introduce only the atmosphere. CONSTITUTION:When a ventilating unit 2 is operated and a cooler and heater 4 operated as cooler, cool air from the cooler 4 mixed with fresh air from the ventilating unit is blown off from a blow-off grill 8 into a vehicle room. At this time, an inlet of a ventilating duct 18 is closed with a change-over damper 59 so that air is not blown off from the blow-off grill 20. Next, when the ventilating unit 2 is operated and the cooler 4 operated as heater, the damper 59 opens the ventilating duct 18 to close the duct 6 side so that only fresh air from the ventilating unit 2 is blown out of the blow-off grill 8 into the vehicle and only warm air blown off from the grill 20.
